先週金曜日から北ヨーロッパを襲った大寒波により、またもやイギリスの交通網はパニックに陥った（参考記事/過去のブログ）。クリスマスを間近に控え、一年で最も混雑するこの時期にあたったのも最悪のタイミング。ロンドンでも最低クリスマスまでは最高気温は1度を超えず、しばらく降り積もった雪が解けそうな気配もない。国際線利用者数世界一を誇るヒースロー空港は、ほとんど麻痺状態。キャンセルが相次ぎ、途方に暮れた乗客は、いつ来るとも分からない吉報を待つしかない。

UK’s traffic has been paralyzed since Friday, due to the big freeze affecting Northern Europe (related article/past entry of my blog). It’s the busiest time of the year just before Christmas and the cold front came at the worst timing. The highest temperature in London has been just 1º, and there is no sign that the snow piled up on the street would melt away, at least until Christmas. London’s Heathrow airport, one of the busiest airport in the world, has been experiencing numerous flight cancellations and severe delays, and has been barely functioning. Thousands of desperate passengers have to bare with never-ending waiting on the floor of the airport, with a slightest hope of good news, that may not come for at least few more days.

航空便だけじゃない。鉄道も遅れやキャンセルが目立ち、ユーロスターの発着駅であるセント・パンクラス駅は、行列を作る客約6,000人が構内に入りきらず駅をぐるっと半周、その長さは何と約2km。この寒空の中7時間待ちだとか（以下ビデオ/参考記事）。それでも、その日に運良く電車に乗れるという保証はない。そんな人たちを不憫に思ってか、Salvation Army（救世軍）のバンが駅にきて、紅茶やコーヒーの暖かい飲み物を人々に振る舞った（記事）。

Not only the air traffic, but rail networks have had severe disturbances such as delays and cancellations. Today at St Pancras International station, around 6,000 passengers of Eurostar have been waiting on a queue, stretching 1.2 miles/2km around the station, for seven hours under this freezing sky (video below/related article). There is no guarantee that they could get on the board today, though. For these poor passengers, Salvation Army‘s mobile canteen came on site, handing out hot tea and coffee for a little warmth (article).

この混乱に巻き込まれた方々には、本当にお気の毒と言う他ない。政府は、これは何十年も経験した事のない異常事態というが、厳しい寒波もこれで3年目。昨日のニュースに出ていた気候学者によると、厳冬傾向は今後も続くかもしれないそうだ。寒いのは苦手なんだけどなあ。。。

There is nothing I can say but sorry to these people in the chaos. The government insists that this is the extreme weather that country hadn’t experienced for decades, but UK has encountered this severe cold winter three years in a row. According to a meteorologist on BBC news yesterday, this trend may continue despite the global warming… I hate cold!!

今日、ガーディアン紙を読んでいて見つけた、ブリティッシュ・エアウェイズ（BA）を糾弾する労働組合Unite（ユナイト）の新聞広告（写真下）。今、BAと、90％ものBA客室乗務員の加入するイギリス最大の労組・Uniteとの争いが泥沼化している（過去のエントリー参照）。18日から6月上旬にかけて組合が計画していた計20日間に渡るストが、前回に続き、またもや高等法院によって、スト実施に向けた手続きに問題があったとのBA側の主張を受け、ストの差し止め命令が出された。これを受け、組合側は即時抗告。今週木曜日に裁定が下される予定だ。スト回避にも関わらず、BAはヒースロー空港発着の10％の長距離便、約半数の短距離便がキャンセルされた。

Uniteは、「British」と「Brutish（残忍な）」をかけた、www.brutish-Airways.comというウェブサイトまで作って、BAを非難している。Uniteの言い分は、「組合側は善意でかなりの妥協をしているのに、会社側は依然として組合員へのいじめを続け、この労働争議にからみ、50人の組合員を停職処分、7人をクビにし、何千人もの客室乗務員とその家族が無料フライトの恩恵を失った。会社は組合に耳を貸さず、組合員は報復を恐れて、何も言えない」というもの。一方、BA側は、「一部の強硬派組合員が、時代は変わったという現実を受け入れないことが、合意を阻む障害となっている」と引かない。

火山灰に続き、客室乗務員のスト騒ぎ。ストが実施されると1億4千万ポンドもの損失が見込まれ、赤字続きのBAにはかなりの痛手になる。この労使対決、それぞれ言い分があるだろうけれど、内輪喧嘩に巻き込まれた乗客はたまったものではない。

