Japan: A Story of Love and Hate – BBC4 Japan season

デジタルで放映されているBBC Fourでは、3月16日から4月6日まで、「Hidden Japan（隠された日本）: The Japan Season」として、映画やドキュメンタリー等日本関連の総勢17番組を、月曜日と土曜日に放映している。外国人が好きそうな芸者関連や「侘び寂び」の概念を探求する番組、日本人の魚に対するobsession（執着）を扱ったドキュメンタリー、映画「HANA-BI」や「たそがれ清兵衛」等、ステレオタイプ的な番組も含まれるものの、なかなか充実した内容だ。残念ながら全ては見れないが、特に印象に残ったのは、昨日放送された、「Japan: A Story of Love and Hate」。事業で成功しながら、バブル崩壊ですべてを失った50代の男性と、その彼を経済的に支える29歳の女性を追ったこのドキュメンタリーは、「ワーキングプア」の問題にスポットライトを当てている。山形に住む、バツ３で全共闘世代の佐藤さんが、唯一見つけた仕事が郵便局でのアルバイト。ガールフレンドのよしえさんは、生活のために、昼間は事務職、夜はスナックでバイトと、1日14時間働く。そんなに頑張ってもいつも金欠、二人が住むのも窓なしのワンルーム・アパートだ。よしえさんは、抗鬱薬を睡眠薬代わりに服用して眠りにつく。佐藤さんは、「これが今の日本の現実。ヨーロッパなら、もっと政府のサポートがあるのに」と言っていた。確かにそうかもしれない。イギリスでは、福祉が充実していて、生活保護や福祉手当、家賃補助、貸付等、低所得層に対して手厚い金銭的サポートがあり、審査も日本のように厳しくない。ただ、その分税金は高いし、充実しすぎていて福祉に頼りすぎる困った人たちが多いことは問題だけれど。

イギリスでも、ネットカフェ難民の話題や、日本では生活保護を申請するのに車を売らないといけない等、不況下の日本の状況を伝えるニュースを最近良く聞く。番組を作ったイギリス人は、世界第二位の経済大国日本で、人々がこのような状況におかれているのは驚きだと言った。日本を離れてもう13年。日本も変わったなあと思う。特に今は世界的な不況だから、ある程度の我慢は避けられないだろう。実力主義の功罪も、欧米社会に住んでるからわかる。でも、働いても働いても生活が良くならない、希望が少しも持てないような社会は、人々の鬱憤がたまり、社会不安増大や犯罪増加等、悪い方向に行ってしまうのではないかと心配だ。福祉の充実する北欧諸国は、税負担が高いにも関わらず、生活水準も満足度も高い。「個々人の事情に応じた労働環境を提供することで、誰もが働き続けることを可能にしている」（大和総研ホールディングス　コラムより抜粋）北欧のやり方は、「和」を尊ぶ日本社会にもマッチすると思うのだが。

日本政府はいったい何をやってるんだか。世界第二位の大国のリーダーにも関わらず、強力なリーダーシップを世界に示せない麻生首相は、イギリスのメディアではほとんど見かけない。米ニューズウィーク誌に「バナナ共和国」と皮肉られても仕方ないか。

BBC Four is currently broadcasting a collection of programs as ‘Hidden Japan: The Japan Season‘, on Mondays and Saturdays, from 16 March to 6 April. The season includes 17 programs in a wide variety, from documentaries about Geisha girls, ‘Wabi-Sabi‘ Japanese aesthetic and Japanese obsession with fish, to movies such as ‘Hana-bi‘ and ‘Twilight Samurai‘ etc. Some are Western stereotypical images of Japan but others are  in-depth analysis of modern Japan. The program which caught my attention particularly is ‘Japan: A Story of Love and Hate‘, which was shown yesterday. This depressing documentary is about the ‘Working Poor‘ life of an odd couple with Naoki and Yoshie. Naoki is in 50’s and part-time post office worker, who used to be a successful businessman but lost everything when economy crashed in 90’s, including 3 marriages, and live on a financial support of his 29 year girlfriend who works 2 jobs for 14 hours a day, office worker during a day and bar hostess at night. They work hard everyday but are always work, and live in a tiny one room apartment without windows. Yoshie takes anti-depressant as a sleeping pill, in order to sleep well. Naoki said, ‘This is a harsh reality in Japan now. If I were in Europe, I would have gotten more support by the government’. UK has a good welfare system for people on a low income, such as income support, housing benefit, child benefit etc, and its criteria is not as strict as Japan. Of course the system doesn’t cost cheap — tax is pretty high in UK and some people abuse the system and take advantage of it more than necessary.

