Old Street: UK’s Hopeful “Silicon Roundabout”

数日前、ロンドンに帰ってきたら、デービッド・キャメロン首相が、オールド・ストリートから2012年オリンピック会場予定地までの東部ロンドンを、テクノロジー産業が集まるイギリスの「シリコン・バレー」にするという、「East London Tech City」計画を発表したとのニュースが、マスコミを賑わせていた（Independent記事）。グーグル、フェースブック、インテルなど大手ハイテク企業が、多くのITベンチャーが集まるオールド・ストリートやショーディッチ地区の小規模ビジネスに投資する事を表明しており、キャメロン首相はイギリスを、革新的なテクノロジー企業の設立・出資に、世界で最も魅力的な場所にすると息巻いている。その目標達成のために、移民数制限を押し進める現政権の政策とは対象的に、外国人起業家を受け入れるアメリカ式の投資ビザの創設や、インターネット時代に対応するための著作権法を見直しの約束した（BBC記事）。

今あの環状交差路は、シリコン・バレーをもじって、「Silicon Roundabout (シリコン・ラウンドアバウト)」と呼ばれているそうだ。確かに、クリエイターが多い地域とは知っていたけれど、交通量が多くてチープな店に囲まれた、殺風景でお世辞も魅力的とは言えないオールド・ストリートの環状交差路（roundabout）が、輝かしい将来を約束するテクノロジー産業の中心地だとは、少し驚き。真ん中の古びたアーチ型のオブジェも先進的とは言いがたいし、あの薄汚くて少し気味の悪い地下鉄オールド・ストリート駅も、イメージチェンジしてほしいところだ。

When we came back to London few days ago, media excitedly reported that Prime Minister David Cameron announced “East London Tech City” plan to transform London’s East End, an area between Old Street and 2012 Olympic Park, into a British version of “Silicon Valley” and leading technology hub in the world (Independent article). High tech companies such as Google, Facebook and Intel are said to invest in new small firms in the Old Street and Shoreditch areas where many creative firms are located. The Prime Minister boasted that he would make Britain “the most attractive place in the world to start and invest in innovative technology companies”. In order to achieve his goal, the Government will create US-style visas for foreign entrepreneurs who start businesses in the UK, on a contrary to the Tory’s policies to curb growing immigration, and review copyright laws to fit for the internet age (BBC article).

The Old Street roundabout is now called “Silicon Roundabout” – I knew that Old Street is a creative area, but I can’t believe that the ugly and shabby rotary with heavy traffic, surrounded by cheap stores, is the bright future of technology industry in the UK!! Also the 80’s style arch-shaped sculpture in the middle doesn’t really represent high-tech, and dirty and scary-looking Old Street tube station need to have a major make-over to look more “high-tech”.

そのシリコン・ラウンドアバウトの一角に、英カフェ・チェーンのEat.がつい最近オープンした。最近出来たガラス張りのビルの1階に陣取るEat.は、側面が全面ガラス張りで、天気のいい日は気持ちがいい（でもこの季節、太陽を拝める日は少ないけれど）。また、環状交差路を流れる車や、せわしなく行き交う人々をぼーっと眺めるのにも最適。インテリアもクリエイターの多いこのエリアにふさわしく、シックでモダンな感じ。ただ、Mによると、エスプレッソは他のチェーン同様、今イチみたいだけれどね。

Facing this famous rotary, UK café chain Eat. opened its new branch quite recently. Sitting on the ground floor of the newly constructed building, Eat. is spacious and has large floor-to-ceiling glass windows that we can enjoy plenty of sun light when it’s sunny (but unfortunately, we don’t see much sun around this season). It is also perfect spot to watch constantly flowing traffic and people passing by at this busy intersection. Its interior is modern and chic, which is suitable for this creative area. But the problem is, as the same in other chain cafés, their below-standard espresso – for M.

