Two Alcohol-Free Days are Recommended

日本では既に常識となっている「休肝日」、Binge Drinking（過剰飲酒）やアルコールによる健康被害が問題となっているイギリスでも、Commons science and technology committee（庶民院科学・テクノロジー委員会）の報告をベースに、最低週2日はアルコールを飲まない日が必要であると、政府の飲酒ガイドラインを見直すよう、議員グループによって勧告がなされた。

イギリスでは、アルコール消費量は「unit（ユニット）」で表される。1987年に、政府の基準で、週に男性で21 unit、女性は14 unitが飲酒量の上限と定められ、1995年からは、一日に男性で3～4 units、女性は2～3 units以上飲むべきでないとしている。ちなみに、アルコール分4％の缶ビール440mlで2.2 units（下の写真参照）。生ビール1パイント（＝約0.57リットル）で2.3～3.4 units、赤ワインは大きなグラス（250ml）で約3.25 units。一日に飲める量は、ビール1パイントかワイン1杯程度ということになる。

でもこのUnitシステム、何とも分かりづらい。適正飲酒を推進する団体・DrinkawareのウェブサイトのUnit Calculatorでも換算が出来るけど、いちいちunitを計算するのも面倒くさい。政府の統計によると、90％の人はunitについては知っているけれど、3人に1人は1 unit相当のワインの量を知らず、13％しか自分がどのぐらいのユニットを飲んでいるかチェックしていないという。政府や関係者もこの問題を重々承知しているようなので、世のため人のため、もっと簡単にアルコール消費量がわかるようにしてほしいものです。

A group of MPs has suggested that people should not drink alcohol at least two days a week, based on a report by the Commons science and technology committee, and called for a review of current government guidance on alcohol intake to tackle binge-drinking trend and alcohol related problems.

In the UK, ‘unit‘ is used as a guideline for a drinker’s alcohol consumption. Advice on the maximum units of alcohol consumption, 21 units in a week for men and 14 for women, was introduced in 1987. Since 1995, the government has advised that regular consumption of no more than 3–4 units a day for men, or 2–3 units a day for women, would not pose significant health risks. A can of 440ml beer with 4% alcohol contains 2.2 units, as the label suggests (see the photo below). Units of a pint (=0.57l) of beer varies from 2.3 to 3.4, and a large glass of red wine has about 3.25 units. It means, we can drink a pint of beer or a glass of red wine only!

This ‘unit’ system is so confusing and complicating to understand. You can use Unit Calculator on Drinkaware‘s website, but it is not straightforward as well. According to BBC news, a survey by the Office for National Statistics suggested that 90% of people had heard of units, yet fewer than one in three knew how much one unit of wine was and that only 13% kept a check on the units they drank. The government is aware of this problem, and hopefully in the near future they can come up with the better way for us to understand how much we drink.

‘Booze bus’ is back in London to Rescue Binge Drinkers

イギリス人が1年で最もお酒を飲むこの季節。今年も6週間という期間限定で、「Booze Bus（大酒バス）」が店開きしている。これは、年末年始のパーティ・シーズンに、救急病棟の負担減のため、酔っ払って具合が悪くなった人の処置をする臨時センターで、またの名を「drunk tank（酔っ払って逮捕された人たちを収容する部屋）」と言う。ロンドンの歓楽街・ソーホーにあるAlcohol Recovery Centre、金融街シティの中心・リバプール・ストリート駅（木〜土曜夜）、そしてセントラル・ロンドンとカムデンを管轄する救急車が、その任務に当たっている（詳細／記事1・2・3）。先週末が、London Ambulance Service（ロンドン救急車サービス）が1年で最も忙しい週末で、ソーホーのAlcohol Recovery Centreでは、先週土曜日だけで20人もの人たちが運び込まれたという。昨年は、ロンドンだけで6万件以上もアルコール関連の通報があり、その40％は病院以外でも処置可能だそうだ。

“Booze Bus” or “Drunk Tank” is back again in London for six weeks to ease pressure on A&E, during this festive season when Brits drink the most in the year. The alcohol recovery centre in the West End / SOHO as well as the treatment centre at Liverpool Street train station, and up to 3 ‘booze buses’ is running in the West End and one in Camden are busy taking care of sick binge drinkers (details／article 1・2・3). Last weekend is usually the busiest weekend of the year for London Ambulance Service, and the SOHO’s alcohol reception centre admitted 20 people last Sunday alone. Last year, there were over 60, 000 alcohol-related call-outs in London (about 6% of all the workload), and it is estimated 40% of those taken to hospital could be dealt with elsewhere.

