Drought and Hosepipe Ban in England

雨の多い国というイメージのイギリスで、まさかの水不足が起こっている。1976年にも熱波が襲来、ひどい干ばつに見舞われたらしいが、この2年間24ヶ月のうち19ヶ月が平均以下の降雨量に留まり、川の水位も記録的に低い。天気予報によると、近日中に水不足を解消するに足りる降雨量も見込めず、今年の春・夏は、深刻な干ばつになることが危惧されている。そのため4月5日より、ロンドンに水を供給するThames Water（テムズ・ウォーター）を含む、イングランド南部の7つの水道会社管区で「hosepipe ban」と呼ばれる水の使用制限が行われる予定。期間中は、ホースや類似の用具を使って散水したり、家庭用プールやビニールプールに水を貯めたり、噴水を使用することは禁じられ、違反した場合は1,000ポンド以下の罰金に処せられる可能性もあるそうだ。

ちなみにロンドンにはビクトリア時代の古い水道管が多く残っており（過去のエントリー参照）、テムズ・ウォーターには、毎日何百万リットルもの水を無駄にしているとされる、水道管の水漏れの修理にかかる時間の長さも、水不足に拍車をかけているという批判も（デイリー・メール記事）。

England and Wales are officially in draught, after an exceptionally dry two years, with below-average rainfall for 19 of the past 24 months. Groundwater which keeps rivers flowing is close to the lowest levels ever recorded in many regions. Sufficient rain to boost low groundwater and river levels is unlikely in the coming weeks, and it is anticipated that there would be a severe drought in spring and summer this year, like 1976 heatwave. As a result, seven water supply companies in South England, including Thames Water which covers greater London, are bringing in ‘hosepipe ban‘ from April 5. During the hosepipe ban, it will be prohibited to draw water through a hosepipe or similar equipment, or fill or maintain a domestic swimming pool, paddling pool or ornamental fountain, and offenders could be fined up to £1,000.

At the same time, Thames Water is criticized its slowness in repairing pre-historic Victorian pipe (see my past entry), leaking and waisting millions of litres a day, to make the situation worse (Daily Mail article).

世界中で報道されているように、イギリスは今日、教師、医師を含む病院職員など、29の労働組合員最大200万人！が参加という、大規模な公務員24時間ストの話題で盛り上がっている。政府は緊縮政策の一環で、「pay more / work longer / get less（税金アップ、定年年齢引き上げ、年金額減額）」という公務員年金改革を予定しており、それに組合が激怒したわけで、ここ何十年で最大規模になるそう。ロンドン中心部でも正午から夕方5時までデモが行われた。予想されたより混乱は少なく、予定されていた手術3万件のうち7000件がキャンセル、ロンドンの主な2空港もほぼ正常通りだったそう。それでも多少の混乱は避けられず、公立学校の3分の2が休校、ロンドンの999通報（イギリスの警察・救急・消防の緊急通報用番号）はアクセスが難しい状況らしい。

キャメロン首相は、このストを「something of a dump squib」（湿った花火のようなもの＝不発）と呼び、政府の方針を変える予定はないみたいので、これからも組合のストは続く恐れあり。でも公務員は盛り上がっているけれど、一般人は、それでも民間に比べて公務員は恵まれた待遇にいると、少し冷めた目で見ているよう。それにしても教員は12週間も有給休暇があるって本当？？

As reported around the globe, today’s hot topic in UK is public sector strike, joined by up to 2 million workers! from 29 unions, including teachers and NHS healthcare workers. As a part of government’s austerity measure, public workers will face “pay more, work longer, and get less ” pension reform, and this policy obviously upsets unions and has urged public sector workers to the biggest strike in few decades. There was a big rally in central London from mid day to 5pm today. However, the disruption seems to be less than expected – for example, a little fewer than 7,000 of around 30,000 routine operations have been cancelled  and London’s two main airports are said to be largely unaffected with only a few cancellations. But still two third of state schools are closed, and London’s ambulance service is struggling to take up 999 calls (UK’s emergency telephone number). Be careful not to get injured or sick today if you are in UK!