Special Report: The Dispossessed @ London Evening Standard

今日から5日連続で掲載される予定のThe London Evening Standard（イブニング・スタンダード）の特集、「The Dispossessed（土地や 家などを奪われた人々）」の一日目の記事を読んだ。貧富の差の激しいロンドンの、見捨てられた貧しい人たちの状況をリポートした、なかなかショッキングな内容だ。ヨーロッパで最も豊かな市であるロンドンでは、6人に1人の子供は誰も働いていない、生活保護で生計を支えている家庭に育ち、この3年間で低所得者層は130万人増えた。ロンドンの人口の4分の1にあたる190万人は学歴も資格もないか、あっても低レベルのものだそうだ。反対に、この不況下、公的資金を注入された銀行を含む、銀行員への高額ボーナスが問題視され、政府は2万5000ポンド（約360万円）以上のボーナスに課税する税率50％の1回限りの特別税を決定、溜飲の下がった国民も多いのだが、世論や経済状況を考えると、既に充分すぎるほどお給料をもらっている銀行員の方々には我慢していただくしかないかなと思う。異常な額のボーナスや給料は、どこかで歯止めを加えないと、さらなる金融リスクを誘発する要因にもなるし、余りにも度が過ぎると、フランス革命時の特権階級のように怒れる庶民に襲撃される可能性もある。すでに裕福な生活をするだけのお金はあるのだから、フェラーリを我慢してBMWで、5億円の豪華マンションでなくて3億円ぐらいの物件で満足してほしいものだ。

ロンドン東部の4区（私の住んでいるHackney、生活エリアのIslington、ブリックレーンを含む Tower Hamlets、Newham。イーストエンドと呼ばれ、昔から労働者階級が多く住む）は、市内で最も貧困レベルが高く、48％もの子供が貧困家庭に育つ。しかし、ハックニーやイズリントンなどは、金融街シティも近いので、高級アパートやお洒落なエリアも多く、場所によっては億ションの隣に公営住宅（Council Housing）が隣接している。記事で書かれているのは、おしゃれなカフェやレストラン、セレクトショップが並ぶイズリントンのUpper Street（アッパー・ストリート）。トニー・ブレア前首相が以前住んでいて、政権を取る前にブラウン現首相と会談し政策を語り合った、労働党政権いわれのあるエリアだ。1997年にブレアは首相となり、その2年後には、子供の貧困を2010年までに半減、10年間の間になくすという誓約をしたが、現実は良くなるどころか悪化している。労働党と言いながら、「第三の道」政策で経済に力を入れ産業活性化を図ったため、景気は良くなったが、富める者はますます富み、貧しい者はますます貧しくなる、という結果になってしまった。そのアッパー・ストリートのど真ん中の公営住宅に住む少年（写真上）は、アッパー・ストリートは「useless（使えない、無益）」で、何もすることがないと言う。週たった£50で暮らす彼は外食もほとんどしたことがなく、大学に入るにも、その申請にかかる費用の£19が払えない。これまでに32もの職に申し込んだけれど、どれも面接以前に拒否され、自信も希望も失っている。アッパー・ストリートのトレンディ・カフェ、Ottolenghi（ちょっと高いけれど、ケーキ類が美味しい）等にたむろう、「Champagne socialist（シャンパンを飲む社会主義者）」と呼ばれる、弱者の味方を気取るリベラル左翼中流階級のイズリントン住人の集まるエリアだけに、なんだか皮肉な話だ。多分、彼らはこの少年のような人たちと交わることはないだろうし、どんな生活しているのかも想像がつかないだろう。