イギリスでは近年、Binge Drinking（過度の飲酒）が問題になっている（Mail Onlineのスペシャル・リポート）。過去60年で、イギリス人の純アルコール消費量は1947年の年間3.5リットルから現在9.5リットルと約3倍弱に増加。2000年の調査によると、成人の4人に1人（男性の3人に1人／女性の5人に1人）が、政府の推奨する一日当りのアルコール消費量の2倍以上を摂取。イギリス人が1回に摂取するアルコール消費量は、不名誉にもEU27カ国トップになった（参照記事）。Home Office（内務省）によると、Binge Drinkingが原因の犯罪による損失は、年間130億ポンドに上り、アルコールの弊害はNHSに年間27億ポンドの負担を強いているという。

スーパーでの酒類の安売りに加え、5年前に改正された、licensing laws（酒のライセンス法：それまで法定で11時までだったバーやパブの閉店時間を、駆け込み飲酒を防ぐために、24時間営業を可能にした）も全く功を奏していない。関連委員会の報告では、スーパーやアルコール業界の影響力が強く、そのための政府の無策が批判されており、アルコール税の上昇や、法定最低価格、規制の強化、アルコール嗜癖の問題への処置の改善などが必須だと提言している（related article）。

Britain’s recent rise in binge drinking and alcoholism causes a headache to the government. In England, average consumption has risen from an annual 3.5 litres of pure alcohol per head in 1947 to 9.5 now (Mail Online Special Report). A survey of 2,000 people found that almost 1 in 4 adult (1 in 3 men and 1 in 5 women) drank at least double the recommended daily limit during a night out. Another research found British drinkers consume more in one session than any other EU’s 27 nations (related article). Home Office figures show crime and disorder caused by binge drinking is costing the taxpayer between £8 – 13 billion a year, and alcohol abuse is costing the NHS £2.7 billion a year.

In addition to cheap alcohol at supermarkets, the new licensing laws passed 5 years ago that pubs and bars are allowed to serve drinks up to 24 hours to reduce last minutes drinking (until then bars and pubs had to close before 11pm), is said to have had no effect or has made the situation even worse. A report by the health select committee condemns the failure of the government’s strategy to tackle the escalating problems and strong influence by supermarkets and the drinks industry on its alcohol policies. The report suggests minimum pricing, higher taxation, reduced availability, improved regulation and better treatment for patients who have alcohol addiction problems are urgent to reduce binge drinking (related article).

The ICA Café and Bar @ The Mall

The ICA Café and Barは、その名の通り、ICA（Institute of Contemporary Arts）内にある、カラフルな内装のカフェ＆バー。DJブースもある中2階（写真上）と1階のスペースにわかれており、時にパーティや映画のスクリーニング、ライブ、クラブ・ナイト等のイベント類なども行われる。トラファルガー・スクエアやバッキンガム宮殿、St. James Parkに近いせいか、いつも結構混んでいる。以前は、ここに入るのに£2の入場料がチャージされていたのだが（ICAの映画のチケットを持っていれば無料）、それがなくなったことも、人気の理由か。私たちのような映画を観に来た人以外の客、特にグループで飲みにきている若い人たちが多いからか、はたまた音響のせいか、いつ行ってもかなりうるさいので、カフェでゆっくりしたいのであれば、お薦めしない。

