The Times “Save Our Cyclists” Campaign

昨年11月、27歳の女性記者（下の写真中の女性→詳細）が自転車事故に遭い、以来未だ昏睡状態にあることをきっかけに、タイムズ紙は昨日2月2日より、「Save Our Cyclists（自転車を救え）」キャンペーンを開始、自転車の安全を守るため、政府への働きかけや啓蒙活動を行っている。

現在イギリスでは、大人の3人に1人が自転車を保有、130万人が定期的に自転車を利用している。統計では2001年以降、計1275人が自転車事故で亡くなっているが、死傷者を出す深刻な事故は2009年以来増えていて、2009年は104人、2010年は111人が死亡、2011年前半のみで1850人の死傷者が出ており、前年比12％増となっている（ロンドンでは志望者数年平均16人）。

以前何度かブログに書いたが（2009/07/29, 2010/03/10)、行政も自転車安全向上に取り組んではいるが、余り成果が上がっていないようだ。取り組みといっても実際に目に見えるものは少なく、自転車レーンだって全然整備が進んでいない。人があまり見ていると思えないウェブサイトに啓蒙ビデオを載せたり希望者に安全講習するぐらいで、どれだけの効果があるのか。ロンドンはトラックやバス、バンなど大型車両が多い上、タクシーやバイクは運転が荒いわ、ロードレーサーをかっ飛ばす自転車もハチのように道路を縦横に走り回るわで、ほとんど無法地帯。自転車で街に出ても、ひやっとすることが多いので、自転車の利用は最低限、その際もなるべく交通量の少ない道を通るようにしている。ロンドンで自転車に乗るのが怖いのは私だけではないようで、住んでいるフラットの建物に置かれている自転車の多くは埃をかぶっており、使われている様子もない。もったいない話だ。

タイムズ紙は、市内を運転するトラックへの安全装置の装着義務化、事故の多い道路対策、自転車のためのインフラや道路整備など、8か条のマニフェストを掲げている。テレグラフ紙記事によると、自転車に乗る人が多くなればなるほど、ドライバーはより気をつけるようになるので、事故の数が減るという調査結果があるという。オリンピックまで後半年、ロンドンを訪れる人も増え、それにつれ市のレンタルバイク利用者数も増えるだろう。もうあまり時間がないが、ロンドンをもっと自転車フレンドリーな街に変える努力をしてほしい。

Yesterday, the Times launched “Save Our Cyclists” campaign, after its 27-year old young journalist (a woman in the photo below)’s tragic cycle accident putting her in coma since November last year (→detailed story). Now one-third of adults own a bicycle in UK, and 13 million people ride a bike regularly. Since 2001, 1,275 cyclists died on British streets, and since 2009, the number of serious injuries and deaths involved in bicycle has been rising, and 104 people in 2009 and 111 people in 2010 have died while riding a bike. The latest data shows there were 1,850 deaths or serious injuries in the first half of 2011, a 12% rise on the year before. In London on average, 16 people die on their bikes every year.

The government’s effort to improve road safety (see my blog on 2009/07/29 and 2010/03/10), however, hasn’t produced much results and there is no visible attempt such as better bicycle lanes (except bicycle super highway that is no use for me) – how possibly person in charge believe that promotion video online that many cyclists have never checked or cycle training course that only few people know would make a big difference?? In fact, London is a lawless and dangerous zone for many cyclists: full of large vehicles such as bus, trucks, and white vans; obnoxious taxi and mini-van drivers and motorcyclists in hurry; and reckless cyclists with racing bikes going everywhere without paying attention around. I often encounter a danger or near-miss when on bike, so I use my bike only when needed and choose a road with less traffic as possible. But I am not the only one who is scare of riding a bike in London – there are many bikes with dust on top, obviously not used for long time, in the premise of the building where I live. What a waste.

The times campaign puts up 8-point manifesto, calling for cities to be made fit for cyclists, such as mandatory safety equipments for trucks, identifying and redesigning of dangerous road junctions, more budget for cycling infrastructure etc. According to a Telegraph article, several studies show that the more cyclists there are, the fewer get hurt, as drivers become more aware of cyclists. 2012 London Olympic is coming in half a year and more people are expected to visit the city. As a result, more visitors will hit the road with Boris rental bike, so it is imminent for London to tackle with road safety for cyclists, for its reputation.

