British Would Go Online than Queuing

テレグラフ紙のTOP 50 ‘TYPICALLY BRITISH’ TRAITS（典型的なイギリス人の特徴のトップ50）の堂々2位にランクインしている「Queueing（列を作って待つこと）」は、同じく行列好きの日本人以外の外国人がイギリスに来た時に最初に学ぶべきマナーと言われるほど、イギリス人の日常生活に不可欠の行為。しかし買い物時の行列は、忙しい現代イギリス人に敬遠され、その多くがオンラインショッピングに流れる傾向にあるという。

2000年にイギリスに設立されたオンラインベースの市場調査会社、YouGovが行った調査によると、消費者が列を作って待たないといけないと仮定した質問において、59％の買い物客は列に並ぶのを嫌がり、32％がオンラインショッピング、18％が他の店に行くと解答した。結果、レジ待ちの列が長いと（ロンドンではその確立は高い）、数多くの消費者が繁華街にあるお店に背を向け、その結果、毎年2065万ポンドもの売上げが失われているという。行列の原因として、89％の買い物客が店員の数が充分でないことをあげ、23％は支払い方法に時間がかかり過ぎていると解答した。

確かに買い物の際のレジ待ちは鬱陶しいし、広い店でも店員を捜すのに苦労し、あげく簡単な質問するだけでも、列で待たなければならないのには、うんざりする。でも、私がオンラインショッピング好きなのはそれだけが理由じゃなく、オンラインショッピングが実に便利だから（さすがに服は自分で見て着て、似合うかチェックして買うけれど）。その商品を探すのも、店の比較も、在庫確認も簡単だし、いちいちバスや地下鉄に乗って店に行く必要もない。送料無料の店もあるし、マイレージやポイントが貯まるのも魅力的。実際に商品を見れないのがネックだけれど、返品も近くの郵便局に行くだけで済む。

テレグラフ紙の記事によると、55歳以上の年代がイギリスのオンラインショッピング最大の顧客層で（私はまだそのグループには属していないけれど）、その86％が日常的にオンラインで買い物をし、3分の1以上がほとんどの買い物はオンラインで済ませ、6％が将来全ての買い物はオンラインでするだろうとの調査結果があるという。イギリス人は、実際の店で費やす倍以上の時間をオンラインで物色し、平均週2.4時間をオンラインショッピングに使っている。ちなみに月平均で、男性（計£273.15：オンライン£127.93、実際の店舗£145.22）の方が女性（計£212.78：オンライン£105.42、実際の店舗£107.36 ）より30％以上買い物をするそうだ。

果たしてこれからの時代、街中のお店はオンラインショップにどう太刀打ちしていくのか？

Queueing is the second on TOP 50 ‘TYPICALLY BRITISH’ TRAITS (Telegraph article), and that’s what a foreigner has to learn first when move to UK. However,  busy British in modern time tend to avoid queueing and instead, go online for shopping.

YouGov, an internet-based market research firm launched in the UK in 2000, conducted a study based on a hypothetical scenario in which consumers were asked questions that involved queuing. The result reveals that 59% of shoppers wouldn’t want to wait in a queue and 32% would turn to online retailers, while 18% would go to an alternative shop. This research shows that a significant number of shoppers turn their backs on a high street shop if the queues are too long (which is often the case), and the retailers loose £20.65 million every year. As the cause of queues, 89% of consumers cited an insufficient number of staff members, while 23% thought slow payment methods.

Yes, queueing is very annoying. It is also true that there is not much assistance available in the store and often I have to look for an available staff all over a store , or to queue even for just a quick question. But these are not the reasons I go online (except clothing – I want to see actual products with my own eyes, touch it, and try it on to see how I look) – because online shopping is much more convenient and can buy everything with advantages; easy to look for the product, to compare the stores, and to check availability; no need for travel with a bus or tube; free shipping service many online shops offer; and can earn mileage and points with some stores. The negative point is that you cannot see the actual products, but I can return if I don’t like by just going to nearby post office.

According to an Telegraph article, other survey revealed the over-55s, now make up the UK’s biggest group of online shoppers (though I am not the member of it, yet!), with 86% shopping regularly online, more than a third doing their majority of shopping online, and 6% expecting to do all their shopping online in the future. British spend double the time browsing shops online than they do on the high street, and spend over 2.4 hours/week shopping online on average. Each month, men spend nearly a third more than women with an average of £273.15 (£127.93 online and £145.22 in store) compared to £212.78 (£105.42 online and £107.36 in store) for women.

How can high street retailers compete with online retailers??

Boxing Day: Big Sale Begins!

