Pedalbus: an annoying ‘trend’ in London

テートモダンの近くでこの乗り物を何回か見たことがある。その時はヘンな乗り物だなと何気に思っただけだったけど、今日のEvening Standard（イブニング・スタンダード）紙を読んでこれが何なのか、初めて知った。記事によると、これは「pedalbus（ペダルバス）」と言って、会社のチームビルディングの一環として、また新しい社交の場として、ロンドンで人気なのだそうだが。。。

ペダルバスには、ペダル付きの8つの自転車用サドルがついており、乗っている人たちがペダルをこいで動かし、ドライバーが先頭に立って舵取りとブレーキを操作する。座席の前はバーカウンターになっており、乗客はワインやビールを飲みながら、ペダルをこぐことができる。しかし、彼らは楽しいひと時を過ごすかもしれないけれど、他の人たちにとってはた迷惑。前にもブログで書いたけれど（参考記事）、ロンドンはヨーロッパで三番目に交通渋滞がヒドい都市で、自転車やRickshaw（自転車タクシー）等もそれに拍車をかけている。加えて、酔っぱらいを乗せたこのペダルバスが流行でもしたら、ますます渋滞が悪化しそう。

理解不能なことに、このペダルバスや自転車タクシーがロンドンの中心を走り回ることは、合法なのだそうだ。道幅が広くて渋滞の少ない、例えば北欧の都市等であれば分かるけれど、ロンドンじゃ迷惑以外の何者でもない。しかも、天候不安定なイギリスだと、いつ雨が降ってパーティ気分が台無しになるかも分からない。ペダルバスのレンタルは、一人£23.50〜。この値段なら、乗り降り自由な（hop-on hop-off）二階建て観光バスの方が楽だし、もっとたくさんの場所に行けるのでお得な気がする。それに大の大人が一緒に自転車こぎというのも、あんまり格好いいもんじゃない。ともあれチームビルディングなら、キャンプとかハイキングとか、人に迷惑がかからない場所でやって下さい。

I have seen this strange vehicle several time near Tate Modern. I had no clue what it was but today finally got to know it on the Evening Standard. It is called ‘pedalbus‘ and it is supposed to be “the latest and most sociable way to travel” and it has become “a trend among corporate clients as a way of team building”… Is it a bad joke??

This vehicle holds eight bike seats with pedals, and passengers make it move by pushing the pedals while a driver stands at the front to steer and use the brakes. Passengers can enjoy wine and beer, sitting around a bar, while pedalling. People on the pedalbus may enjoy a ride, however, not others. The road in London is quite congested, the third worst in Europe (see my past entry), and other mess such as bicycles and rickshaws have been causing the traffic even slower. And if this pedalbus with drunken people on board become a fashion, it will surely make things much worse.

I don’t understand why London allow this pedalbus (and rickshaws, to be fair) to be legal to go around central London. Cities with wider roads and less traffics, Scandinavian cities for example, may be OK with it, but not in London. Also UK’s unstable weather would ruin a party atmosphere anytime. To hire this costs from £23.50 per person – hop-on hop-off open top bus would be better value for money as you can relax and travel further. So please boycott the pedalbus for Londoners’ sake (and you would look stupid as well). Please do your team-building exercise privately, somewhere you wouldn’t bother others.

どうして今Airbnbがロンドンで注目されているか？4月29日に行われる予定のウィリアム王子とケイト・ミドルトンさんの結婚式に、110万以上の人々がロンドンを訪問すると予想されている。ロンドンの12万のホテルの部屋は予約が殺到し、予約できたとしても値段が高過ぎるとか場所が悪いということもあり、Airbnbによれば、スペースに余裕があるロンドンの人たちは一晩£200以上手にすることができるとのこと。それに来年2012年は、オリンピックも開催されるので、お金儲けのいいチャンスだ。

オイシい話だけれど、残念ながら私たちは人様に貸す余分なスペースはない。でも、借り手としても悪い話じゃない。もしいい物件があれば、将来の旅行に利用するのもいいかも。Daily Candyによると、「LONDONCANDY」のコードを入力すると7月3日までの利用で、£25割引の特典あり。

Founded in 2008 in San Francisco, so called “air bed-and-breakfast” Airbnb is a community marketplace to connect people to list their space to spare with those who are looking for a place to stay, with currently 50,000 listings available in more than 8,000 cities and 167 countries. You can list for free for any spaces, a sofa in your flat, a holiday home, a castle, or even a narrow boat on a canal, at any price. You can list or book online or from an iPhone. Hosts can get extra money for your spare space and guests can have a place for any purpose, a travel accommodation, extra storage, or a party, for any period from just a night to months, as long as the place is available – a system which makes everyone happy except hotels. Airbnb.com facilitates bookings and financial transactions, providing 24-hour customer support, and looks carefully for suspicious behavior with reviews from both guests and hosts, to make the community free of trouble.