昨日の夜から風が強くなり、今日は一日中ビュービュー風が吹いている。8月29日にカーボベルデ南部の熱帯波から発生したHurricane Katia（ハリケーン・カティア）は、当初アメリカ東海岸に向かうと予測されていたが、カリブ海辺りでその行き先を変え、大西洋を越えて昨夜イギリスにやってきたのだ。ピーク時にシンプソン・スケールでカテゴリー4を記録したこのハリケーンの影響により、スコットランド、北アイルランド、イングランド北部、ウェールズ北部は強風・高波や強い雨に見舞われた。高波警報が出され、列車やフェリーなど交通網は大混乱、倒れた木々が事故を引き起こし、大規模停電や建物の損壊も報告されている。またツアー・オブ・ブリテンの第2ステージもキャンセルされた。→被害の様子はこちら：デイリーメール紙・テレグラフ紙・サン紙

幸いロンドンは、自転車に乗っても前になかなか進めない、という程度の風の強さで、特に被害も報告されていない。明日はその威力は弱まり、明日以降は平常に戻るそう。様々な被害を巻き起こしているこのハリケーン、楽しんでいるのはサーファーだけ？

The strong wind has started to blow since yesterday night, and has been making this annoying noise all day today. This gale is because of Hurricane Katia, developed from a tropical wave south of the Cape Verde Islands on August 29; it had been expected to hit US coastal regions but changed course from the Caribbean and arrived Britain last night. Katia, rated as a category four hurricane on the Saffir–Simpson Hurricane Scale at its peak, have been bringing high tides, strong winds and rains to Scotland, Northern Ireland, northern England and north Wales. Flood alerts have been issued, with road, rail and ferry travel widely disrupted. Fortunately, London hasn’t been hit hard, and no specific damage has been reported. Just some winds, which was strong enough to push me back when I was on my bike. The storm will be ease tomorrow, and it will get back to normal after tomorrow. Katia has been causing major disruption, but only surfers seem to enjoy the big waves!

Mayor Boris Johnson and TfL Launch New “Cycle Safety” campaign

昨日、ボリス・ジョンソン市長とTransport for London （TFL）は、夏にスタートする市の自転車レンタルシステムを前に、自転車利用者の安全と事故減少を目指し、新しい「Cycle Safety campaign（自転車安全キャンペーン）」を発表した。このキャンペーンでは、ピーク時のトラック利用の自制や死角の少ないTrixi mirrorsのトラックへの取り付け等トラック業界との協力、パンフレットや講習等自転車利用者への啓蒙・教育活動、警察と協力しての違法行為の取り締まり、ロンドン検察局と共同での自転車事故の刑事訴追プロセスの強化、Cycle Superhighways（自転車専用ルート）の建設のほか、特に問題となっている、トラックが左折する際に直進する自転車との衝突（過去エントリー参照）を防ぐため、赤信号でも自転車が左折できるよう検討することなどが含まれている。上のビデオはTVや映画館で流されているキャンペーン広告。銀行強盗に成功した一団が、まさに車で逃亡しようというところで、自転車に気づかず事故を起こしてしまうという、なかなかインパクトがある広告で、ドライバーに運転の際は自転車に注意するよう呼びかけている。

自身も自転車で通勤する市長は、盗難や破壊行為等問題の多いフランスのヴェリブを模した自転車レンタルシステムの導入を主張したり、2009/10年には過去最高の1億110万ポンドを自転車安全対策に使うなど、自転車利用者の安全を守る政策に意欲的だ。でも、自転車利用者として言わせてもらうと、常識的な注意事項しか教えないパンフレッや安全講習より（その常識も守らない自転車が多いのは事実だが）、ドイツやオランダ、北欧諸国のように、車に邪魔されない自転車専用レーンをしっかり整備してほしい。建設予定のCycle Superhighwaysにしても、郊外とロンドン中心部を結ぶルートなので、市内の主要な道路を網羅しているわけではなく、セントラル・ロンドンの端っこに住む私としては全然使えない。ちなみにロンドンやイギリスには無意味で使えない自転車専用レーンがたくさんあり、ガーディアン紙が組織する、写真共有サイトFlickrのグループ「The world’s worst cycle lanes」や「Crap Cycle Lanes」という本で多々取り上げられている。

下の写真2枚は、自転車事故で亡くなった人を追悼して白く塗られ、イギリス全土の事故現場に繋がれた「Ghost Bikes（幽霊自転車）」。ロンドンではこの2日間で、2人の自転車利用者がトラックにひかれて亡くなった（記事1、記事2）。

Yesterday, London Mayor Boris Johnson and Transport for London (TFL) announced a new Cycle Safety campaign for improving cycle safety and reducing the number of serious cycling accidents, before the launch of the Cycle Hire Scheme this summer. This campaign includes additional funding for cycle training, working with the Police and the London Criminal Justice Board to tackle irresponsible behaviors on the road and to strengthen criminal justice procedures for dealing with cyclist deaths and serious injuries, distributing safety mirrors such as Trixi mirrors to fleet operators and working with the HGV industry to avoid deliveries at peak times, constructing Cycle Superhighways, and possibility of allowing cyclists to turn left at red traffic lights, particularly to avoid collisions with lorries and trucks (see also my past entry), which are responsible for more than half of London’s cyclist deaths each year. The video above is a campaign advert on TV and in cinemas across London, encouraging drivers to look out for cyclists on the roads. It is funny but shocking – a group of bank robbers fail to notice a cyclist as they escape in a car.