このカフェ＆バーは、大英図書館やThe Wellcome Collection（医学をテーマとするユニークな博物館。でもけっこう洒落た展示デザインで面白い）、最近ユーロスターの発着駅としてリニューアルしたセント・パンクラス駅等に出店しているロンドンで人気のカフェ・ベーカリー、Peyton and Byrneのオーナーで、St. Jame’s ParkにあるInn the Parkやナショナル・ギャラリー内のThe National Dining Rooms and National Cafeといったレストランを展開する、アイルランド出身のOliver Peyton（オリバー・ペイトン）が手がけている。フード・メニューは、ハンバーガーやパスタ、サラダなど。カジュアルだけれど、ちょっと気の利いた品揃えだ。オリバー・ペイトン系だけあって、もちろんスィーツ類もある。ドリンク類は、コーヒー、紅茶、フレッシュジュースから、ワインやビール、リカー、スピリッツ等のアルコール類も充実。凝ったカクテルも楽しめる。でも凝りすぎてて、1杯のカクテル作るのに一体どれだけ時間かかるんだ？というくらい待たされたけど。ちなみに、当日のICAの映画の半券を持っていくと、バーガー類＋ワインかビール1杯がついて£8.95（ウェブサイトには£7.95とあるけれど、実際は£8.95だった）と、お得なセット価格でいただける。

The ICA Café and Bar is a colorful café & bar at ICA (Institute of Contemporary Arts), as its name suggests. The space has a mezzanine with DJ booth at one corner and ground floor bar café area, and occasionally hosts private party and events, music performances, film screenings and club nights. The café & bar is always busy, as it is located on the Mall near the Trafalgar Square, Buckingham Palace and St James’s Park.  The ICA used to charge £2 entry charge for the café & bar (free of charge for ICA ticket holders), but now it is free – probably that’s another reason for its popularity. The place can be quite noisy, as many people come just for a drink, other than gallery exhibitions and films, especially a group of 20s or 30s somethings, as well as the sound system in the building – therefore, I wouldn’t recommend this place for quiet and peace time with a cup of coffee or tea.

The ICA Café and Bar is produced as a collaboration with renowned Irish restaurateur Oliver Peyton; a founder of popular cafe/bakery Peyton and Byrne, tenanted at the British Library, St Pancras International station (reopened recently as a new Eurostar terminal) and the Wellcome Collection (an unique medicine-themed museum with modern exhibition design), and the owner of Inn the Park located in St. James’s and The National Dining Rooms and National Café, at the National Gallery. The food menu offers casual dishes such as  burgers, salads, pasta and soup, but a bit more sophisticated than an usual café & bar. As Oliver Peyton involves, some nice sweets are available as well. Their drink menu ranges from non-alcoholic drinks such as coffee, tea and fresh juices to a wide range of alcoholic drinks like wine, beer, liquor and spirits, as well as a variety of cocktails. The cocktails seems so complicated that the waiter took ages to make one glass and kept us waiting at the counter!  If you have a cinema ticket stub for the day, you can have any burger plus a  glass of wine or beer for a discounted price of £8.95 (their website says £7.95, but it was £8.95).

Elk in the Woods: Gastropub @ Angel, Islington

ロンドンで近年増えているガストロパブ。ガストロパブとは、イギリスの伝統であるパブ文化とイギリスの食文化を活性化すると言うコンセプトの、美味しい食事を提供するパブで、イギリスで人気を集めている。私たちがよく行くのは、アンティークで有名なエンジェルのカムデン・パッセージにある、Elk in the Woods（「森の中のヘラジカ」の意）。週末ともなれば予約が必要なぐらい混雑する人気店だ。立ち飲みする人たちが多いイギリスのパブにおいて（金曜夜や週末に、外にたくさんの人が溢れ出て、パイントグラス片手にお喋りしているのは、ロンドンの日常の光景）、このElk in the Woodsは着席制。通常のパブと違い、バーカウンターで注文・支払いをするシステムをとっておらず、レストランのように、ウェイター、ウェイトレスがサービスする。使い古された木のテーブルやちょっとキッチュな壁紙、アンティーク風の鏡がたくさん飾られた壁、鹿の頭の剥製や頭蓋骨が飾られた店内は、田舎の別荘のようで、アンティーク店の立ち並ぶカムデン・パッセージによく合っており、妙に落ち着く。