Now you more often hear the news about the situation in Japan under depression, such as the ‘internet cafe refugees‘ and Japanese welfare system which force people to sell their car in order to receive benefit, but the British director who made the documentary was surprised that some people are in such a miserable condition in the second richest country in the world. It’s been 13 years since I left Japan, and I really feel that Japan has changed a lot. Good old time has gone. I understand the tough situation under world wide depression, and meritocracy in some degree is necessary to raise workers motivation. But I am afraid that society where some people never get on the ladder though they work hard, will lead to social unrest and widespread despair among people on the bottom end of the society. Scandinavian countries, with their famous welfare system and high standard of living,  successfully created the system to ‘offer different ways of works so that everyone can work’ (by Daiwa Institute of Research) to achieve high productivity. I think this Scandinavian model will match the Japanese value in ‘social harmony’.

I wonder what the Japanese government is doing to deal with ‘Working Poor’, increasing number of people who have jobs but cannot escape from poverty in Japan. Prime Minister Aso, who cannot show strong leadership, is nowhere to be seen in British media, though Japan is still the second largest economy in the world. No wonder why Newsweek criticizes Japan as ‘Banana Republic‘!

The George Hotel @ Shipston-on-Stour, Cotswolds

先週、４泊５日のコッツウォルズ旅行をした。ホテルは、ストラットフォード・アポン・エイボンやチッピング・カムデンに近い、コッツウォルズ北部のShipston-on-Stourにある、The George hotel。先日書いた、Mr & Mrs Smithを通じて予約した。お値段は£90–£150と、Mr & Mrs Smithのセレクトの中ではリーズナブル。今回はキャンペーンを利用したので、1泊£110のところ、2泊で1泊分のお値段と、大変お得だった（その代わり、ホテルで最低２回夕食をとる事が条件）。

古い建物を改装したThe George Hotelは、もとの建物の特徴を所々生かし、ブラウンを基調としたモダンなインテリアとアンティークがうまくミックスされた、可愛いプチホテル。マシュマロやチョコレート、ストロベリー等、部屋毎に食べ物のテーマが決まっていて、私たちが泊まったのは「アスパラガス」ルーム。部屋には、大きなアスパラガスの写真が飾ってある。部屋には、紅茶やハーブティ、ホットチョコレート、コーヒーも自由に飲めるようになっており、アメニティは、モルトン・ブラウンを使用する等、気配りもうれしい。ただ、ベッドのマットレスの左側のスプリングが壊れていて、4泊目に私と寝る側を変わるまで、Mは寝苦しい夜を過ごすはめになった（私は特に気にならなかったが、Mは背が高い＝体重も重いため、辛かったらしい）。ガストロ・パブ（おいしい食事を提供するパブ）も併設しており、地元で取れた材料を生かしたイギリス料理が楽しめる。お味の方はまあまあ、可もなく不可もなくといったところだが、従業員も皆フレンドリーで、サービスはとても良かった。

We traveled to Cotswolds last week for 4 nights and 5 days. We stayed at The George hotel in Shipston-on-Stour, on the north of Cotswolds near Stratford-upon-Avon and Chipping Campden. We reserved the hotel via Mr & Mrs Smith, as I wrote the other day. Room rates is £90–£150, and it is reasonable among Mr & Mrs Smith’s selection. We used a promotional offer for ‘2 for 1 nights’, so it was a big bargain, though we had to had a dinner at the hotel at least twice during our stay.

