Boris Bikes’ Electronic Keys Arrived

先週金曜日に始まったばかりの、自転車レンタルシステム「Barclays Cycle Hire」、通称「Boris Bikes」。木曜夜に登録して何と土曜日には到着という、イギリスにしては珍しい？迅速さで、Electronic Keyが届いた。

Evening Standard紙の記事によると、1億4000万ポンドをかけたこのシステムには、これまで2万1000人以上が登録、日に6000回の貸し出しがあったそうだ。管理するTfL（Transport for London、ロンドン交通局）によると、5000台の自転車のうち3台しか行方不明になっておらず（でもすでに盗難あり？！）、破壊行為も今のところ報告されていないとの事。ただ、返却が上手くできていなくて返却後も課金された、ウェブサイトの不調が原因で有効化したはずの鍵が使えない、などと色々問題も起きたらしい。この事を受け、TfLは、自転車を返却後は、緑色のライトが点灯するまで待って、ちゃんと返却できたか確認した方が良いとアドバイスしている。

また、同じ銀行口座引き落としで同時に複数の鍵を申し込むと、その時1台しか使っていなくても、2台分のアクセス料が引き落とされてしまうとか。ていう事は、私たちが一緒に出かけないと、使っていない方の鍵までアクセス料をとられてしまう？！ウェブサイトにもそんな注意書きはなかったぞ〜！！こうなると別途、もう一つ鍵を申し込まないといけないのだろうか？ヒドい話だ。

せっかく鍵は来たけれど、こんな調子だと、問題が報告されなくなるまで、使いたくないなあ。

We received two electronic keys on Saturday for London’s newly started public bicycle rental system “Barclays Cycle Hire” or “Boris Bikes”, after we applied on Thursday night, with an extraordinary speed in UK.

According to the Evening Standard article, more than 21,000 people have registered for the £140 million scheme so far, with around 6,000 trips a day being made. TfL (Transport for London) proudly announced that only three of the 5,000 bikes missing (it’s already stolen??) and no reports of vandalism. However, there are also some problems reported as you might have expected: some riders had been charged more than they used because they failed to redock the bikes properly and accidentally clocked up huge rental charges; and the TfL website froze yesterday and users today claimed their electronic keys were not working despite activating them online. With these complaints, TfL today urged riders to ensure they waited until a green light on the station illuminated, to confirm the bike had been redocked securely.

Another problem is that the daily or weekly subscription charge is automatically levied on all keys as soon as one is used, even if the others are not in use, for people who purchased multiple electronic keys from the same bank account. It means that if we don’t use Boris Bikes on the same day but one of us does, they will charge access fee for another as well?! The website doesn’t have any warning of the case! Do we have to apply another key again, to avoid the illegitimate charge?? It is a public fraud!

Although we received the keys, I am scared to use the bikes until all the problems solved…

‘Boris Bikes’ Barclays Cycle Hire Starts Today

自身も自転車乗りである、ボリス・ジョンソン市長肝煎りの公共自転車レンタルシステム、「Barclays Cycle Hire」（市長の名前をとって、「Boris Bikes」とも呼ばれる）が今日から始まった。当初の計画では、セントラル・ロンドンに敷設された400のDocking Station（駐輪場）に、6000台の自転車が備え付けられる予定だったが、今日朝6時付で、315のDocking Stationに、4700台の自転車が用意された。

現在は、ウェブサイトよりユーザー登録し、郵便で届くelectronic key（専用の鍵。費用は£3）を受け取った人たちのみ使用可。私も早速昨日登録して、鍵が届くのを待っているところ。鍵を受け取ったら、ウェブサイトで自分のアカウントにログインし、有効化しないと使えない。登録していない利用者は、来月8月末から使用できるようになるそうだ。使用に当たっては、アクセス料が1日£1／週£5／年£45、それに加えて使用料がかかる。最初の30分は無料、その後は1時間£1、90分£4、2時間£6と、使用した時間分が登録したクレジット・カードにチャージされる（詳細はここで）。手間がかかっても安くあげたいという人は、30分毎に駐輪場に返して、再度借り直せば（同じ自転車なら返却してから5分待つか、他の自転車ならすぐ借りられる）、何時間でも無料で使える。もしその駐輪場が一杯なら、タッチスクリーンで近くの駐輪場を探して返却すると、15分間無料で延長できる。もし24時間以内に返却しなければ£150、全く返却できなければ£300課金されるので、気をつけて。故障した場合は、スパナのシンボルのボタンを押すと、修理に来てくれる。