イギリス料理をベースに、地中海風のテイストを加えたメニューは、朝食、サンドイッチ、おつまみ系、メイン、サイドディッシュ、そしてプディング（デザート）と色々選べる。でもコーヒーや紅茶等のホットドリンクやお酒類など、飲み物だけでも大丈夫。私たちがランチにいつもオーダーするのは、チャバッタ（イタリアのパン）に、炭火焼チキンとベーコン、ピクルス、レタス、トマトを挟んだ、ボリュームたっぷりのサンドイッチ（£7.50）。口に入らないぐらい大きいので、私はナイフとフォークを使わないと食べられない（Mは大口なので手で持って食べられる）。フレッシュなチャバッタをカリッとトーストし、ジューシーなチキンとベーコン、野菜類が絶妙なコンビネーションで、美味しい。写真を撮るのも忘れてかぶりついてしまったため、ブログに今日アップできるのは、空のお皿だけ。でもお皿も、アンティークを使っていて柄も大きさもまちまちで、食べ終わった後もその絵柄をチェックするのも、私たちの楽しみの１つである。

A gastropub (or gastro pub) is a pub specializes in high-quality food, and the concept of a restaurant in a pub reinvigorated both pub culture and British dining. It is growing in number and popularity in London and UK in recent years. One of the gastropub we like is Elk in the Woods on Camden Passage in Angel. This popular gastropub is very crowded on weekends, and reservations are necessary if you want to secure your seats. In Elk in the Woods, everyone sits and the service is offered at the table, in contrast to a usual pub where you order and pay at the counter, and where people are standing up and chatting with a pint glass on their hands inside or outside (it is an everyday scene of London). The interior with well-used wooden tables, kitsch wallpapers, walls covered with antique mirrors and deer head and skulls, is like a tasteful and comfy English country lodge, and matches with the atmosphere of Camden Passage, famous with its antique stores and markets.

The menu, based on good old British food with a Mediterranean touch, includes breakfasts, sandwiches, smalls, mains, side dishes, and puddings. But it’s OK as well just to have a drink (non-alcohol like coffee or tea, or alcoholic drinks) too. What we always order for our lunch is “char-grilled chicken and bacon, mayonnaise, baby gherkin, greens, and tomato in ciabatta sandwich” (sounds pretty long, but that’s the name on the menu). I have to eat this dish with a knife and a fork, as it is too big for my mouth to squash in (but M has a big mouth and can eat with his hands). The combination of juicy chicken and bacon and fresh vegetables in crispy toasted ciabatta was so delicious that I forgot to take a picture of it… But the empty plates should be appreciated too! We also enjoy looking at the antique plates with different designs and sizes, every time after we finish our meals.

Prince William Slept Rough on the Street Last Week

ウィリアム王子が先週、ロンドンのBlackfriars bridge（ブラックフリアーズ橋）の近くで、ホームレス体験とホームレス問題に対する認知を高めるため、路上で一晩を過ごした。子供の頃、母である故ダイアナ妃にお忍びでホームレス慈善団体のCentrepoint（センターポイント）に連れられたことがきっかけで、成長してからCentrepointの後援者となった。王子は、チャリティの責任者（写真上）とともに零下の中、ゴミ用トローリーに囲まれ、寝袋の中で夜12時から朝6時まで過ごした。その後は、ウエスト・エンドのホームレスの若者が多く夜を過ごす場所の視察をされた。寝ている間、王子たちに気づかなかった道路清掃車にひかれそうになって、ひやっとしたそうだ。日本では王子が1泊でも路上生活するなんて考えられない。過剰保護されている日本の皇室とは比べ物にならないぐらい、イギリスの王室はオープンで自由なのだ。