The George Hotel is a stylishly converted cosy inn, with warm modern decor mixed with original features of the building and antiques. Each room has its own culinary theme, such as Strawberry, Marshmallow, and Chocolate, and we stayed in the ‘Asparagus’ room. There are a selection of tea, herb teas, coffee, and hot chocolate in the room. Molton Brown toiletries is another good addition to the stay. The only ‘problem’ was the mattress — the spring was broken on the left side and M has had uncomfortable nights until we switched our sides on the last night. He suffered more than me, as he is a tall man. The hotel has a gastropub (a pub specializes in high-quality food) that you can try local products. The food is OK (not great, but not bad as well), but everyone who works there is friendly and very nice — we had a pleasant time.

Streetcar – Car Sharing

Mは最近、「車が欲しい！」病にとりつかれ、雑誌やネットで探し始めた。しかし、私たちのアパートには駐車場がなく、路上駐車するのはちょっと不用心だ。ロンドンの中心部（の端っこだけれど）に住んでいるので、車が必要だと思った事はなく、Mの愛車のベスパで大概どこでも行ける。それに、旅行する時は、レンタカーすればいいと思っていた。でも、Mがあまりにも欲しがるので、真剣に購入を考えていたところ（Mのお目当ては新型フィアット500）、妥協案を思いついた。Streetcar（ストリートカー）は、イギリス大手のカーシェアリングクラブ。コッツウォルズ旅行のため、レンタカー会社を探していたところ、近所にたくさんストリートカーが利用できる場所がある事に気づいた。これなら駐車場も要らないし、保険登録等面倒くさい手続きも不要。必要な時に、必要な時間だけ車が借りられる。

早速、メンバー登録してみた。年会費は一人£59.50＋パートナー料金£29.75＝£89.25。保険料は含まれるが、免責金額£500より低くしたい場合は追加料金を払う。車を借りる時はネットか電話で。私は運転はオートマでないと自信ないので、電話で予約した（オートマは電話予約のみ。ヨーロッパはマニュアル車が主）。車はすべてフォルクスワーゲン。料金は、車種によって£3.95/£5.95（1時間）または、£39.50/£49.50（1日）。マイレージは、一日30マイルまでは無料だが、その後は１マイル毎に23p加算されるので、近場で使用する時はお得だが、長距離になればなるほど割高になる。レンタカーのように、チェックイン／チェックアウトする必要はなく、フロントガラスについているカードリーダーに、Streetcard（写真上）をタッチすれば、ロック解除される。そしてグローブボックスにある携帯端末に暗証番号を入れると、鍵が取り出せる仕組み。目立った傷がないかを確認したら、すぐ出発できる。必要な時は、携帯端末を使って、ストリートカーに連絡も可能だ。給油も、ほとんどのガソリンスタンドで使えるストリートカーのクレジットカードで支払うので、ガソリン代も払わなくて良い。

マイレージ追加料金が予想外に高くついてしまったが、使用後の感想は「簡単便利」、車の状態も乗り心地も良かった。これから、イギリスは旅行に最適の季節になる。今までバケーションは他のヨーロッパ諸国に行く事が多かったが、これからもっとイギリス国内も旅行しようと思っているので、ストリートカーは重宝しそうだ。

M had a ‘I WANT A CAR!!’ attack recently, and started to research what car to buy — but I was not sure if practical. We don’t have a secure car parking at our apartment, and I don’t want to park on the street. I never thought that we need a car, as we live in central London, and we can go anywhere with our Vespa. Also we can rent a car anytime when we travel. But M insisted so much to have a car, and we were seriously considering to buy it  (his favorite was a new Fiat 500), then we found a perfect compromise — Streetcar car sharing. I was looking for a rent-a-car company around here for our trip to Cottswolds, and happened to find that there are several Streetcar locations around our apartment. With Streetcar, we don’t need a parking space nor cost related to maintain a car, and can use a car whenever we need it.