自転車、駐輪システムはカナダ製で、モントリオール市で使用されているレンタル自転車、Bixiと同じもの。車体には、2500万ポンドを寄付したスポンサー、バークレイズ銀行の青いロゴがついている。壊れにくくて、乗り心地重視、レンタル用コンピュータ・システムを搭載した車体は重く、それほどスピードが出ない。タイヤの細いツーリング用の自転車で疾走し、赤信号は無視、歩行者を蹴散らし、車の流れも気にせず割り込み、自分がいち早く目的地に着くことだけが最優先の自分勝手な「Fanatics（熱狂的な人たち）」（と私たちが呼んでいる）には物足りないらしいが、それで結構。こういう鬱陶しい人たちにガンガン飛ばされたら危なくて仕方がない。

以前も書いたように、セントラル・ロンドンには、安全に自転車が乗れる自転車レーンが整備されていないし、ヨーロッパ、アメリカはもちろん、世界の大半を占める右側通行ではなく、イギリスは左側通行。同じ左側通行の日本人はいいが、不慣れな観光客まで自転車に乗りだすと、危ないんではないかと少々心配。また同様のサービスであるパリのヴェリブにおいて、自転車の盗難・破壊が相次いでいることから、費用の税金負担増を危惧する声もある。さて、このシステム、ロンドンにとって丁と出るか、半と出るか？

A new public bicycle sharing scheme Barclays Cycle Hire (aka “Boris Bikes”), propelled by Mayor Boris Johnson (who is a cyclist himself), launches today in London. At 6am, 4,700 bikes were in place in 315 docking stations across central London, while the total fell short of a promised 6,000 bikes at 400 docking stations.

Currently only registered users who have signed up on TfL’s website and received an electronic key (£3) in the post can use “Boris Bikes”, but unregistered users will be able to use it from the end of next month. I just registered last night and am waiting for the key to arrive. Once it arrives, you have to activate it online by logging in your account. In order to use the bikes, you have to pay “access fee” for £1@day / £5@week / £45@year, plus “usage charge” after first free 30 minutes for £1@hour, £4@90 mins, and £6@2 hours and so on (see details), which will be charged to your credit card. But you can use the bike for free for as much as you want, if you return it every 30 minutes and hire a new bike or the same one again after you re-dock for 5 minutes. If all the docking points are taken, you can get an extra free 15 minutes by using the touchscreen display on their nearest terminal, before you find another station. Be careful, you will be charged £150 for not returning a bike for 24 hours or £300 for not returning it at all. If the bike is broken, press the button with the spanner symbol when you return it – a mechanic will come to repair it.

The bicycles and the docking stations are built in Canada and are based on Montreal’s bicycle rental system Bixi. On the body of the bikes, you can see the blue logo of sponsor Barclays which donated £25 million to the scheme. The comfort-oriented and vandal resistant body equipped with computer system is quite heavy, and some cyclists claim that they can’t go fast. But it is totally fine for me, or I don’t want those selfish irritated ‘fanatics’ to use these beautiful bikes. These obnoxious cyclists pedal like crazy, passing a red-light, ringing the bell and kicking out pedestrians on their way, going around in between the cars, and jumping in front of the traffics like buzzing flies around a face, causing a slow traffics – the only thing they care is to get their destination as soon as possible. Very annoying!

As I wrote in the past entry, the London’s cycle lanes are still not good and safe, and doesn’t connect throughout central London. Also UK uses left-hand traffic which is a minor system in the world, and most of the tourists including Europeans and Americans who are not used to the traffic system may put themselves in danger. Also similar Paris’s Vélib’ has suffered vandalism and theft, and many people are anxious that the same things happen to Barclays Cycle Hire as well and cost taxpayers a fortune.

The scheme has just started, and let’ see how it goes.