I read the first article of “The Dispossessed,” a five-day special report on London’s forgotten poor in the London Evening Standard. It is is quite shocking article about the city hugely divided between rich and poor. In London, the richest capital in Europe, 1 in 6 children grow up in workless households, and the number of people in low income households have risen 1.3 million over the past three years. 1.9 million of people, a quarter of the city’s population, have no or low qualifications. On the other hand, under this tough economic circumstances, huge bonuses for bankers, including some banks rescued with billions of public money, are acutely criticized, and one-off 50% levy on all bank bonuses worth more than £25,000 enforced by the government make many people feel gratified. Considering public sentiment after all the chaos banks and bankers caused, there is no other choice for bankers but to be generous and altruistic to the society. There should be some sort of brake worldwide for this out-of-control bonus to the bankers, which possibly cause another financial crisis in the future – otherwise they may be all lynched by the angry public, like what happened to aristocrats during the French Revolution. They already have enough money to enjoy their privileged life, so just downgrade from Ferrari to BMW and take £3 million flat instead of paying £5 million, during this tough time.

London’s four boroughs in East End; Islington (where we hang around), Hackney (where we live), Tower Hamlets (where Brick Lane is) and Newham, are the capital’s most deprived boroughs, where 48 per cent of children live in poverty. However, Hackney and Islington are quite close to the financial district the City, and there are some trendy areas with expensive apartments and posh stores and restaurants, side by side with the council housing blocks. Islington is the centre of the article, where the social-reforming New Labour project began: this is where former prime minister Tony Blair lived and it is here at Granita restaurant in fashionable Upper Street, that he and current prime minister Gordon Brown met in 1994 to discuss their rise to power. Blair became Prime Minister in 1997 and two years later he made his pledge to “end child poverty within a generation” and to “halve it by 2010” , but the reality is far worse than they planned. The New Labor government revitalized the economy, and as a result the country as a whole had enjoyed prosperity, but the gap between rich and the poor have widened. In the article, a boy who live in the social housing block in the heart of Upper street (photo above), but for him Upper street is ‘useless’ and there is nothing to do there. He has never eaten in a restaurant in his life, except all-you-can-eat for £5 buffet. He lives on £50 a week budget, and cannot even afford to pay for £19 college application form. His self-confidence has been crashed after he had been turned down 32 jobs without a chance to have an interview. It is an irony that this is the same area where liberal middle class “Champagne socialists,” who live around Upper street and hang around trendy Ottolenghi, talk about social justice – I am afraid that they don’t mix with people like him and have no clue what kind of life he lives through…

east festival @ London East End

３月５日から１０日まで、ロンドン・イーストエンドで、Mayor of London（大ロンドン市長）主催、「East」フェスティバルが開催中だ。期間中は、Central East 地区（シティ／ショーディッチ／ホクストン／ホワイトチャペル／スピタルフィールズ）、ハックニー、ストラットフォードのエリアで、パフォーマンス、アート、歴史、ファッション、デザイン、映画、食などに関連する、３００以上のイベントが行われている。以前にも、私の住むハックニー区について書いたが、東部ロンドンは、南アジア系等多様な移民文化を感じさせるとともに、アーティストやクリエイターが多く住むエリア。ストラットフォードは、２０１２年ロンドン・オリンピックの開催地となっている。

上の写真は、「AX&L（After Xenakis and Le Corbusier）」という、スピタルフィールズ・マーケットに設置された、インタラクティブ・インスタレーション。バービカン・センターで開催中の「Le Corbusier: The Art of Architecture」（ル・コルビジェ：アートとしての建築）展と、現代音楽作曲家のIannis Xenakis（ヤニス・クセナキス）のコンサート／映画に触発された、このコンクリート製の石臼のようなインスタレーションは、デザイン・コンサルタントのAllofUsが、２人のマエストロの数学的原理を採用して、East（東）の音とスペースを構成したものらしい。石臼のように上の部分を回すと、奥のスクリーンの映像と音楽が、それに呼応する。でも正直、映像と音楽が何を意味しているのかよくわからなかった。スクリーンも小さく、インパクトがない。またスクリーンの映像、情報デザインも、よくできている、とは言いがたい。ありがちな、意図は高邁だが、結果は？？？な「アート」か。

From March 5th to 10th, East End of London is hosting the  ‘East‘ festival (curated by Mayor of London), celebrating the rich creative mix of the area. The festival features more than 300 events covering performance, art, history, fashion and design, film and food, across Central East (The City, Shoreditch, Hoxton, Whitechapel, Spitalfields), Hackney and Stratford. As I wrote about a borough of Hackney, where we live, East London has the unique mix of a variety of immigrant cultures and cutting edge arts and creations. Stratford will be the primary location of the 2012 Summer Olympics.