We registered with Streetcar. Annual fees are £59.50 for primary driver + £29.75 for a partner = £89.25. Membership includes comprehensive insurance but you can pay extra to lower excess. You can reserve a car either on internet or over the phone. We had to make a phone call to reserve an automatic car, as I am not confident in driving manual (manual car is dominant in Europe). Cars at Streetcar are solely Volkswagen (and we love VW!). Prices for renting are £3.95/£5.95 (per hour) or £39.50/£49.50 (per day). Mileage is free up to 30 miles a day, and extra mileage will be charged for 23p per mile. Therefore it is cost more if you go far, than driving nearby. You don’t have to lengthy process of check in/check out, like other rent-a-car companies. Touch in with your Streetcard (in the photo above) on the card reader to unlock the car, and get the keys by entering your PIN on the hand-held terminal in the glovebox. After checking the car for any damage, off you go. You can contact Streetcar with the hand-held terminal, if necessary. You don’t have to pay gas but use the car’s fuel card which is accepted at all major petrol station.

Although the extra mileage cost more than we expected, Streetcar was easy and convenient, and the condition of the car was good. It is going to be a perfect time to travel in England soon. We tend to go other European countries for our vacation so far, but we’ll definitely travel more in the UK as well, with Streetcar.

Big Brother star Jade Goody died today

人気のリアリティ番組「ビッグ・ブラザー（Big Brother）」出身のタレント、Jade Goody（ジェイド・グッディ）が、子宮頸癌で、今日亡くなった（享年27歳）。荒れた家庭に育ったジェイドは、2002年に「ビッグ・ブラザー」に出演してから、歯に衣を着せぬ物言いと常識のなさで一躍セレブの仲間入りをしたが（好き嫌いは極端に分かれ、彼女の事を嫌いな人は毛嫌いする）、2007年には「セレブリティ・ビッグ・ブラザー（有名人版）」でインド人ボリウッド女優のシルパ・シェティに「差別的発言」した事がきっかけで人気が下降、その矢先、2008年に癌の宣告。それから１年も経たないうちに、27歳という若さで、２人の子を残して亡くなった。治療で髪が抜けても、死の間際までメディアの前に登場。BFとの念願の結婚式も、子供のためになるべくたくさんお金を残したいと、１部メディアに独占公開した。お騒がせタレントで、あまり好意を持っていなかったのだが、やはり死のニュースを聞くと、本当に気の毒に思う。自分自身はもとより、２人の小さな男の子を残していく事は、さぞかし辛かっただろう。

彼女の子宮頸癌がきっかけで、イギリスでは、若い女性を中心に、子宮頸癌検査を受ける率が急上昇した。また、イングランドでは子宮頸癌検査を始めるのは25歳からだが（その他の地域は20歳から）、こうした事情を受け、検査年齢を下げることを検討中だという。ジェイドも、自分の病気が、政府の政策を変えるきっかけになったことは、大変光栄だと言った。子宮頸癌は、早期発見で完治も可能な病気。この政策変更により、彼女のように、若くして亡くなる人が減る事を祈るばかりだ。

Reality TV star Jade Goody has passed away today, at the age of 27, after a battle against cervical cancer. Since her appearance in Channel 4 reality TV show Big Brother in 2002, she was criticized by the media for her lack of general knowledge and care-free attitude (eg. got drunk and became naked). Growing up in a rough family background, Jade became  sort of a star but at the same time, some people love her but many hate her. In 2007, her popularity dropped because she made a ‘racist‘ comment against her house mate, Indian Bollywood star Shilpa Shetty, in Celebrity Big Brother. Soon after Jade was told she had cervical cancer in 2008. In less than a year, Jade died as an age of 27, leaving 2 small boys. She kept in the media spotlight, even after she lost all hair due to the treatment, and made a deal with some of the media (ie. OK! Magazine) for exclusive coverage of her wedding, in order to ‘leave as much money as possible’ to her boys. To be honest, I didn’t like her, but I really feel sorry that she had to go at such a young age leaving small children motherless.