Elephant Parade London 2010

May Day Bank Holiday（メーデー明けの月曜日。イギリスの祝日）の5月3日から始まった、Elephant Parade London 2010（エレファント・パレード・ロンドン2010）。アーティストやデザイナー、セレブたちによってペインティングを施された、実物大の赤ちゃん象260体がロンドンのあちこちに設置されている。

ロンドンの屋外でのアート・イベントとして過去最大となるエレファント・パレードは、絶滅の危機に瀕しているアジアゾウを救うためのチャリティ・イベント。ロンドンの前はオランダでも開催された。同様の慈善アート・イベントとしては、東京でも何度か行われた、2002年のCow Parade London（カウ・パレード）がある。

参加者は、デザイナーのTommy Hilfiger（トミー・ヒルフィガー）、Paul Smith（ポール・スミス）、Diane von Furstenberg（ダイアン・フォン・ファステンバーグ）、Julien MacDonald（ジュリアン・マクドナルド）、Matthew Williamson（マシュー・ウィリアムソン）、Lulu Guinness（ルル・ギネス）、アーティストのMarc Quinn（マーク・クイン）そしてSir Terence Conran（テレンス・コンラン）など。またイギリス王室の一員である、マイケル・オブ・ケント王子ご夫妻も参加されている。時には、歩き疲れた観光客や飲食の椅子代わりになったりしているけれど、これらのカラフルな子象たちは、愛嬌のある表情に可愛いポーズで、道行く人々の目を楽しませている。→もっと写真を見たい方はこちらをクリック。

6月22日までは、バッキンガム宮殿、国会議事堂前のパーラメント・スクエア、コヴェント・ガーデン、サウスバンク等、ロンドンの主な観光地の周辺に置かれるが、その後チェルシーにあるChelsea Royal Hospital（チェルシー王立病院：イギリス兵のための老人ホーム。RHSチェルシー・フラワー・ショーの会場にもなっている）に集められ、6月23日から7月2日まで一般公開。7月3日にはSotheby’s（サザビーズ）でオークションにかけられる。主催者は200万ポンドの売上を見込んでおり、その売上金は主催者のElephant Familyとアジアで活動する20のイギリスの保護団体に分配される予定。

ミニチュアの象は、デパートのSelfridgesや80 Regent St、36 Carnaby Street, and Greenwich Central Marketのお店の他、エレファント・パレードのオンラインショップで買える。

Elephant Parade London 2010 started on May 3, a May Day Bank Holiday, and 260 colorful life-size baby elephants, painted by artists, designers and celebrities, are located over central London during the event period.

Elephant Parade is a conservation campaign, similar to Cow Parade London in 2002, and aims at raising awareness of the urgent crisis faced by the endangered Asian elephant. This is London’s biggest outdoor art event on record, and the elephants have ‘paraded’ in Netherlands before London.

The participating artists include designer Tommy Hilfiger, Sir Paul Smith, Diane von Furstenberg, Julien MacDonald, Matthew Williamson, Lulu Guinness, Sir Terence Conran, and artist Marc Quinn, as well as HRH Prince and Princess Michael of Kent. Though sculptures are sometimes used as a resting point for exhausted tourists or a place to have a snack, but generally passersby appreciate these work of art, adore its cute face or gesture, or enjoy taking a picture. → For more picture, click here.

The elephants will stay at around major London landmarks including Buckingham Palace, Parliament Square, Covent Garden and the South Bank until June 22, and will be put all together in Chelsea Royal Hospital (retirement home and nursing home for British soldiers and the site of the annual Chelsea Flower Show) for public viewing from June 23 to July 2. On July 3, all of the elephants will be auctioned at Sotherby’s, aiming to raise £2 million to help the Elephant Family charity and 20 UK conservation charities working in Asia.