The photo above is an interactive installation ‘AX&L‘ (After Xenakis and Le Corbusier) at Spitalfields Market. Inspired by the Barbican’s exhibition ‘Le Corbusier: The Art of Architecture‘ and the modernist composer Iannis Xenakis documentary/concert, design consultancy AllofUs has adopted the mathematical principles of the two masters to form sound and spatial compositions especially for East. When you turn the top of this concrete ‘piloti’, the screen and music corresponds to the movement. However, its screen is too small and doesn’t give much impact. I also didn’t understand how the images and sounds represent the east end, and graphics and information design is not quite well done as well – another ‘great idea but the result is weak’ installation.

Lock 7 Cafe @ Broadway Market

またまたランチネタが続きますが、今日のランチは、Hackney（ハックニー）区のBroadway Market近くにある、Lock 7で。Broadway Marketがオープンする土曜日だったので、店内は混んでいた。2008年4月にオープンしたLock 7は、自転車修理・中古自転車販売もする「サイクル・カフェ（cycle cafe）」。修理を待つ自転車や中古自転車、またオランダ等から輸入した素敵な自転車用品が並ぶ入口を通り過ぎると、温もりのある、使い古された感じの木製の椅子とテーブルがある、ゆったりとしたカフェスペース。天気のいい日は、大きな窓に面した通りやRegent Canal（運河）の眺めが気持ちいい。観光客があまり来ないエリアなので、センスのいい地元住民の憩いの場になっている。
ロンドンの下町のEast End　(イーストエンド）、HackneyにあるBroadway Marketは、アーティストやデザイナー、クリエーターや若者に最近人気のエリア。毎週土曜日に開催されるオーガニック食品やビンテージの洋服、手作りの小物等を売るマーケットには、たくさんの人が集まる。歩いて５分もかからない短い通りに、洒落たカフェやレストラン、セレクトショップと、下町らしい食品雑貨店やコインランドリー、East End名物・Pie & Mashの店やフィッシュ＆チップス店が混在する。マーケットを抜けて、London Field（ロンドン・フィールド）公園を散歩するのが、私たちのお決まりのルート。土曜日のマーケットや他のカフェ等については、また次の機会に。

Another of our usual lunch places – Lock 7 near Broadway market in Hackney. The cafe was almost full since the Broadway Market opened today on Saturday. Lock 7, opened in April 2008, is a ‘cycle cafe’ where you can repair your bike or buy a second hand bike and accessories imported from Netherlands etc. The back of the bike area is an airy cafe with old school diner style wooden tables and chairs. You can enjoy man-watching on the Regent Canal and the street with large windows. This area is not touristy so the cafe is the meeting and relaxing place for a local people. M got same old Ciabatta sandwich with mozzarella, pesto, and artichokes.

The Broadway Market is located on London’s East End, Hackney, and becoming hip and popular among young creators. On this very short street less than 5 minutes walk, there are rusty-chic cafes, organic delis, restaurants, shops mixing with grocery stores, Pie & Mash and fish & chips shops for Eastenders. The market opens every Saturday, and it is a bit chaotic with lots of visitors and stools selling organic foods, vintage clothes, and handmade accessories etc, on a tiny street. Talking a stroll in the London Field after lunch, through Broadway Market, is our usual route. Will talk about the Saturday market and other cafes later.