＊本日、ユナイトの主張が認められ、もし労使間合意がなされなければ、一連の5日間のストが来週月曜日から始まりそうです。

The  photo below is a newspaper ad by a labor union Unite on the Guardian, accusing British Airways (BA) management. Now a battle between BA and Unite, the largest British labor union of which 90% of BA cabin attendants are members, has become uglier (see my past entry). The total of astonishing 20 days strike from May 18 to early June planed by Unite, had been due to start yesterday, but the court blocked the strike on 17th, claiming that Unite had not followed the correct procedure – again, like the last time. Unite immediately challenged the decision, and the appeal court will give a decision on Thursday. Despite the ruling, BA cancelled one in ten long-haul flights and almost half of its short-haul flights from the airport today.

Unite even made a website, http://www.brutish-Airways.com, to accuse BA of ‘bullying’ crew members. According to Unite, “BA carried on a campaign of bullying and victimisation against cabin crew, while Unite negotiated in ‘good faith’ to come to an agreement that both sides could live with.” ” BA is taking disciplinary action against more than 50 crew members who have been suspended on spurious charges arising from the dispute, and seven crew have been dismissed. Thousands of cabin crew and their families have had long-established travel arrangements removed.” “BA won’t listen to their cabin crew staff or to their Unite representatives in order to settle this dispute, and staff are unable to speak out for fear of being victimized or sacked if they do.” On the opposite, BA claims that “the obstacle to the resolution of this dispute is the refusal of this small group of Bassa (British Airlines Stewards and Stewardesses Association) hardliners to accept that the world has changed.”

After Icelandic ash cloud, now the possible big strike – it is another big blow to loss-making BA. It is said that BA would lose £140 million from the strike. For sure there are both sides of the story, but who cares! Take care of your own garbages, without annoying their customers!

* UPDATE: Unite won the appeal and a ban on industrial action was overturned. A series of 5-days strikes is supposed to start next Monday, unless an agreement can be made…

Air Traffic Chaos: UK Airspace Closed by Iceland Volcano Eruption

今日、チューブ（地下鉄）に乗っている時、「本日、全てのロンドンの空港が閉鎖されています。でも理由は聞かないでください、私も聞いていません」という、ふざけた車内アナウンスが流れた。またテロ／テロ未遂か、と少し不安になったが、駅を出た後（ロンドンのチューブでは携帯は圏外で使えない）、iphoneでニュースをチェックしたら、アイスランドで火山の噴火があって、その火山灰が気流に乗って北ヨーロッパに飛んできているので、イギリスの全ての空港が閉鎖、フライトも正午から土曜日午前7時（金曜2:45pm現在。イングランドとウェールズに限り。スコットランド、北アイルランドは午後7時より再開）まで全てキャンセルになった。スカンジナビア諸国、アイルランド、ベルギー、オランダも空域を閉鎖。シャルル・ド・ゴール空港をはじめ、フランスの多くの空港も閉鎖されたそうだ。→ヨーロッパ各国の様子はこちらで。

理由は、火山灰が飛行機のエンジンの中に入り込み、灰が中に溜まるとエンジンが詰まってしまうので、このような状況の中を飛ぶのは非常に危険だとのこと（BBC解説より）。自然災害によって、このように大規模にフライトがキャンセルされたのは「unprecedented（前代未聞）」の出来事だそう。NATS (National Air Traffic Services：イギリス航空管制公社)は、飛来してきた火山灰を収集・分析し、状況を判断して、明日7時以降のフライト状況が決定するそうだが、European air traffic control organisation（ヨーロッパ航空管制協会）によると、さらに2日は空の交通の混乱が続く可能性がある（BBC報道より）とのこと。

フライトがキャンセルされた場合、EUの法律によると、航空会社は、乗客に対して、予約をキャンセル・返金または、新たにフライトを予約するという選択肢を与えないと決められている。European Consumer Centre for Services（欧州消費者サービスセンター）によると、もし乗客が後者を選んだ場合、航空会社は、次の便までの食事や飲み物、ホテル（必要な場合）、空港とそのホテルまでの交通、そして2本の無料通話を、乗客に提供することと定められている（詳細はGuardian記事参照）。航空会社が要求されなくてそこまでするかは怪しいけれど。でも、近くのホテルは一杯で、明日まで空港で過ごすはめになった人もいて、大変だなあと思う。旅行保険は、自然災害によるフライトのキャンセルによる損害をカバーするものもあれば、しないものもあるそうなので、保険の契約の際は、面倒だけれど、小さい字で書かれた長ったらしい規約を読んでおいたほうがベター。

