Graffitis in My Neighborhood

アーティストたちが多く住むイーストロンドンのハックニー区にある我が家の近くには、グラフィティアート（ストリートアート）がそこかしこで見られる。有名なところでは、ステンシルを使った作品で世界的に知られるストリートアーティスト、バンクシーの「Hoodie」（フード付きスウェットを着た男：イギリスでは不良の代名詞）（写真上）。Shepherdess Walk（シェファーデス・ウォーク）を北上、Regent’s Canal（リージェンツ・カナル）にかかる橋の下にある。またバンクシー作品では、Essex Road（エセックス・ロード）にある薬局の壁に描かれた、テスコのレジ袋を国旗のように掲げて皮肉った「Pledge Your Allegiance / Very Little Helps」（忠誠の誓い/あまりためにならない（テスコのスローガン「Every Little Helps」をもじった）もある。クラーケンウェル（Clerkenwell）にある、Mが愛車のベスパを買ったバイクショップの壁面に描かれていた、時価30万ポンドの「Old Skool」は、たった£1,000で匿名のドイツ人に売られたとニュースで知った。その話をした時に、ショップのオーナーは、「購入者も壁をはがすのに大金がかかったし、誰でも持ってってくれたら良かったんだよ」と笑っていた。欲のない人だ。そのドイツ人は業者を雇い、6週間もかけて壁をはがして、持ち帰ったそうだ。

There are Graffitis here and there in our neighborhood in Hackney, East London, where many artists live. One of the famous one is “Hoodie” (photo above) by famous British graffiti artist Banksy who uses stencils to create his works. You can find it under the bridge over the Regent’s Canal, on the North of the Shepherdess Walk. Another one of Banksy’s work nearby is “Pledge Your Allegiance / Very Little Helps” on the wall of a pharmacy on Essex Road, with two children pledging allegiance to supermarket giant Tesco (the title is a parody of Tesco’s slogan, “Every Little Helps”).  “Old Skool“, worth £300,000, drawn on the wall of a motorcycle shop in Clerkenwell, where M bought his Vespa, was sold it to an anonymous German buyer for only £1,000. When we talked about it with the owner of the shop, he smiled and said “I am glad someone took the painting anyway, and he paid a lots of money for its removal, so it’s fine.” He was not greedy at all! The German hired Wall Paintings Workshop and it took 6 weeks for them to remove the painting.

一番近いのは、Prestwood Street（プレストウッド・ストリート）にある、オーストラリア生まれ・ベルリン在住のChristopher Charlie Isoeの作品（写真上）。マフィアのような男性の顔の上に、ピエロのようなメイクを施している。

The closest graffiti is Australian-born and Berlin-based Christopher Charlie Isoe‘s work on the Prestwood Street – a painting of a Mafioso-look guy with make-up of a clown on the top of his face.

二番目に近いグラフィティ（写真上）。元々はRentokil（レントキル・英ビジネスサービス企業。日本ではカルミックと提携）の事務所だった建物の壁にかかれた、アメリカ人アーティスト、David Choeの作品（敷地内の他の作品：１／２）。つい最近、彼が作品を制作している最中に通りがかったのだけれど、その時はカメラを持っていなくて写真を撮れなかった。彼のブログによると、２日かけて完成させたそう。今日通りかかった時に、ちょうど門の鍵が開いていたので、写真撮影に成功。この前には、ネズミの顔をした、黒の制服を来た警察官（？）が描かれていた（作者不明）。私は前の方が好きだな。写真を撮っておくんだった。

The second closest from us is on the wall of former-Rentokil building, painted by American artist David Choe (photo above. Other works in the same place 1/2). I passed by when he was working on it but I didn’t have my camera that day, but I was lucky today that the gate was open (usually locked) and had my camera with me. He took 2 days to finish the work, according to his blog. Before Choe’s work, there was a painting of 2 rat-face men in black (police?) uniform – I couldn’t find who did it. I prefer the previous work – I should have taken a photo of it.

私は基本的にグラフィティはあんまり好きじゃない。タギングとか、落書きや文字が書いてあるものはどれも似たり寄ったりで個性がないし、なんだかラフすぎて、ティーンエイジャー向けという感じ。でもその中では、元祖ステンシルアーティストのBlek the ratやバンクシーの作品は好き。バンクシーは時に政治メッセージが強すぎると思うけれど。また、Pizza EastやAlbionの近く、Redchurch Street（レッドチャーチ・ストリート）とClub Row（クラブ・ロウ）の角にある、ベルギー人アーティスト・Roaのリスのグラフィティ（写真下）もいい。Roaは、動物の絵をよく描いているようだけれど、同じRedchurch Streetにある豚2匹の顔はちょっと怖い。。。

To be honest, I don’t like graffiti much in general. It tends to be too busy and too much colors, and more or less it looks all the same (especially the writing). It looks too rough and edgy, and is for teenagers to me. However, I kind of like Stencils, such as the works of French Blek the rat, the godfather of stencil graffiti art, and Banksy, though I don’t like his tendency to be too political.  I also like Belgian artist Roa‘s ‘Squirrel’ (photo below), at the corner of Redchurch street and Club Row, near Pizza East and Albion. Roa seems to like to paint animals, but some of them look a bit scary, like the two pigs on top of each other on the same Redchurch street.