Prime Minister David Cameron called this action as “something of a dump squib” and doesn’t seem to have any intention to change the plan – therefore further strikes may be expected to come. In contrast to the enthusiasm of public sector workers, general public doesn’t seems to share the same level of passion about this, as they believe that pension scheme of public sector still better than private sector. By the way, is it true that teachers enjoy 12-week paid holidays??

昨日の夜から風が強くなり、今日は一日中ビュービュー風が吹いている。8月29日にカーボベルデ南部の熱帯波から発生したHurricane Katia（ハリケーン・カティア）は、当初アメリカ東海岸に向かうと予測されていたが、カリブ海辺りでその行き先を変え、大西洋を越えて昨夜イギリスにやってきたのだ。ピーク時にシンプソン・スケールでカテゴリー4を記録したこのハリケーンの影響により、スコットランド、北アイルランド、イングランド北部、ウェールズ北部は強風・高波や強い雨に見舞われた。高波警報が出され、列車やフェリーなど交通網は大混乱、倒れた木々が事故を引き起こし、大規模停電や建物の損壊も報告されている。またツアー・オブ・ブリテンの第2ステージもキャンセルされた。→被害の様子はこちら：デイリーメール紙・テレグラフ紙・サン紙

幸いロンドンは、自転車に乗っても前になかなか進めない、という程度の風の強さで、特に被害も報告されていない。明日はその威力は弱まり、明日以降は平常に戻るそう。様々な被害を巻き起こしているこのハリケーン、楽しんでいるのはサーファーだけ？

The strong wind has started to blow since yesterday night, and has been making this annoying noise all day today. This gale is because of Hurricane Katia, developed from a tropical wave south of the Cape Verde Islands on August 29; it had been expected to hit US coastal regions but changed course from the Caribbean and arrived Britain last night. Katia, rated as a category four hurricane on the Saffir–Simpson Hurricane Scale at its peak, have been bringing high tides, strong winds and rains to Scotland, Northern Ireland, northern England and north Wales. Flood alerts have been issued, with road, rail and ferry travel widely disrupted. Fortunately, London hasn’t been hit hard, and no specific damage has been reported. Just some winds, which was strong enough to push me back when I was on my bike. The storm will be ease tomorrow, and it will get back to normal after tomorrow. Katia has been causing major disruption, but only surfers seem to enjoy the big waves!

Fundraiser Quiz Night for Larry the Downing Street Cat

本日付ガーディアン紙によると、首相官邸のダウニング街10番地で飼われているネコ、Larry（ラリー）の飼育費を募るクイズ・ナイト（パブなどでよく行われるクイズ大会。参加費を払い、賞品も出る）が、官邸の大広間で行われる予定だという。

官邸のネズミ捕りのために飼われることになったラリーくん（デイリーメイル記事）、犬猫シェルターのBattersea Dogs and Cats Homeから昨年4月に引き取られ、捨て猫から一転、オバマ米大統領にもお目通りしたセレブ猫となった。最近、近くのSt James’ Park（セント・ジェームズ・パーク）の管理人小屋に住む猫・Maisie（メイシー）と恋仲だと言う噂があり、お仕事のねずみ取りもさておき、夜な夜などこかに出かけ、昼間は官邸でうとうとしているのだそう。

猫の飼育費に税金が使われないよう、クイズ・ナイトで資金集めをするとのこと、保守党政権の大幅予算カット政策の良い手本になるかも。でもデーヴィッド・キャメロン首相の子供たちのペットでもあるこのラリー、いいとこのお坊ちゃまの彼なら、余裕で猫1匹の飼育費ぐらい払えると思うのだけれど。

According to today’s Guardian, there will be a quize night held in the State Rooms at 10 Downing Street to raise money to keep Larry the Downing Street cat.