Today, there was a crazy announcement when I was in Tube – “currently all the London airports are closed, but don’t I ask me why ’cause I don’t know” (I am not sure if this is the exact words, but something like that). I was worrying if another terrorism or something bad happened, and checked my iphone for the information. There was a volcanic eruption in Iceland and all no-emergency UK flights have been cancelled from noon until Saturday 7 am at earliest (as of Friday 2:45pm, for England and Wales. Scotland and Wales will resume the service from 7pm), due to the ash cloud is drifting with the high altitude winds throughout northern Europe. Scandinavian countries, Ireland, Belgium, and Netherlands are in the same situation, and many airports in France have been closed, including busy Paris Charles de Gaulle Airport. → See photos of other European countries here.

The reason for this large scale flight cancellations is that the ash could pose a very serious hazard to aircraft engines: if volcanic ash particles are ingested into a jet engine, they accumulate and clog the engines with molten glass (see details in BBC website). This is unprecedented and the first time in living memory that “an act of God” natural disaster created such giant no-fly zones. NATS (National Air Traffic Services) is collecting and analyzing the ashes in the air, and will decide when it will be safe to resume air traffic. However, the European air traffic control organisation has said flights could be disrupted for another 48 hours (BBC report).

If your flight is cancelled, your airline is obliged to offer you a choice, under European law: you can either cancel your booking and get a refund, or rebook on a new flight. If you choose rerouting, the European Consumer Centre for Services says you should be entitled to meals and refreshments, hotel accommodation (if necessary), transport between airport and accommodation, and two free telephone calls (see details in the Guardian article) – though I am not sure if airlines offer all these services without request from their customers. Some people have to stay overnight at the airports, because all the hotels nearby are fully booked – what a pity. Some travel insurance seems to be willing to pay for the damages, but some others won’t cover because the cancellation is due to a natural disaster, not manmade – that’s another reason to read lengthy small prints in your contract before you sign it.

先日、イタリアから帰って来た。イギリスは今、クリスマス前から続く寒波で、非常に寒い。1981/82年以来、最悪の寒波で、最高気温10度前後だったイタリアの気候に慣れていた体には応える。天気も悪く、帰ってから毎日空はどんより、雪がちらついている。帰りの機中から雪に覆われた光景（上の写真）を見て、2時間弱のフライトで、景色がこんなにも違うものかと不思議な気持ちになった。

イギリスの冬は高緯度の割には温暖で、厳しい寒さに慣れていないので、大寒波が来ると途端に立ち往生してしまう。幸い私たちのフライトは1時間半遅れでヒースロー空港に到着したけれど、国内便、ヨーロッパ便を中心に、ヒースロー空港やガトウィック空港等でキャンセルが相次いで、人々の足に支障が出ている。鉄道の遅れも多く報告されており、12月19日から3日間運休して大ひんしゅくを買ったユーロスターは、7日にまた英仏海峡トンネルで止まってしまった。寒波が原因の事故も増えており、これ以上悪天候が続くと、道路徐氷用の塩不足も予想される。道路の凍結や雪で食物の供給も滞り、悪天候で消費も落ち込み、経済への打撃も深刻だ。多くの学校は休校になり、今週予定されている、義務教育修了時に受ける全国統一試験（GCSE/General Certificate of Secondary Education）にも支障が出る可能性もある。

とまあ、いろいろ混乱が伝えられているけれども、足元が良くないことと交通機関の遅れやキャンセル以外は、ロンドンの街は一応機能している。しかし、0度前後の気温と雪であたふたするとは、たとえ比較的温暖と言っても、冬は平均気温（ロンドン）が5度前後と決して暖かくはないのだから、もうちょっと準備を頑張っていい気がする。

イギリス気象庁（Met Office）の予測は近年ことごとく外れていると、批判の的だ。昨年夏は「バーベキュー・サマー（バーベキューが楽しめるほど暑くて天気のよい夏）」になるという予測を出していたにも関わらず、7月は100年ぶりの歴史的大雨と、雨続きの冷夏に終わった。また、2008-09年冬も暖冬予測を出していたが、一部地域の1月の夜間気温は20年来の寒さ、2月には大雪に見舞われた。そして今年の冬は暖冬である確率が高いと言う予測を出し、気象庁はすっかり面目を失った。しかし気象庁長官は、2008/09の期間に25％もの昇給を享受し、首相より多くの給料をもらっているにも関わらずこの体たらくと、厳しい批判にさらされている。