Motorcycle Parking in City of Westminster

Mと出かける時の足は、Mの愛車のベスパ。「Solo Motorcycles Only」と書かれたバイク専用の路上駐車スペースに停めている。大概のロンドンの特別区は、このスペースへの駐車は無料なのだけれど、ロンドン一の繁華街を抱えるシティ・オブ・ウェストミンスターは、1日£1チャージされる。支払いは、「Pay by Phone」に登録した上で、ウェブサイトか登録した携帯で。1日、1週間、1ヶ月、3ヶ月、1年間の駐車期間を選べる。支払いをすると、システムにそのバイクのナンバーが登録されるので、パーキング・チケット等の表示は不要だ。

ウェストミンスターでも、以前は自動二輪車スペースの駐車は無料だったのが、2008年8月に試験的に課金システムが導入され、自動二輪車の駐車にも、1日£1.50が課されるようになった。その後の見直しで、今年6月1日より£1に値下げされたが、怒れるバイカーたちは、「No To the Bike Parking Tax」という団体を立ち上げ、折に触れてデモを行ったりしている。ロンドンの多くのバイカーは、バイク便のドライバーたち。混雑の多いロンドンでは、重宝されている。彼らにとっては、例え1日£1とは言え、打撃が大きいのだろう。

ウェストミンスターはロンドンのど真ん中だけあって駐車スペースはかなり混んでいるが、課金システムが始まってからも、駐車スペースは増えていないように思う。急いでいる時などは、予定していた場所に停められない時も多い。場所によっては近くに駐車スペースがなかったり、あっても既に一杯ということもある。お金を取っているのだから、もっとサービスを充実させてほしいものだ。

Our usual transport when we go out is M’s beloved Vespa. We park his machine at “Solo Motorcycles Only” parking bay on the streets. Most of the London borough don’t charge for motorcycle parking, but you have to pay £1/day when you park a motorcycle in the city of Westminster. You have to register with the city of Westminster’s parking scheme “Pay by Phone,” and upon the registration, you can make payment on the website or by the registered mobile phones on the site. You can buy daily, weekly, monthly, quarterly, or annual permits. You don’t have to put up a parking ticket, as your license number is on the record if you pay.

Motorcycle parking was free before August 2008, when the motorcycle charging scheme was implemented under experimental traffic orders. After the review of the scheme, the parking charge was reduced to £1 with effect from Monday 1st June 2009. But angry motorcyclists set up non-political organization “No To the Bike Parking Tax,” and do a demonstration every now and then. Many of the motorcyclists in London are couriers, widely used way of delivery in the congested central London, and even only £1/day may affect them.

The city of Westminster is in the heart of London, and its parking spaces are often full. However, it doesn’t seem that the council have made new parking bays for motorcycles. When we are in hurry, it is very annoying that the parking bay in mind is full. We often have to look for alternative space all over the area beause some areas don’t have many parking bays, or all the parking spaces nearby are full. If the council charge people, better service should be offered!

First Restaurant in 2009

私の家から一番近いエリアは、歩いて２０分弱、ロンドン中心部の北東にあるイズリントン区エンジェル（Angel, Islington）になる。今日はお正月で、お店やレストラン・カフェはあまりオープンしていないのではないかと心配だったけれど、チェーン店をはじめ何軒かは開いていた。お店は通常より早めに閉まってしまったけれど。ちょっと小腹が空いたので、Stradaというイタリアンでお茶をした。Stradaはイギリスで全国展開するチェーン店で、モダンでスタイリッシュなインテリアで人気。私は温めたパネットーネ（Panettone Forno）を、Mはピザを注文。以前来た時は、ピザがもっとぱりっとして美味しかったのだけれど、ちょっと味が落ちたような。。。世界的な食糧価格高騰で、使用する小麦粉の質が落ちたのではと、疑っています。でも、ピカデリーサーカスにあるような、肉厚の安価なピザに比べると生地は薄いし、格段に美味しいけれど。

Our nearest High street area is Angel, Islington, located on the north east of central London – about 20 min. walk. We were worrying that many shops and restaurants might be closed for new year’s day, but some (mainly chains) were opened, for god’s sake! We went Strada Italian restaurant. Strada is a chain but it is popular with its modern and stylish decor. I had Panettone Forno and M ordered pizza. Pizza was not as crispy as last time – we suspect that they might have changed the quality of ingredients, due to soaring global food price. But Strada’s pizza was thin at least, and not as bad as lower end pizza takaways around Piccadilly Circus.