クリスマスの翌日26日は、Boxing Day（ボクシング・デー）。イギリスでは、前日のクリスマスとともにバンク・ホリデー（国民の休日）とされている。今年はボクシング・デーは土曜日なので、振替休日として月曜日も休みとなる。クリスマス、ボクシング・デーが土・日にあたる場合は、翌月曜・火曜日が休日になる。

26日は元々「聖スティーヴンの日（St. Stephen’s Day）」で、イエス・キリストが神の子であると述べ伝えた廉でユダヤ人によって石打の刑に処された殉教者ステファノを偲ぶ日だった。イギリスでいつ頃名前が変わったか不明だが、ボクシング・デーの由来は、教会が設置した貧しい人たちのための寄付箱（box）を開ける日であったとか、昔クリスマスにも働かなければならなかった使用人に、主人が箱（box）にプレゼントとボーナスを入れ、クリスマス翌日に渡していたからだ、等の説がある。今でも、牛乳や郵便、新聞配達人等に、チップやプレゼントを配ったり、この時期に合わせてボーナスを支給したりする会社もあるそうだ。

この日は、家族が団らんしたり、上流階級では猟犬を伴って狐刈りに出かける（fox hunting）のがイギリスの伝統だが、近年では、ショッピングとスポーツの日でもある。サッカーやラグビー等の試合が組まれ、この日は遠方のチームでなく、地元同士が対戦するなわらしだ。また、1年最大のバーゲンセール開始の日でもあり、人気の店では、朝早くから行列ができる。上のビデオは、開店直後のセルフリッジズ・デパート。みんな叫ぶわ走るわ、鬼気迫るものがある。朝5時には、4000人もの人が、9時の開店を待っていたそうだ。今年も一番乗りの女性は、朝2時から並んでいたと言う、気合いの入れよう。何年か前のボクシング・デーに、セルフリッジズに行ったが、午後だったにも関わらずたくさんの人で賑わっており、人疲れして何も買えず帰って来た。

今年は、不況のせいもあり、一部の店はクリスマス前にセールを前倒しにしたり、多くの店がインターネット上で一足先にセールを行っているにも関わらず、今年のボクシング・デーは土曜日、また景気対策のために暫定的に15％に下げられていた付加価値税（VAT: Value-Added Tax）が1月1日から17.5％に戻ることもあり、空前の人混みだったそうだ。アメリカン・エクスプレスの資産によると、セール総額は30億ポンド以上にものぼると予測されている。

Boxing Day is a bank and public holiday in UK, and is traditionally celebrated on 26 December, St. Stephen’s Day, commemorates St Stephen who is the first Christian martyr or protomartyr, the day after Christmas Day. Boxing Day is on Saturday this year, so following Monday will be a public holiday. If Christmasy day is a Saturday or Sunday, then both the Monday and Tuesday may be public holidays.

The origin of its name ‘Boxing’ Day is not determined, but one theory is that December 26 was traditionally the day to open the Christmas ‘Box’ to share the contents with the poor. Another theory is that it was a day the servants had a day off from their duties and received a ‘box’ of gifts and bonus from their masters. In modern times, many families still follow this tradition, giving a present or tip to a milkman, a postman, and a news boy. Also some companies give a bonus to their employees around this time.

Traditionally Boxing Day is a time for family and for traditional fox hunting, but also is known as a day of shopping and sports. Premier League as well as the lower divisions and Rugby Football leagues hold matches on Boxing Day. Traditionally matches on Boxing Day are played against local rivals. Also it is the first day of the biggest sale season and the busiest shopping day of the year. Many shoppers wait for the store opening in a queue from early morning  to bag a bargain. Around 4,000 started queuing from 5am outside Selfridges department store. A woman at the first of the waiting line arrived the store at 2 am in the morning in freezing cold! The video above is the scene at the Selfridges department store when the door opened – people shout and run as soon as they came inside, and it is pretty horrifying. I cannot understand how much effort people can make, just for shopping. We went to Selfridges on Boxing Day few years ago. It was so crowded, even it was late afternoon, that we came back home empty handed, completely exhausted.

This year some stores started their sales before Christmas and many had already launched their sales online. But the biggest ever Boxing Day shopping spree is recorded today, because this year’s Boxing Day is on Saturday, and the current temporary 15% VAT rate will return to 17.5% on January 1st. Research by American Express suggests that more than £3 billion will be spent in the sales.