Since the media reported Jade’s terminal cancer, British medical authorities began announcing a surge in requests from women, particularly younger women, for screening for cervical cancer. As a result, the Government agreed to review its policy of not offering screening for cervical cancer until the age of 25 in England (it is 20 in the rest of the UK). Jade said that she was “immensely proud” that she had helped prompt the review. Cervical cancer can be treated if it is detected at early stage.

Google Street View launched in UK

３月１９日、Google ストリートビューが、2007年にアメリカで誕生してから、ようやくイギリスにも上陸し、物議を醸している。プライバシーの侵害として、多くの苦情が寄せられ、翌日には、たくさんのストリートビュー写真が取り除かれた。中には、首相官邸のある10 Downing Street（ダウニング街10番地）周辺の写真やセックスショップから出てきた男性の写真や酔っぱらって吐いている男性、また逮捕されるところの写真も含まれるという。グーグルによると、人の顔や車のナンバープレートは99.9%ぼかしているというが、昨日の新聞によると、顔やナンバープレートが識別可能な写真もあるらしい。また、家の持ち主は、強盗に家をストリートビューを使ってチェックされるのではないかと恐れている。

それでも、ストリートビューはこちらでもすごい人気で、多くの人々がすでにサイトにアクセスしている。私もその一人で、アパートの前の通りを見た時は、あまりのクリアさにびっくりした（写真上は、最寄りの地下鉄Angel（エンジェル）駅）。人々の反応は賛否両論で、便利だという人もいれば、もはや「プライバシー」は存在しないと憤る人もいる。私自身は、とてもいいアイデアだと思う。例えば行ってみたいレストランやお店の周りをストリートビューでチェックしておくと、実際に行った時に迷わないでいいと思う。もちろん、家でだらしない格好をしている写真が窓越しに写ってたりしたら、すぐ抗議しますけどね！でも、イギリスはCCTV（監視カメラ）の設置率が人口比で世界一で、外出すると監視カメラに一日何百回も撮られる計算になるらしいから、今更「プライバシー」も何もないような気がするが、CCTVは限られた人にしか見られず、ストリートビューは誰にでも見られるので、心配する人たちの気持ちも分かる。

ちなみにストリートビューはまた、ジョークとして、メリー・ポピンズやシャーロック・ホームズ、ウォーリー（ウォーリーをさがせ！）等のキャラクターの扮装した人の写真もあるので、暇な人は探してみて下さい。

Google launched the controversial Street View in UK on March 19, two years after it appeared in US, and consequently it stirred up the debate of privacy.  The next day, after complaints as a breach of privacy, from homeowners and people which appeared in the photos, Google had to remove many pictures, including photos around 10 Downing street (residence and office of the First Lord of the Treasury and Prime Minister), photos of a man coming out of a sex shop, of a man being arrested, and of a guy throwing up outside a pub. Google insists that ‘99.9%’ of faces and number plates are blurred, but according to the newspaper articles, some faces and car registrations were recognizable as of yesterday. Homeowners are also concerned that the burglars may be able to check their homes.

However, Street View is very popular and ‘hundreds of thousands’ of people had already viewed the street shots of London. People’s opinion is divided — some people think that it is cool and useful — like M — but some are upset for the ‘privacy’ issues. As for me, it is a great invention. I can check the photo around the restaurants or stores I want to go, so I don’t get lost. Of course I will complain to Google if I see myself in a pajama from my window! UK is the number one country in the world where has the most CCTV cameras per person in the world, and you are supposed to be filmed hundreds of time every time you go out, so I am not sure if there is any strict ‘privacy’ on the street in UK. The difference between CCTV and Street View is that CCTV is viewed by only limited number of people whereas Street View can be viewed by anyone — so I understand other people’s concern as well.

Streetview has included a number of people dressed as ‘characters’ as a joke, such as Mary Poppins, Sherlock Homes and Wally (Where’s Wally?), and you can find it if you are bored to death.
