London’s Battleground & Barricades: Students’ “Peaceful” Demonstration

今日、論議の的だった大学の授業料値上げ案が、連立政権パートナーのLib Dem（自由民主党）や保守党の一部議員の反乱にも関わらず、賛成323・反対302の僅差で、庶民院で承認された。この法案により、これまで上限£3,290だった授業料が、上限£6,000、または特別な事情がある場合は上限£9,000に引き上げられる。メディアは「£9,000」に焦点を当てた報道をしているが、実際にはこの額が適用される可能性は低いという。授業料はすぐ支払う必要はなく、卒業後の収入が£21,000（今までは£15,000）を超えた時点で、政府に返済を始めればよいそう。返済率は年収の9％で、返済期間は最高30年（それを超えた分はチャラ）。貧しい家庭出身の学生には、奨学金の拡大や、年収£25,000以下の家庭は£3,250の補助が受けられるなど、手厚い保護が盛り込まれている（詳細→BBC／保守党案参照）。

Today the government’s plans to increase university tuition fees has been approved by Commons to just 21 as 323 ‘yes’ and 302 ‘no’, despite a revolt by some Lib Dem and Tory MPs. According to this plans, the upper limit on tuition fees set to £9,000 with a lower threshold of £6,000, raising the cap from current £3,290. Though media focus on upper threshold of £9,000, it is only for exceptional circumstances and said to unlikely happen. Tuition fees will not be paid upfront, and graduates will make a contribution after they have left university and start to earn annual income of over £21,000 (raising from current £15,000). The repayment rate will remain at 9%, and outstanding debt will be written off after 30 years. There will be more support for students on low incomes, such as scholarships and maintenance grants of £3,250 (increase from £2,906) for those from families under annual income of £25,000 (see details →BBC / Tory’s plan).

それにしても、5万人が参加したと言われる今日の学生デモ！昨日も散々書いたけれども、一部学生の恥知らずの振る舞いは目も当てられない。ロシアのTV局RTは、「London’s Battleground & Barricades（ロンドンの戦場とバリケード）」と呼んだけれど、まさにその通り（写真はここ）。テレビでは一日中、デモの様子を流し続けていたが、警護に当たっている警官や警察馬に向かって、フェンスやプラカード用の木の持ち手、クラッカー、瓶、缶など手当り次第に投げる。驚いた馬から落馬した警察官が、怪我して重傷だそうだ。体に麻痺など残らないといいけれど。多くの学生が、マスクやスカーフで顔を隠しているのも卑怯。文句があるなら正々堂々とやればいい。国会審議が終わった後は街に繰り出し、腹いせに、オックスフォード・ストリートのTopShop（トップショップ）などのショーウィンドーを壊したり（持ち主のPhilip Greenがイギリスの税金を逃れているせいもあるけれど）、チャールズ皇太子の乗った車を襲ったりと、この場に乗じて、無礼講とばかりに、どこのチンピラだと思わせる行動をとる。世間知らずで現実離れしていたにしろ、政治的理想と世界平和のために戦った60年代の学生デモに比べ、授業料を払いたくないという自己都合だけで、癇癪を起こした子供のように振る舞う姿は、高等教育を受けているインテリとはとても思えない。それでいて、労働者階級の、フーリガンと呼ばれる熱狂的サッカーファンやchav（不良少年）をあざ笑ったりする。情けない話だ。

Today’s student protests against the plan were horrendous. As I wrote yesterday, some students’ behaviors were obnoxious and unacceptable. Russian TV station RT described today’s protests as “London’s Battleground & Barricades“, and it is perfect expression (more photos here). TV has been showing the protests all day today: students throwing missiles, anything from fences, wood sticks cans and bottles to even fire crackers toward policemen and innocent police horses on duty. One of the horse got scared with a thrown fire cracker, and a police officer fell and seriously injured – hope he wouldn’t be paralyzed… Many students cowardly wore masks and scarves, hiding their face. If you believe you are doing the right thing, be brave and show your face! These uncontrollable brats went out on a street and destroyed store front of shops including TopShop on Oxford Street (partly because CEO Philip Green avoids paying UK tax), and even attacked the royal car containing prince Charles. They are no better than thugs or gangsters, taking advantages from this chaotic situation. These students’ angers are quite selfish, in compare to student’s movement in 60s, when they fought for their political ideal and world peace though it was quite naive and too idealistic, but at least not about paying more money to YOUR education. I can’t believe that those ‘intellectuals’ in higher education behave like a kid with tantrum. And these are the same people, making fun of Hooligans and Chavs – that’s a laugh!