We came back from Italy the other day. It has been very cold in UK due to the cold front from Russia staying in UK from mid-December, and it is the biggest chill since the winter of 1981/82. As we were used to mild Italian weather of around 10º for 2 weeks, we suffer with the chill quite badly. The sky has been always white and it has snowed some times everyday since we are back. I felt strange that less than 2-hour flight showed me the completely different views, when I saw the land just before our airplane touched down on Heathrow Airport (photo above).

British winter is rather mild although it is located in comparatively high latitude. The country is not used to severe cold weather and gets paralyzed when the big cold front hits. Luckily our flight arrived at Heathrow airport with 1 hour and half delay, but many flights, mainly domestic and short-haul flights, have been canceled and have been affecting people’s travel plans. Many delays of train lines also reported, and Eurostar broke down AGAIN on January 7th – it got huge criticism after notoriously three days of service were cancelled from December 22nd. The accidents and injuries related to the chill has been increasing, and it is predicted that salt stocks may run out if the cold weather stays long. Food supply has been disturbed due to the snow and icy roads. Consumer activities have dropped and UK economy has been hit hard. Many schools are closed, and it is anticipated that some students may fail to sit this week’s GCSE (General Certificate of Secondary Education), if weather prevents them taking the exam.

Although these reported chaos sound terrible, London functions relatively OK, except the mess on the streets and cancellations and delays of public transportations. However, it seems to me that UK has failed to prepare for the relatively mild cold front (for me) just below 0º temperature and has gone into such a mess. It is true that the winter is mild here, but the average winter temperature of around 5º (London) is not warm either, and the cold front, bigger or smaller, could happen anytime.

Met Office, the national weather service, has been heavily criticized for getting its forecasts wrong recently. Their forecast of a “Barbecue Summer” last year ended up heavy rainfall and the wettest July for almost 100 years. The organisation’s prediction of a mild winter in 2008-09 was also criticised after heavy snow fell last February and parts of southern England had their coldest night for 20 years in January. They issued the prediction of high probability of warm winter 2008/09 and again, they are wrong. The head of the Met Office is under attack, as he received a 25% pay rise and now is paid more than the Prime Minister during Met Office is harshly criticized of its incompetency.

British Airways’ 12 Days Strike Blocked | Flyglobespan Gone Bust

今日は、航空関係のビッグニュース2件が，イギリスのメディアを賑わせた。

1つ目は良いニュース。14日に発表された、12月22日から1月2日までの、12日にも渡るブリティッシュ・エアウェイズ（BA）のストが、決定過程に違法があった、また時期的に会社への打撃が大きすぎるとして、裁判所により差し止められた。これによって、クリスマスを含む年末年始に旅行を予定している約100万の利用客に影響が出るストが回避された。私たちも、今年のクリスマスはイタリアへ、と計画していたのでひと安心。

格安航空会社や賃金の安い外国の航空会社との競合により、BAの損失は1日あたり160万ポンドに上り、年金基金は会社資産を上回る37億ポンドの赤字、また従来なら稼ぎ時の4～9月の純損失は、過去最大の2億9200万ポンドを計上していた。そのため、BAは1700人の人員削減や社員のパートタイムへの転換（2010年までの削減人員数は4900人）、搭乗する乗組員の数の削減、2年間の賃金凍結などのリストラ策を次々に実行したが、客室乗務員らが加入するイギリス最大の労働組合ユナイト（Unite）は、これらが組合の合意なしに進められたとして憤慨、92％の組合員の賛成投票を受けて今回のストライキを決定していた。ストになれば、1日あたり1000万～3000万ポンド（約14億5000万～43億5000万円）の損失、また予定されているスペインのイベリア航空との合併にも支障が出ると見られていた。BA側は、この投票には既に退職している1000人の票が違法に含まれているとして、15日、裁判所にストライキ差し止め命令を求めていた。