グラフィティは、立派なアートだと言う人もいるけれど、無許可であればそれは当然、違法行為。カウンシル（区役所）は、市民からの通報を受け付けていて、通報があれば、48時間以内に調査の上、カウンシル所有の建物に描かれたグラフィティで、不適切なものは24時間以内に、その他のものは14日以内に消去される（ハックニー区の場合）。あのバンクシーの作品の中にも消されたものがいくつかある。カウンシルも必要経費購入者もちで希望者に売って、それを区の財源にすればいいのにね。

Some say graffiti is an art, but if it is done without permission, obviously it is illegal. Borough Councils accept a report of illegal graffiti from public. Once reported, all reports of graffiti will be investigated within 48 hours, and offensive graffiti on buildings owned and run by the Council will be removed within 24 hours of a report being received, and non-offensive graffiti will be removed within 14 days (Borough of Hackney‘s case). Even some of Banksy’s works were erased or painted over due to its illegality – maybe the Councils should sell the graffitis, with removal on buyer’s expense, and get extra money to use for the community’s sake.

British Airways’ 12 Days Strike Blocked | Flyglobespan Gone Bust

今日は、航空関係のビッグニュース2件が，イギリスのメディアを賑わせた。

1つ目は良いニュース。14日に発表された、12月22日から1月2日までの、12日にも渡るブリティッシュ・エアウェイズ（BA）のストが、決定過程に違法があった、また時期的に会社への打撃が大きすぎるとして、裁判所により差し止められた。これによって、クリスマスを含む年末年始に旅行を予定している約100万の利用客に影響が出るストが回避された。私たちも、今年のクリスマスはイタリアへ、と計画していたのでひと安心。

格安航空会社や賃金の安い外国の航空会社との競合により、BAの損失は1日あたり160万ポンドに上り、年金基金は会社資産を上回る37億ポンドの赤字、また従来なら稼ぎ時の4～9月の純損失は、過去最大の2億9200万ポンドを計上していた。そのため、BAは1700人の人員削減や社員のパートタイムへの転換（2010年までの削減人員数は4900人）、搭乗する乗組員の数の削減、2年間の賃金凍結などのリストラ策を次々に実行したが、客室乗務員らが加入するイギリス最大の労働組合ユナイト（Unite）は、これらが組合の合意なしに進められたとして憤慨、92％の組合員の賛成投票を受けて今回のストライキを決定していた。ストになれば、1日あたり1000万～3000万ポンド（約14億5000万～43億5000万円）の損失、また予定されているスペインのイベリア航空との合併にも支障が出ると見られていた。BA側は、この投票には既に退職している1000人の票が違法に含まれているとして、15日、裁判所にストライキ差し止め命令を求めていた。

しかしこのスト、クリスマス、年末年始と時期が悪すぎる。それにこのスト決定には、組合内の権力闘争が絡んでいたという。これでは人々の理解を得られないのも無理はない。しかも12日！あり得ない。報道によると、BAの客室乗務員の平均年収は、ヴァージン・アトランティック航空の約2倍、イージージェットの約1.5倍の2万9900ポンド（約430万円）。待遇はイギリスの航空会社でもちろんトップである。その割に、BAの職員のサービスは他の航空会社に比べて、大差はない。このご時世、生き残るためには今のままではやっていけないのは自明の理だ。日本航空もアリタリアもそうだけれど、BAの組合員も昔の国営航空会社、殿様商売の頃の待遇が忘れられないらしい。無理言っても、いざとなれば国が助けてくれると思ってるんだろう。でも、国も財政赤字が増大しており、赤字対策もままならない会社に無条件に税金を注ぐことは、世論が許さない。組合が強硬な以上、BAはいったん潰れて、新しい体制で再出発するしかないんじゃないかな。

そして2つ目は悪いニュース。スコットランド最大の航空会社、Flyglobespan（フライグローブスパン）が倒産し、予定されていたフライトは今日をもって全てキャンセルされた。これにより、スペイン、ポルトガル、キプロス、エジプトを中心に、約4500人の搭乗客が帰る便を失った。またこれにより、約800人が職を失い、フライトを予約した10万人以上の人々の足に支障が出るそうだ。エジンバラが拠点のこの航空会社、今日ニュースを見るまで聞いたことがなかった。景気の良い時に、新しい格安航空会社が次々と誕生したけれど、この不況の中、淘汰が進むと予想されている。客の立場としては、航空会社や行き先のチョイスが少なくなるのは悲しい。競争が減るにつれ、激安だった航空券の時代も終わるかもしれない。

2 big news related to an Airline industry struck the media headlines in UK today.