One New Change @ Cheapside

新しいショッピング・モール「One New Change」がシティのCheapside（チープサイド）にオープンした。オープン初日の4時間で、1万2000人が訪れたという。古英語の「ceapan」が起源の「cheap」は「marketplace（市場）」を意味し、ショッピング・センター建設にうってつけの場所に思えるけれど、セント・ポール大聖堂の隣という場所柄、その建設は論議を巻き起こし、あのチャールズ皇太子も反対したという曰く付き。

2007年に取り壊された元Bank of England（イングランド銀行）跡地に建てられた、8階建て・高さ40mのガラス張りのこのビル、デザインは、今年のSerpentine Gallery（サーペンタイン・ギャラリー）の夏季限定パビリオンを設計した、フランス人建築家のJean Nouvel（ジャン・ヌーヴェル）が担当。その外見から「stealth bomber（ステルス爆撃機）」と言う愛称で呼ばれているそう。地下1階から地上2階に、TopshopやH&M、Banana Republic、Mango、そしてジェイミー・オリヴァーとアメリカ人バーベキュー・シェフ、Adam Perry-Lang共同経営のBBQレストラン「Barbecoa」など約60軒の店舗やレストラン・カフェがテナントとして入り、その上がオフィスのフロアになっている。6階はセント・ポール寺院をはじめ辺りを見渡せる広々とした展望スペースになっている。来年には、展望レストランやゴードン・ラムゼイのレストラン「Bread Street Kitchen」などもオープンする予定。

サーペンタイン・パビリオンの印象的な真っ赤な建物ではなく、外見に少しデザインの要素を含みつつも何の変哲もないショッピング・センターに仕上がっていて、少し期待外れ。でもこの不景気のせいか、モールには人も少なく、ゆっくり買い物するのにはもってこい。ロンドンのどこに行っても見かけるチェーン系のお店やレストランばかりなのが玉にキズだけれど、人混みをかき分けながらオックスフォード・ストリートで買い物しなくても、ある程度のものがここで手に入るので、このモールは私たちにとっては便利な存在だ。

On October 28th, a new shopping mall “One New Change” in Cheapside opened just next to St Paul’s Cathedral. It is said that 12,000 people visited the mall in the first 4 hours of its opening. The word “Cheapside” derives from the Old English “ceapan,” meaning “marketplace”, seems to be the perfect place for the shopping center, but its sensitive location opposite to St Paul’s caused some controversy during its planning and construction, including criticism from Prince Charles himself.

This 8-storey / 40m high glass building was constructed on the former Bank of England site which was demolished in 2007. It was designed by French Architect Jean Nouvel who also designed the 2010 Serpentine Gallery Pavilion. Around 60 shops and restaurants / cafés, such as Topshop, H&M, Banana Republic and Mango, as well as a joint-venture BBQ restaurant “Barbecoa” by Jamie Oliver and American BBQ chef Adam Perry-Lang, occupy the bottom three floors, and the rest is used as office space. There is a spacious roof terrace, overlooking St Paul’s on the 6th floor. Next year, the mall will have a roof terrace café & restaurant, as well as Gordon Ramsay‘s restaurant “Bread Street Kitchen” and few others.

On contrary to the impressive all-red Serpentine Pavilion, “One New Change” ended up in rather cold and ordinary shopping mall, though some bits of design factors included, and it is a little disappointment. Also the mall is full of chains that you can see any high street in London. However, there were not many shoppers, probably due to this recession, and I could comfortably walk around the stores. Overall, the opening of the “One New Change” is good for us, so that we don’t have to necessarily go all the way to Oxford Street to shop, without pushing and bumping other shoppers to reach what we want.