Why Airbnb is good for Londoners now? It’s expected that over 1.1 million people will come to London to celebrate the wedding of Prince William and Kate Middleton on April 29. The city’s 120,000 hotel rooms is hard to reserve and even availabe, the price could be expensive or location may be inconvenient. So there is a chance for Londoners to “earn £200 or more per night renting out anything from a spare room to an entire flat on Airbnb during the Royal Wedding”, according to Airbnb. If the date is not suitable, Olympic 2012 will come next year.

Sounds great, but only if you have an extra space and we don’t, unfortunately. But you don’t have to be a host to take advantage from Airbnb. Boris Bikes’ Electronic Keys Arrived

先週金曜日に始まったばかりの、自転車レンタルシステム「Barclays Cycle Hire」、通称「Boris Bikes」。木曜夜に登録して何と土曜日には到着という、イギリスにしては珍しい？迅速さで、Electronic Keyが届いた。

Evening Standard紙の記事によると、1億4000万ポンドをかけたこのシステムには、これまで2万1000人以上が登録、日に6000回の貸し出しがあったそうだ。管理するTfL（Transport for London、ロンドン交通局）によると、5000台の自転車のうち3台しか行方不明になっておらず（でもすでに盗難あり？！）、破壊行為も今のところ報告されていないとの事。ただ、返却が上手くできていなくて返却後も課金された、ウェブサイトの不調が原因で有効化したはずの鍵が使えない、などと色々問題も起きたらしい。この事を受け、TfLは、自転車を返却後は、緑色のライトが点灯するまで待って、ちゃんと返却できたか確認した方が良いとアドバイスしている。

また、同じ銀行口座引き落としで同時に複数の鍵を申し込むと、その時1台しか使っていなくても、2台分のアクセス料が引き落とされてしまうとか。ていう事は、私たちが一緒に出かけないと、使っていない方の鍵までアクセス料をとられてしまう？！ウェブサイトにもそんな注意書きはなかったぞ〜！！こうなると別途、もう一つ鍵を申し込まないといけないのだろうか？ヒドい話だ。

せっかく鍵は来たけれど、こんな調子だと、問題が報告されなくなるまで、使いたくないなあ。

We received two electronic keys on Saturday for London’s newly started public bicycle rental system “Barclays Cycle Hire” or “Boris Bikes”, after we applied on Thursday night, with an extraordinary speed in UK.

According to the Evening Standard article, more than 21,000 people have registered for the £140 million scheme so far, with around 6,000 trips a day being made. TfL (Transport for London) proudly announced that only three of the 5,000 bikes missing (it’s already stolen??) and no reports of vandalism. However, there are also some problems reported as you might have expected: some riders had been charged more than they used because they failed to redock the bikes properly and accidentally clocked up huge rental charges; and the TfL website froze yesterday and users today claimed their electronic keys were not working despite activating them online. With these complaints, TfL today urged riders to ensure they waited until a green light on the station illuminated, to confirm the bike had been redocked securely.

Another problem is that the daily or weekly subscription charge is automatically levied on all keys as soon as one is used, even if the others are not in use, for people who purchased multiple electronic keys from the same bank account. It means that if we don’t use Boris Bikes on the same day but one of us does, they will charge access fee for another as well?! The website doesn’t have any warning of the case! Do we have to apply another key again, to avoid the illegitimate charge?? It is a public fraud!

Although we received the keys, I am scared to use the bikes until all the problems solved…

‘Boris Bikes’ Barclays Cycle Hire Starts Today

自身も自転車乗りである、ボリス・ジョンソン市長肝煎りの公共自転車レンタルシステム、「Barclays Cycle Hire」（市長の名前をとって、「Boris Bikes」とも呼ばれる）が今日から始まった。当初の計画では、セントラル・ロンドンに敷設された400のDocking Station（駐輪場）に、6000台の自転車が備え付けられる予定だったが、今日朝6時付で、315のDocking Stationに、4700台の自転車が用意された。

