National Trust: Cliveden @ Taplow, Buckinghamshire

Cliveden（クリーヴデン）は、バッキンガムシャー州Taplowにある、375エーカーの敷地を有するイタリア式大邸宅。1666年に2代目バッキンガム公ジョージ・ヴィリアーズによって建てられ、その後伯爵や公爵、プリンス・オブ・ウェールズなどの住まいとなった。

1893年にアメリカの大富豪・William Waldorf Astor子爵が購入し、その後、息子のWaldorfとその妻でイギリス最初の女性議員となったNancy Astorに邸宅が譲られてから、クリーヴデンの名が飛躍的に高まった。ナンシーは、チャーリー・チャップリン、ウィンストン・チャーチル首相、セオドア・ルーズベルト米大統領、ジョージ・バーナード・ショーなど、著名な俳優やセレブリティ、政治家、アーティストたちをもてなした。クリーヴデンはまた、「Cliveden set」と呼ばれる、1920〜30年代に政治に多大な影響力を持った上流階級の知識人のミーティング場所でもあった。しかし、クリーヴデンの名を世に知らしめたのは、1960年代に起きた「20世紀最大の英政界スキャンダル」、プロヒューモ事件だった。当時陸軍大臣であったジョン・プロヒューモが、モデルで売春婦だった21歳のクリスティーン・キーラーと出会ったのが、クリーヴデンで催されたプールパーティだったのだ。

1970年代はカリフォルニアにあるスタンフォード大学の海外キャンパスとして使われたが、現在はNational Trustの所有になっており、屋敷は5つ星ホテル「Cliveden House」にリースされている。

私たちがクリーヴデンを訪れたのは偶然にも、プロヒューモが下院で真相を追求された1963年3月21日から50周年に当たり、特別に邸宅が一般解放された日。幸運にも、普段は宿泊客しかアクセスが許されていないホテル内を見学する事ができた。宿泊料が1泊£252〜、最も高額なスイートルームになると1泊£1500以上する（部屋詳細）この高級ホテル内は、宿泊客のプライバシー保護のため、内部の写真は厳禁。以下の写真はホテルのウェブサイトから借用した。

Cliveden is an Italianate mansion and 375-acre estate in Taplow, Buckinghamshire. Built in 1666 for George Villiers, 2nd Duke of Buckingham, the site has been home to an Earl, three Countesses, two Dukes, a Prince of Wales and the Viscounts Astor (history / Cliveden House Hotel website).

The fame of Cliveden went up since it was purchased by the America’s richest man William Waldorf Astor in 1893 and was given to his son Waldorf Astor, 2nd Viscount Astor and his wife Nancy Astor, who was the first female MP. Here, Nancy hosted actors and celebrities, politicians and artists, including Charlie Chaplin, Winston Churchill, Teddy Roosevelt and George Bernard Shaw. The house was also used as the meeting place of a group of upper class political intellectuals, the Cliveden set of the 1920s and 1930s. However, what made Cliveden famous was the notorious Profumo Affair in 1960s, one of the biggest British political scandal named after John Profumo, Secretary of State for War: in 1961, Profumo met an English former model and showgirl Christine Keeler, at a house party at Cliveden.

During the 1970s, it was occupied by Stanford University of California, who used it as an overseas campus. Today owned by the National Trust, the house is leased as a five-star hotel Cliveden House.

The day we went to Cliveden was coincidentally the 50th anniversary when Profumo made the statement to the House of Commons (Wikipedia), and the visitors were specially allowed to tour around this gorgeous mansion, where normally only guests have an access. The price of the room starts £252 and the most expensive suite room is over £1,5oo per night (rooms) – what a lucky day for us! Unfortunately taking a photo was not permitted to protect guets’ privacy, so I took those photos below from the hotel website.

New Sunday Edition of The Sun “The Sun on Sunday” released on February 26

政治家や芸能人など数千人もの電話を盗聴したり、警察に賄賂を渡していた疑惑で大スキャンダルとなり、昨年7月10日に廃刊に追い込まれた（詳細：AFP記事）、ゴシップ＆お色気満載の大衆紙・ザ・サン（The Sun）の日曜版・ニュース・オブ・ザ・ワールドに代わり、2月26日に新たな日曜紙・Sun on Sunday（サン・オン・サンデー）が創刊された。創刊号はなんと326万部も売れたという（AFP記事 / ガーディアン紙記事）。お値段は、£2以上する高級紙の日曜版に比べると、格安の50ペンス。ザ・サンの記事によると、新しい日曜紙は「trust（信頼）」 と 「decency（品位）」を大切にしつつ、持ち前の「fearless, outspoken, mischievous and fun（恐れず率直に、茶目っ気と遊び心）」は持ち続けることをモットーに紙面作りをしていくとおう。ニュース・オブ・ザ・ワールドは買ったことはないけれど、お決まりのページ・スリー・ガール（page three girls：写真下）は健在だし、紙面は有名人と庶民の生活に密着したトピックが満載と、普通のタブロイド紙。品位が向上したのかは知らないが、以前と同様、人前で広げるにはちょっと勇気がいる。