As a cyclist himself, the Mayor is a enthusiastic promoter of bicycle and safety of cyclists, spending a record £111 million in 2009/10 and promoting the controversial Cycle Hire Scheme, inspired by theft and vandal-ridden Paris’ Vélib. However, as a cyclist, I want the city to spend more money for making more bicycle lanes throughout the city, that are fully protected from obnoxious drivers, like the ones in northern European countries. I would think educational brochure and cycle training teaching us just common sense are more or less waste of money, except for children – many cyclists know the rules but just ignore them to travel faster. Planned Cycle Superhighways connect London and its suburb (see the routes), not within the city, and it is no use for me as a central London resident (well, at the edge of it). By the way, there are a lot of ‘crap’ bicycle lanes throughout the city and UK, and you can check those on photo-sharing Flickr group “the world’s worst cycle lanes,” organized by the Guardian,” as well as the book “Crap Cycle Lanes“.

The two photos below are the “Ghost Bikes” placed on the fatal accident locations across UK, paying tribute to dead cyclists. Two cyclists’ death by being hit by a truck, were reported in the last two days in London (article 1、article 2).

Severe Cold Weather and Traffic Chaos in UK

最近のロンドンは寒い。気温は毎日0度前後。それでも週末は晴れたから良かったけれど、今日は午後に大雪が降り、ロンドンの街並みも雪に覆われた。利用していたバスが、事故か何かの影響でその先が通行止めになったからと途中で止まってしまい、残りは歩いて帰るはめに。4駅程だったけれど、ベチャベチャの雪の上を30分強歩くのは辛い。それに、そこかしこに悪ガキが隠れていて、ぼーっとしていると、雪の玉がどこからか飛んでくる。

イギリスだけでなく、今はヨーロッパ中が大寒波に見舞われており、交通機関は大混乱。クリスマス帰省・旅行客の足に支障をきたしている。チューブ（地下鉄）や鉄道、航空便は遅延・欠航が相次ぎ、路面凍結や雪で交通事故も多数報告されている（BBC News）。先ほどのニュースでは、ルートン空港が悪天候のため閉鎖されたという。フランス・ベルギーとイギリスを結ぶユーロスターは、今日でもう3日間運休しており、100,000人もの乗客が足止めを食らっている。19日には英仏海峡トンネルで、ユーロスターいわく「fulffy French snow（フランスでのふわふわした雪）」が原因の故障で、列車5台が立ち往生。何台かの客は救出されたそうだが、2,000人以上が数時間から最長16時間もの間、車内に閉じ込められた。以下のビデオは車内で15時間を過ごした怒れる家族。ユーロスター側から何の説明もなく、乗組員のフランス人は英語が喋れず（喋らず？）。その間飲み物も食べ物もなし。トイレは2つだけで、水が流れないので、排泄物が8cm以上も溜まっていたそう。電気もつかず、暗闇の中夜を過ごしたそう。ひどい話だ。

ユーロスターは明日から部分的に復旧する予定だそうだが、この運休中の予約客を優先、その後は老人やどうしても利用が必要な人を優先に割り当てていくので、明日以降の予約客は本当に必要な場合以外は利用しないよう、忠告している（下は、新聞に掲載された、ユーロスターからのお知らせ）。この1件でユーロスター、そしてイギリス人のフランス人に対する評判もガタ落ちしてしまった。

It’s been freezing cold in London recently. The temperature is around 0°. It was OK on weekend as it was sunny as well, but today there was heavy snow in the afternoon, covering the city in white. The bus I took suddenly stopped and didn’t travel further, due to the accident or something ahead and it was forced to wait. Though it was only 4 stops away from home and 30 minutes walk, it was hard to walk on the slippery wet and melted snow, going through a thread of random snowball attacks by obnoxious kids hiding behind walls or in a park in front of my apartment.

Not only UK but Europe is suffering with severe winter weather and traffic chaos, which affects tens of thousands of people who travel during the holiday season. In the UK, delays and cancellations are reported for many flights, trains, and tube lines, and Luton airport — closed due to snow. On the road, traffic jams have been seen due to the snow and accidents and AA has been busy rescuing people on the road (BBC News). Eurostar, which connects UK and France / Belgium, has suspended all the services for 3 days and has disrupted 100,000 people’s travel plan, after “fulffy French snow” in France created excessive condensation in the channel tunnel between England and France, causing electrics to fail and 5 trains to become stuck on December 19. More than 2,000 people were trapped inside the tunnel – some trains were evacuated, but other passengers were forced to remain on board, for hours up to 16 hours, without food and water supply! Below is the video of a furious family, stuck in the train for 15 hours; they complained that the passengers were treated like animals and with no explanation, no food, water, oxygen, electricity and light, no medics, with only 2 available toilets with no flushing water and 3 inches of excrement (or poo) and urine piled up… They were really mad at French attendants, for being rude and ignorant, and ‘those French even didn’t speak English’ (or acted that they didn’t??).

Eurostar is expected to resume partial service tomorrow on Tuesday, but the priority will be given to the elderly and the vulnerable, and passengers that should have travelled on Friday and Saturday. Eurostar advises to customers holding booking in the next few days from tomorrow is to only travel if it is absolutely necessary (as in the ‘notice’ published on the newspaper). With the incident, the way Eurostar handle of the accident, Eurostar’s reputation has gone down the drain, as well as the British image of French people…