しかしこのスト、クリスマス、年末年始と時期が悪すぎる。それにこのスト決定には、組合内の権力闘争が絡んでいたという。これでは人々の理解を得られないのも無理はない。しかも12日！あり得ない。報道によると、BAの客室乗務員の平均年収は、ヴァージン・アトランティック航空の約2倍、イージージェットの約1.5倍の2万9900ポンド（約430万円）。待遇はイギリスの航空会社でもちろんトップである。その割に、BAの職員のサービスは他の航空会社に比べて、大差はない。このご時世、生き残るためには今のままではやっていけないのは自明の理だ。日本航空もアリタリアもそうだけれど、BAの組合員も昔の国営航空会社、殿様商売の頃の待遇が忘れられないらしい。無理言っても、いざとなれば国が助けてくれると思ってるんだろう。でも、国も財政赤字が増大しており、赤字対策もままならない会社に無条件に税金を注ぐことは、世論が許さない。組合が強硬な以上、BAはいったん潰れて、新しい体制で再出発するしかないんじゃないかな。

そして2つ目は悪いニュース。スコットランド最大の航空会社、Flyglobespan（フライグローブスパン）が倒産し、予定されていたフライトは今日をもって全てキャンセルされた。これにより、スペイン、ポルトガル、キプロス、エジプトを中心に、約4500人の搭乗客が帰る便を失った。またこれにより、約800人が職を失い、フライトを予約した10万人以上の人々の足に支障が出るそうだ。エジンバラが拠点のこの航空会社、今日ニュースを見るまで聞いたことがなかった。景気の良い時に、新しい格安航空会社が次々と誕生したけれど、この不況の中、淘汰が進むと予想されている。客の立場としては、航空会社や行き先のチョイスが少なくなるのは悲しい。競争が減るにつれ、激安だった航空券の時代も終わるかもしれない。

2 big news related to an Airline industry struck the media headlines in UK today.

First news is a good one: High Court blocks a planned 12-day strike (Dec 22 to Jan 2) by British Airways (BA) cabin crew, after ruling that the strike ballot was illegal, and saves more than a million people’s travel plans during this busy period. We are so pleased to hear this news, as we are planning to visit M’s family in Italy for Christmas with British Airlines.

Due to the harsh competition with no-frills airlines and foreign airlines from the countries with cheaper wages, BA suffers daily loss of £1.6 million and £3.7 billions pension fund deficit, and reported a record pre-tax loss of £292m during April to September, traditionally its most profitable trading period. Struggling BA have taken cost cutting measures such as 1700 job cuts (total of 4900 to 2010), a slash of the number of crews on board, and a two-year pay freeze for cabin crew. But Unite, the largest labor union in UK, is upset as these measures have been taken without a negotiation with them, and announced the strike on Dec 14, backed with 92% of ‘yes’ votes of the members in the ballot. If strike would have taken place, it would have cost BA £10 to £30 millions a day and would have affected the merger with Spanish Iberia Airlines in a bid to survive. BA took the issue to the High Court on Dec 15, to halt the strike as illegal, because the ballot included 1,000 workers who have been made redundant.

The strike was planned in the busiest period of the year, and it is reported that the decision of the strike grounded in internal politics – these made majority of the people angry and be the company’s side. And 12 days? No way!  BA cabin crews earn average of £29,900, twice as much as the wage of Virgin Atlantic’s £14,400 and 50% higher than easyJet’s average crew wage of £20,200, and it is the highest pay in UK – who would feel sorry for them with their ‘worsening’ condition in the recession?? I don’t think the quality of service by BA crews and workers are better than their rivals either. How do union members believe that their company can win the competition against the rivals with cheaper price and/or better service, without cutting cost?? As other failing former national flagship airlines such as Japan Airlines and Alitalia, BA workers seems to cling to the good old time treatment without existence of its rivals, and may believe that the government will help the airline in the worst case. But time has changed. I don’t think the government with mounting debt can get taxpayer’s support to help them, if BA is not capable of implementing the survival plan because of the union’s stubborn “old militant” tactics. Maybe the best option is to make BA fail and to restart from scratch.

The second is the bad news. The biggest Scottish airline Flyglobespan failed after its parent company collapsed yesterday and all flights were cancelled. About 4,500 passengers were stranded, mostly in Spain, Portugal, Cyprus and Egypt. It is expected tnearly 800 jobs would be lost and over 100,000 passengers will loose their reserved flights. I’d never heard or seen this Edinborough-based airline, until I heard this news today. Many new discount airlines were born in the years of good economy, but quite many of them are not doing well due to the economic decline, and probably some will disappear in the future – we customers will loose convenience and freedom of  choice in airlines and destination, and probably it will be the end of ultra-cheap flights as competition lessens.