現在は、ウェブサイトよりユーザー登録し、郵便で届くelectronic key（専用の鍵。費用は£3）を受け取った人たちのみ使用可。私も早速昨日登録して、鍵が届くのを待っているところ。鍵を受け取ったら、ウェブサイトで自分のアカウントにログインし、有効化しないと使えない。登録していない利用者は、来月8月末から使用できるようになるそうだ。使用に当たっては、アクセス料が1日£1／週£5／年£45、それに加えて使用料がかかる。最初の30分は無料、その後は1時間£1、90分£4、2時間£6と、使用した時間分が登録したクレジット・カードにチャージされる（詳細はここで）。手間がかかっても安くあげたいという人は、30分毎に駐輪場に返して、再度借り直せば（同じ自転車なら返却してから5分待つか、他の自転車ならすぐ借りられる）、何時間でも無料で使える。もしその駐輪場が一杯なら、タッチスクリーンで近くの駐輪場を探して返却すると、15分間無料で延長できる。もし24時間以内に返却しなければ£150、全く返却できなければ£300課金されるので、気をつけて。故障した場合は、スパナのシンボルのボタンを押すと、修理に来てくれる。

自転車、駐輪システムはカナダ製で、モントリオール市で使用されているレンタル自転車、Bixiと同じもの。車体には、2500万ポンドを寄付したスポンサー、バークレイズ銀行の青いロゴがついている。壊れにくくて、乗り心地重視、レンタル用コンピュータ・システムを搭載した車体は重く、それほどスピードが出ない。タイヤの細いツーリング用の自転車で疾走し、赤信号は無視、歩行者を蹴散らし、車の流れも気にせず割り込み、自分がいち早く目的地に着くことだけが最優先の自分勝手な「Fanatics（熱狂的な人たち）」（と私たちが呼んでいる）には物足りないらしいが、それで結構。こういう鬱陶しい人たちにガンガン飛ばされたら危なくて仕方がない。

以前も書いたように、セントラル・ロンドンには、安全に自転車が乗れる自転車レーンが整備されていないし、ヨーロッパ、アメリカはもちろん、世界の大半を占める右側通行ではなく、イギリスは左側通行。同じ左側通行の日本人はいいが、不慣れな観光客まで自転車に乗りだすと、危ないんではないかと少々心配。また同様のサービスであるパリのヴェリブにおいて、自転車の盗難・破壊が相次いでいることから、費用の税金負担増を危惧する声もある。さて、このシステム、ロンドンにとって丁と出るか、半と出るか？

A new public bicycle sharing scheme Barclays Cycle Hire (aka “Boris Bikes”), propelled by Mayor Boris Johnson (who is a cyclist himself), launches today in London. At 6am, 4,700 bikes were in place in 315 docking stations across central London, while the total fell short of a promised 6,000 bikes at 400 docking stations.

Currently only registered users who have signed up on TfL’s website and received an electronic key (£3) in the post can use “Boris Bikes”, but unregistered users will be able to use it from the end of next month. I just registered last night and am waiting for the key to arrive. Once it arrives, you have to activate it online by logging in your account. In order to use the bikes, you have to pay “access fee” for £1@day / £5@week / £45@year, plus “usage charge” after first free 30 minutes for £1@hour, £4@90 mins, and £6@2 hours and so on (see details), which will be charged to your credit card. But you can use the bike for free for as much as you want, if you return it every 30 minutes and hire a new bike or the same one again after you re-dock for 5 minutes. If all the docking points are taken, you can get an extra free 15 minutes by using the touchscreen display on their nearest terminal, before you find another station. Be careful, you will be charged £150 for not returning a bike for 24 hours or £300 for not returning it at all. If the bike is broken, press the button with the spanner symbol when you return it – a mechanic will come to repair it.

The bicycles and the docking stations are built in Canada and are based on Montreal’s bicycle rental system Bixi. On the body of the bikes, you can see the blue logo of sponsor Barclays which donated £25 million to the scheme. The comfort-oriented and vandal resistant body equipped with computer system is quite heavy, and some cyclists claim that they can’t go fast. But it is totally fine for me, or I don’t want those selfish irritated ‘fanatics’ to use these beautiful bikes. These obnoxious cyclists pedal like crazy, passing a red-light, ringing the bell and kicking out pedestrians on their way, going around in between the cars, and jumping in front of the traffics like buzzing flies around a face, causing a slow traffics – the only thing they care is to get their destination as soon as possible. Very annoying!

As I wrote in the past entry, the London’s cycle lanes are still not good and safe, and doesn’t connect throughout central London. Also UK uses left-hand traffic which is a minor system in the world, and most of the tourists including Europeans and Americans who are not used to the traffic system may put themselves in danger. Also similar Paris’s Vélib’ has suffered vandalism and theft, and many people are anxious that the same things happen to Barclays Cycle Hire as well and cost taxpayers a fortune.

The scheme has just started, and let’ see how it goes.