ホームレスチャリティのHomeless Linkの統計によると、昨年ロンドンでは、路上で睡眠を取った人が一晩あたり239人（イングランド統計483人のうち49％）。この数は、ホームレスチャリティやボランティアのおかげで、10年前の約半数になった。内訳は87％が男性で、13％が女性。62％が26〜45歳、30％が46歳以上、そして7％が25歳以下。41％に薬物問題、49％にアルコール問題、35％に精神疾患が見られた（重複あり）。15％のみ、この3つの問題のどれもなかった。政府のホームレス対策に呼応して作られた委員会であるThe London Delivery Boardは、2012年（ロンドン・オリンピック開催年）までに、ホームレスをなくすと掲げている。

慈善活動は、イギリス王室の重要な活動の１つだ。ウィリアム王子も、慈善活動に熱心な両親の影響で、少年時代から色々な活動に興味を示してきた。母親のエイズ救援・防止活動、そして父親の自然保護や恵まれない人々への活動は、王子に同じ分野での活動を促した。彼はまた、アフリカ支援にも興味を持っており、弟であるヘンリー王子（イギリスではハリーと呼ばれる）の慈善団体・Sentebaleにも時折参加している。こう書いていると至極品行方正に聞こえる王子たちであるが、ご心配なく。プライベート・ライフは楽しく過ごしているようだ。以前は、王子兄弟が（とその従姉妹のベアトリーチェ王女とユージーン王女）、Mahiki（マヒキ）やBoujis（ブージズ）、 Whisky Mist（ウィスキーミスト）等、ポッシュ(Posh、気取った)なナイトクラブに出入りしている姿が、よくロンドンのフリーペーパーを賑わわせていた（下の写真は酔っぱらった王子とガールフレンドのケイト・ミドルトン）。最近はあまりお遊びの写真は見かけないけれど、二人とも大人になったのか、それとも、行き過ぎたパパラッチ行為には法的措置も持さないと言う、エリザベス女王の警告が効いたのか？

Prince William spent one night sleeping rough on the streets near Blackfriars bridge in London last week, to experience being homeless and to raise awareness in homelessness. He was taken by his mother, late Princess Diana, on a secret visit to a Centrepoint shelter when he was a child, and the experience led him to become a patron of homeless charity Centrepoint when he grew up. He slept in a sleeping bag in sub-zero temperatures together with the charity’s chief executive (photo above), next to the wheelie bins, from 12 am to 6 am. Then he went on a tour of the West End to see where many young homeless people were sleeping. He and his company were almost run over by a road sweeper which didn’t see them. It is inconceivable in Japan that one of the princes sleeps on the street without roof, even for one night. British Royal family is incredibly open and free, in compare to the overprotected Japanese Royal family.

According to the key facts by Homeless Link, 239 people sleeping rough on any given night counted last year in London (49% of the England total 483); which is half the level that it was ten years ago, thanks to an effort by a number of homeless charities and its volunteers. 87% were male and 13% were female. 62% were aged between 26 and 45, 30% were aged over 46, and 7% were under age 25. Among the homeless people, 41% had drug problems, 49% had alcohol problems, and 35% had mental health problems (people may be counted in more than one category); 15% had neither drug, alcohol or mental health problems. The London Delivery Board, a group of voluntary agencies and statutory bodies, aims to eliminate rough sleeping in London by 2012, the year of London Olympic.

To involve in a charity activity is an important Royal duty in UK. Prince William took interest in various causes from an early age, with an influence from his parents who have been also active in charity. His mother’s work with HIV/AIDS aid and prevention, and his father’s work with the natural environment and the inner-city disadvantaged, directed him into those areas. He also showed a desire to focus on the needy in Africa, and sometimes works with his brother Prince Harry‘s charity, Sentebale. How nice and touching. But don’t worry, the princes also have a nice life and like to party as well. I used to see photographs of the Royal brothers (and their cousins, Princess Beatrice and Princess Eugenie), coming out from some posh night clubs such as Mahiki, Boujis and the Whisky Mist, all over the London’s free papers a while ago (photo below is Prince William obviously drunk with his girlfriend Kate Middleton in 2007) – but I rarely see recently. Maybe because they grew up and become mature, or the warning by the Queen, that “the Royal Family stands ready to take legal action against harassment and intrusion by paparazzi”??