Originally a rescue cat from the Battersea Dogs and Cats Home (Daily Mail article), brought in to help with Downing Street’s rat problem, Larry turned to be a celeb cat that even befriended with President Obama. There is a rumor that Larry recently got a girlfriend, Maisie, a cat who lives at the nearby St James’ Park keeper’s cottage. It is said that this explains why he goes out most evenings  and most days fall asleep in the Prime Minister’s house.

This event is planned so that tax money wouldn’t be use for Larry, and this well corresponds to Tory government’s budget cut plan. But can’t posh Prime Minister David Cameron pay for having just one cat?? Larry is also intended to be a pet for his children as well!

Public Sector on Strike 6/30

今日、政府の年金改革に反対する、大規模な公務員のストが全国的に行われた（BBCニュース/写真/インディペンデント/デイリーメール）。約2万人がロンドンでのデモに参加、全国80ヶ所でも抗議デモが行われた。その結果、学校や出入国審査、裁判所、刑務所、運転免許センター、ハローワークなど、公共サービスに支障が出た。組合側によると、約75万人の組合員がストに参加したというけれど、政府発表によると約10万人（5人に1人）とのこと。お互いに都合のいい数字を発表してるということか。イングランド及びウェールズでは2万1000の学校のうち約1万1000もの学校が休校または一部休校となり、何と110番（イギリスでは999）通報を受ける警察スタッフの90％以上までが、ストのため職場に来なかったと言う。

政府は、国の膨大な債務を減らすために支出を800兆円削減せねばならず、その痛みは皆で分かち合わないといけないと主張、公務員の仕事と福利厚生のカット、公的年金受給年齢の引き上げ（65歳→66歳）、公務員の年金負担増、そして年金額削減を計画している。現在、教師の年金を賄う為に、イギリスの全家庭が各1万3500ポンドを負担している。またデイリーメール紙によると、私企業で働く人々が公務員が受け取る年金額と同じだけ年金を受け取る為には、給料の3分の1を支払わなければならない計算になるという。何だか不公平な話だが、日本と同様、ここでも公務員は優遇されているようだ。

誰でも貰えると信じてるモノを貰えなくなるのは腹が立つだろうけれど、スト権があるにしろ、国民の血税から給料を貰っている身で、このように国民に多大な負担をかけるスト決行は、ちょっといただけない。よっぽどヒドい労働状況に置かれ、絶望から行動を起こすと言うなら同情するけれど、公的援助もなく厳しい不況を乗り越えていかないといけないその他の労働者に比べて恵まれた労働環境にあるのに、少し身勝手なように思うのは私だけ？

Large scale public sector strike hits UK today for protesting government’s state pension reforms (BBC news/photos/the Independent/Daily Mail). 20,000 took part in the main demonstration in central London and protests were held in around 80 towns and cities across the country. Public services, such as schools, passport controls, courts, prisons, driving test centres, and job centers, has been disrupted. Unions said about 750,000 workers joined the strike, though the government said about 100,000 or one in five civil servants walked out. 11,000 out of 21,000 (or at least 40%) schools across England and Wales, were closed or partially closed. Even over 90% police staff who handle emergency 999 calls walked out!

The government insists everyone must share the pain as it cuts £80 billion from public spending to reduce Britain’s huge deficit. The government plan is cutting civil service jobs and benefits, raising the state pension age from 65 to 66, increasing the public sector workers’ contribution to pensions and reducing their retirement payouts. The official figures showed that every working family in Britain is currently liable for £13,500 to cover teachers’ pensions – massive 90% increase over the past decade. Private sector workers have to bear with much higher burden than civil workers and must pay a third of their salary to match civil worker benefits (Daily Mail article). It sounds a bit unfair to me.

Of course everyone hates to loose benefit you are expecting to receive. But I just can’t agree with such a large scale disruption, causing public a huge inconvenience even they have a right to, because they are paid by tax payers’ money! I understand these actions if they are unreasonably taken away their rights to have basic quality of life, but it seems to me that they are quite privileged, in compare to private sector which have been going through the tough time without the government’s backup.