Duchy Originals “from Waitrose”

私たちの行きつけのスーパーはウェイトローズなのだが、今まで買っていた、ウェイトローズ・ブランドのオーガニック牛乳が、最近、「Duchy Originals（ダッチー・オリジナル）」ブランドに取って代わったのに気づいた。調べてみたら、2009年9月にDuchy Originals社はウェイトローズとの包括提携を発表、2010年8月に実施されたのだそうだ。この提携によると、イギリス国内において、商品の製造から流通・販売までウェイトローズが手がけ、名前もDuchy OriginalsからDuchy Originals from Waitroseに変更。商品数も以前の200から、500アイテムにまで増やす計画だそうだ。

ダッチー・オリジナル (Duchy Originals) 社は、環境保護やオーガニック（有機栽培）に熱心なチャールズ王太子によって1990年に設立された、高級有機食品ブランド。Duchy of Cornwall（コーンウォール公爵）の称号を持つチャールズ王太子所有のDuchy（王族公領）をその名に冠し、そのロゴもコーンウォール公の紋章から取られている。クッキーやビスケット、ジャムやマーマレード、肉・魚類、デザート、水、スープ、ドレッシング、ヘア・ボディケアなど多岐に渡る商品は、主にウェイトローズで取り扱われているけれど、Boothsというスーパー（聞いた事ないけれど）や独立系高級食料品店でも販売されている。ウェイトローズと提携はしたけれど、チャールズ王太子は引き続きブランド経営に参画し、そのロイヤルティ（商標権使用料）は引き続き、王太子の創設した慈善団体・The Prince’s Charities Foundationに寄付される。

ダッチー・オリジナルの製品は、チャールズ王太子の会社という事で話の種になるので、海外へのお土産に重宝する。私たちの御用達は缶入りのHighland Shortbread（ハイランド・ショートブレッド）。スコットランドの伝統的お菓子だけれど、イギリス中で食べられるポピュラーなお菓子だし、材料には、王太子が所有するハイグローブの農場で穫れた小麦やオート麦を使用している。また王太子が描いた、イギリス王室の夏の避暑地であるスコットランドのバルモラル城の水彩画を使った、クラシックのデザインの缶は、食べ終わった後も使える。£6.99とリーズナブルなのに高級感もあるし、是非お薦め。

Recently I recognized that our favorite supermarket, Waitrose‘s Organic milk range has been replaced from “Waitrose Organic Fresh Milk” to “Duchy Originals from Waitrose”. I searched Wikipedia and found out that Duchy Originals had agreed an exclusive deal with Waitrose, for Waitrose to originate, manufacture, distribute and sell Duchy products, and this came into effect from this August. The products were relaunched under the new name “Duchy Originals from Waitrose” (formerly Duchy Originals), and the product range will be expand to around 500 from the previous range of around 200.

Duchy Originals is a brand of organic food and was originally set up in 1990 by Charles, Prince of Wales, who has been an advocator of organic food and environmental issues, and named after the Duchy of Cornwall estates that are held in trust by the Prince of Wales (Duchy means the territory of a duke or duchess). The products, including biscuits & snacks, preserves, meat, poultry & fish, desserts, bottled waters, soups and condiments & dressings, as well as hair & body care, are sold mainly in Waitrose in UK, but also in Booths supermarkets (I’ve never heard of it though) and small independent food stores. The Prince of Wales continue his involvement with the brand after the company’s deal with Waitrose, and the royalties is donated to charity The Prince’s Charities Foundation as before.

We often buy Duchy Originals products for souvenirs to abroad, as this is Prince Charles’ company and we can talk about it. Our pick for a souvenir is Highland Shortbread Tin. Shortbread is a traditional Scottish biscuit, but also popular in other parts of UK. Duchy Originals’ Highland shortbread is made using wheat and oats from the Duchy’s farm at Highgrove royal estate.  The shortbread is in a classic design tin box, decorated with a watercolour, painted by Prince Charles, of the Balmoral estate in Scotland, and you can reuse the tin after you finish the biscuits. The price is quite reasonable at £6.99, but it looks expensive – highly recommended!