The first edition of The Sun on Sunday, Sunday edition of the UK’s most selling tabloid The Sun, was released last sunday on February 26, after the the closure of its predecessor News of the World on July 10 last year, due to phone hacking scandal and suspected bribery of a police officer. The first edition of the new media sold massive 3.26 million copies (the Guardian article). The price of 50 pence is a bargain in compare to other sunday quality papers which cost over £2.00. According to the Sun article, this new sunday paper was launched with a pledge of “trust” and “decency”,  and they promised readers it would remain “fearless, outspoken, mischievous and fun”. I’ve never bought the News of the World, and I am not sure what is the difference – the new paper is still full of stuffs I expect from tabloid papers, such as Page Three girls, lots of celebrities as well as very down-to-earth topics about everyday life. And it is still the paper I feel a bit embarrassed to read in public.

Renewal of TV Licensing

先日、TV Licensingの更新依頼通知を受け取った。イギリスでは、テレビの所有者は、TVライセンス料の支払いが義務づけられている。、TVライセンス制度（TV Licensing）は、NHKの受信料のようなもので、テレビやビデオデッキなどを所有するために、1年間有効の受信許可証を購入するというシステム。「受信許可料」と呼ぶこともあり、公共放送であるBBC（英国放送協会）の収入の約75％を占める。現在、カラーテレビは年間£142.50、白黒テレビは年間£48。世帯単位での支払いとなっており、何台テレビを所有していても、TVライセンス料は同じだ。75歳以上は支払い免除、また視覚障害者は料金が半額になる。支払い方法は、Direct Debit（口座自動振替：1年、3ヶ月、月払いから選べる）、ウェブサイトでのカード支払い、電話での支払い、小切手の送付、またはスーパーや小売店などに設置された、全国に2万以上あるPayPointでの支払いが可能だ。引っ越しをした場合は、登録情報変更で、ライセンスを新しい住所に移せる。またイギリスを離れる場合などの理由であれば、3ヶ月以上未使用の期間分の返金も可能。2007/08年度の統計では、なんと95％もの支払率を誇るが、未支払い者への罰金が最高£1000という高額の上、下記のようなTV広告や警告のポスターが至る所に目につけば、嫌でも払わざるを得ないだろう（NHKも見習ってはどうか）。

カウンシル・タックスもそうだが、TVライセンス料も年々上がっている。最初にTVライセンス料を払った2003年当時は£116だったから、6年間で£26.50、約23％の値上がりだ。まあ、くだらない番組もあるけれど、BBCは良質な番組も多く作っているので仕方ないかもしれないけれど、役員への高額給与、非公開の人気プレゼンターの給料、カンヌの豪華別荘を借りての接待など経費の無駄遣いも指摘されている。人気司会者のジョナサン・ロスは、スキャンダルで給料半額カットになるまで、何と年に£6百万ポンド（約9億円）ももらっていたそうだ。NHKもそうだけれど、このご時世、公金の無駄遣いは慎んでもらいたいものだと思う。

We received a request of renewal of TV Licensing the other day by post. In the UK, TV owners are required to obtain an official TV license for the reception of TV and radio broadcasts. The licence fee represents approximately 75% of the public broadcasting BBC‘s income. The current annual license fee for a colour television licence is £142.50 and £48.00 for black and white TV, and is charged on a family unit per household basis, which means there could be many TVs per household covered by a single license. The license fee is free for over-75s and 50% discount for people with visual impairment. Payment can be made via online (monthly, quarterly, or annual payment by Direct Debit, or debit or credit card payment), over the phone, sending a check via post, or at over 20,000 PayPoint outlets nationwide located in the shops and supermarkets. You can carry over your TV license to a new address by updating your information online or by post. Refunds are available for complete unused quarters that remain on your TV Licence at the point it was no longer needed, for example, moving abroad. Astonishingly 95% of British paid the TV license fee in 2007/08 period, but you have no choice but pay, if the fine is up to £1000 and you are bombarded with scary TV adverts (below) or posters.

Like the Council Tax, the TV licensing fee has been going up and up every year. The first time we paid for the TV license in 2003 was £116, therefore, £26.50 increase (about 23％) in 6 years. Although there are some silly programs, BBC also produces many good quality programs and I don’t complain to pay for TV license. However, BBC is also criticized the way they handle license fee payers’ money, such as executives’ high salaries and expenses, secret pay deals of star presenters, and expenses on luxurious villa in Cannes. Popular TV presenter Jonathan Ross‘s salary was £6 millions, before the £3million pay cut due to the Andrew Sachs affair. I hope they understand the current hard economic circumstances and license fee payer’s sentiments, and use our money more discreetly.