Mayor Boris Johnson and TfL Launch New “Cycle Safety” campaign

昨日、ボリス・ジョンソン市長とTransport for London （TFL）は、夏にスタートする市の自転車レンタルシステムを前に、自転車利用者の安全と事故減少を目指し、新しい「Cycle Safety campaign（自転車安全キャンペーン）」を発表した。このキャンペーンでは、ピーク時のトラック利用の自制や死角の少ないTrixi mirrorsのトラックへの取り付け等トラック業界との協力、パンフレットや講習等自転車利用者への啓蒙・教育活動、警察と協力しての違法行為の取り締まり、ロンドン検察局と共同での自転車事故の刑事訴追プロセスの強化、Cycle Superhighways（自転車専用ルート）の建設のほか、特に問題となっている、トラックが左折する際に直進する自転車との衝突（過去エントリー参照）を防ぐため、赤信号でも自転車が左折できるよう検討することなどが含まれている。上のビデオはTVや映画館で流されているキャンペーン広告。銀行強盗に成功した一団が、まさに車で逃亡しようというところで、自転車に気づかず事故を起こしてしまうという、なかなかインパクトがある広告で、ドライバーに運転の際は自転車に注意するよう呼びかけている。

自身も自転車で通勤する市長は、盗難や破壊行為等問題の多いフランスのヴェリブを模した自転車レンタルシステムの導入を主張したり、2009/10年には過去最高の1億110万ポンドを自転車安全対策に使うなど、自転車利用者の安全を守る政策に意欲的だ。でも、自転車利用者として言わせてもらうと、常識的な注意事項しか教えないパンフレッや安全講習より（その常識も守らない自転車が多いのは事実だが）、ドイツやオランダ、北欧諸国のように、車に邪魔されない自転車専用レーンをしっかり整備してほしい。建設予定のCycle Superhighwaysにしても、郊外とロンドン中心部を結ぶルートなので、市内の主要な道路を網羅しているわけではなく、セントラル・ロンドンの端っこに住む私としては全然使えない。ちなみにロンドンやイギリスには無意味で使えない自転車専用レーンがたくさんあり、ガーディアン紙が組織する、写真共有サイトFlickrのグループ「The world’s worst cycle lanes」や「Crap Cycle Lanes」という本で多々取り上げられている。

下の写真2枚は、自転車事故で亡くなった人を追悼して白く塗られ、イギリス全土の事故現場に繋がれた「Ghost Bikes（幽霊自転車）」。ロンドンではこの2日間で、2人の自転車利用者がトラックにひかれて亡くなった（記事1、記事2）。

Yesterday, London Mayor Boris Johnson and Transport for London (TFL) announced a new Cycle Safety campaign for improving cycle safety and reducing the number of serious cycling accidents, before the launch of the Cycle Hire Scheme this summer. This campaign includes additional funding for cycle training, working with the Police and the London Criminal Justice Board to tackle irresponsible behaviors on the road and to strengthen criminal justice procedures for dealing with cyclist deaths and serious injuries, distributing safety mirrors such as Trixi mirrors to fleet operators and working with the HGV industry to avoid deliveries at peak times, constructing Cycle Superhighways, and possibility of allowing cyclists to turn left at red traffic lights, particularly to avoid collisions with lorries and trucks (see also my past entry), which are responsible for more than half of London’s cyclist deaths each year. The video above is a campaign advert on TV and in cinemas across London, encouraging drivers to look out for cyclists on the roads. It is funny but shocking – a group of bank robbers fail to notice a cyclist as they escape in a car.

As a cyclist himself, the Mayor is a enthusiastic promoter of bicycle and safety of cyclists, spending a record £111 million in 2009/10 and promoting the controversial Cycle Hire Scheme, inspired by theft and vandal-ridden Paris’ Vélib. However, as a cyclist, I want the city to spend more money for making more bicycle lanes throughout the city, that are fully protected from obnoxious drivers, like the ones in northern European countries. I would think educational brochure and cycle training teaching us just common sense are more or less waste of money, except for children – many cyclists know the rules but just ignore them to travel faster. Planned Cycle Superhighways connect London and its suburb (see the routes), not within the city, and it is no use for me as a central London resident (well, at the edge of it). By the way, there are a lot of ‘crap’ bicycle lanes throughout the city and UK, and you can check those on photo-sharing Flickr group “the world’s worst cycle lanes,” organized by the Guardian,” as well as the book “Crap Cycle Lanes“.

The two photos below are the “Ghost Bikes” placed on the fatal accident locations across UK, paying tribute to dead cyclists. Two cyclists’ death by being hit by a truck, were reported in the last two days in London (article 1、article 2).