Long Waiting for GP appointment and NHS Service

昨日、1年ぶりぐらいにGP（General Practitioner、家庭医/一般医）に行ってきた。こちらの国営医療サービス（NHS: National Health Service）は無料で有り難いんだけれど、何事にも忍耐が必要だ。私のGPの予約は通常、約1週間先。今回は女医の方をとお願いしたら、なんと2週間待ち。ちなみに2008年10月の調査によると、誰もが2営業日以内にGPの診療を受けられるという目標を達成したGPは、たったの31％だったそうだ。1週間以内にたいてい快復するので、今はよっぽどのことでない限りGPには行かない。軽い症状の場合は、NHS Directの電話サービスに電話したりするのだが、これもあまり使えない。電話でこちらの容態を伝えた後、看護婦が電話をかけ直してくるシステムなのだが、すぐにはかかってこない。先日電話した際は、豚インフルエンザの影響からか、かかって来たのは4時間後だった。しかも、アドバイスは大したことはなく、蜂蜜をお湯に溶かして飲みなさいとか、咳がひどい時は横向きに寝なさいとか、おばあちゃんの知恵袋以上のことは言ってくれない。これなら自分でネットサーチした方が、よっぽど有益だわ。緊急の場合は、A&E（Accident & Emergency、救急病棟）かWalk-in Clinic（軽い怪我、軽症を治療する予約不要の診療所）、Minor Injuries units（MIUs、軽傷を治療する診療所）に行くというチョイスもある。しかし数が少なく近所にないので、はるばる出かけないといけない。したがって、私たちにとっては、これもよっぽどの際の選択肢だ。しかも、A&Eの待ち時間は、悪名高い日本の大学病院の待ち時間以上に長いこともある。A&Eの達成目標は待ち時間4時間以内。2004年の記事ではイングランドの96％のA&Eが達成したそうけれど、4時間待ちって、健康な人でもかなり辛いのでは？？

またイギリスでは、日本のように好きな医者、病院に直接行くことはできず、何事においても、まずは自分のエリアで登録したGPに行ってから事が始まる。彼らは一般医なので基本的なことしか分からないから、詳しい検査や専門的な知識が必要な時は、専門医や総合病院へ紹介されるのだが、これも時間がかかる。まずGPに申込書を書いてもらって、当該病院にファックス。それから２週間以内に書面で連絡が来る。それから予約日を決めるのだが、私がアレルギーテストを受けた際は、予約日を決める電話から3ヶ月後だった（待ち時間は診療科、地域によって異なる）。今回、ある検査を受けるように言われたのだが、いつになるかな？NHSのウェブサイトによると、治療を受けるまでにかかる期間の達成目標18週間をクリア、入院治療の平均待ち時間は8.6週、通院治療は4.6週と、過去最短を記録したらしい。でも、あんまり自慢できる成果ではないと思うんだけれども。。。

それにしてもイギリス人は忍耐強いなあと思う。イギリスでは行列は日常茶飯事。ATM、スーパー、郵便局、切符売り場等々、文句も言わず整然と列に並んで辛抱強く待つのは、典型的なイギリス人の特徴だ。それとも、これは患者をいらいらさせて、プライベートの健康保険に加入させ（2007年度の統計では、12.5％のイギリス人はプライベートの医療保険をかけている）、公共医療費を押さえるための策略か？？

I went to see my GP (General Practitioner) yesterday, one year after my last visit. It is great that UK’s National Health Service (NHS) is free, but you need a great patience for everything. Normally I have to wait about a week to see my GP with my surgery. As I requested a female doctor this time, it took even longer for 2 weeks!! According to the Guardian, in 2008 only 31% of practices met the target that every patient should be able to see a GP within two working days. I usually recover before the appointment day, so I rarely go to the surgery because it is no point to go. If my problem is not serious, I call up NHS Direct telephone service sometimes, but it is not much help either. The system is that you call and leave your details, and the nurse in charge call us back later, but they don’t ring you right away. Last time I called them few weeks ago, I got a phone call after 4 hours, due to the swine flu chaos. Their advise is not so much better than the grandmother’s wisdom, such as drinking hot water with honey or lie down on your side when you have a cough, sort of thing. It’s much faster to search myself online!! If it is an emergency, there are three choices: A&E (Accident & Emergency), Walk-in Clinic or Minor Injuries units (MIUs). However, there are not many of those around us and we have to go all the way there when we are sick/injured – therefore only for a special occasion for us as well. The target waiting time for A&E is within 4 hours. 96% of A&E in England achieved the target in 2004, according to BBC, but isn’t it exhausting even for healthy person to sit on your butt for 4 hours??

In UK, you cannot go any doctors or specialists of your choice, unless you see the GP you registered first. GPs usually know only basics (less than basic sometimes), and you need to obtain a referral letter from your GP to take tests or to receive a treatment – but this process also takes time. First a GP has to fill out the form, to send a fax to the hospital, to receive a correspondence within 2 weeks, and then to set up the appointment. It took 3 months since the phone call to make the appointment, when I took allergy tests (waiting time varies based your problem and the area you live).  I was told take a certain test this time – I am wondering when it will be. Let’s see. According to NHS website, NHS had met its “18 weeks” waiting time target, whereby patients referred from a GP for further treatment start that treatment within 18 weeks. The average wait for treatment for patients admitted to hospital is 8.6 weeks, and 4.6 weeks for out-patients, as of January 2009. It is supposed to be the shortest in their record, but is it the number they can proud of??

I really believe that British are very patient. Queueing is one of their national hobby. ATM, supermarket, post office, train ticket machines etc. – patiently and orderly waiting on a line without complaining is one of the typical British traits. Or is it a NHS conspiracy to irritate people so that more people get private medical insurance and therefore suppress the NHS medical cost (12.5% of the UK population has private medical insurance policies in 2007) ??