First news is a good one: High Court blocks a planned 12-day strike (Dec 22 to Jan 2) by British Airways (BA) cabin crew, after ruling that the strike ballot was illegal, and saves more than a million people’s travel plans during this busy period. We are so pleased to hear this news, as we are planning to visit M’s family in Italy for Christmas with British Airlines.

Due to the harsh competition with no-frills airlines and foreign airlines from the countries with cheaper wages, BA suffers daily loss of £1.6 million and £3.7 billions pension fund deficit, and reported a record pre-tax loss of £292m during April to September, traditionally its most profitable trading period. Struggling BA have taken cost cutting measures such as 1700 job cuts (total of 4900 to 2010), a slash of the number of crews on board, and a two-year pay freeze for cabin crew. But Unite, the largest labor union in UK, is upset as these measures have been taken without a negotiation with them, and announced the strike on Dec 14, backed with 92% of ‘yes’ votes of the members in the ballot. If strike would have taken place, it would have cost BA £10 to £30 millions a day and would have affected the merger with Spanish Iberia Airlines in a bid to survive. BA took the issue to the High Court on Dec 15, to halt the strike as illegal, because the ballot included 1,000 workers who have been made redundant.

The strike was planned in the busiest period of the year, and it is reported that the decision of the strike grounded in internal politics – these made majority of the people angry and be the company’s side. And 12 days? No way!  BA cabin crews earn average of £29,900, twice as much as the wage of Virgin Atlantic’s £14,400 and 50% higher than easyJet’s average crew wage of £20,200, and it is the highest pay in UK – who would feel sorry for them with their ‘worsening’ condition in the recession?? I don’t think the quality of service by BA crews and workers are better than their rivals either. How do union members believe that their company can win the competition against the rivals with cheaper price and/or better service, without cutting cost?? As other failing former national flagship airlines such as Japan Airlines and Alitalia, BA workers seems to cling to the good old time treatment without existence of its rivals, and may believe that the government will help the airline in the worst case. But time has changed. I don’t think the government with mounting debt can get taxpayer’s support to help them, if BA is not capable of implementing the survival plan because of the union’s stubborn “old militant” tactics. Maybe the best option is to make BA fail and to restart from scratch.

The second is the bad news. The biggest Scottish airline Flyglobespan failed after its parent company collapsed yesterday and all flights were cancelled. About 4,500 passengers were stranded, mostly in Spain, Portugal, Cyprus and Egypt. It is expected tnearly 800 jobs would be lost and over 100,000 passengers will loose their reserved flights. I’d never heard or seen this Edinborough-based airline, until I heard this news today. Many new discount airlines were born in the years of good economy, but quite many of them are not doing well due to the economic decline, and probably some will disappear in the future – we customers will loose convenience and freedom of  choice in airlines and destination, and probably it will be the end of ultra-cheap flights as competition lessens.

CABWISE advertising campaign: Know what you’re getting into

12月も半ばになり、ロンドンはクリスマスパーティシーズン真っただ中。その中で目を引くのが、11月26日に始まった、CABWISEの広告キャンペーン。迫力がありすぎて、同じ女性として背筋が寒くなる。そう言う意味で、注意を促すこの広告効果は抜群だと思う。

ロンドンのタクシーには、Black Cab（ブラック・キャブ、正式名称Hackney carriages／ハックニー・キャリッジ）以外に、Minicab（ミニ・キャブ）と呼ばれる、プライベート・ハイヤー業者（ライセンス要）がある。「流し運行」が許可されているブラック・キャブに対し、ミニキャブ利用の際は、法律で事前予約が必要。それでも週末のナイトクラブやバー等の外には、認可を受けていない、または認可を受けていても予約なしに路上で客を拾う、違法ミニキャブがたむろしており、それらの運転手による女性客へのレイプが問題となっている。ロンドン交通局や警察の広告キャンペーンの効果もあって、2003年には5人に1人が違法ミニキャブを利用していたのに対し、今では20人に1人弱までに減少。性的暴行も07-08年度の120件からは減少しているものの、2008-9年の被害は93件に上っており、月平均8人もの女性が被害にあっているという。

今年もロンドン市長、ロンドン警視庁、ロンドン市警察、ロンドン交通局連名で、テレビCMやポスター、新聞広告などで注意を呼びかけており、タクシーが必要な際は、ブラックキャブか認可を受けたミニキャブ業者をを利用、またその際には「CABWISE（キャブワイズ）」と呼ばれるシステムを使うことを奨励している。2006年に始まったCABWISEは、件名「CAB」で、「60835」という番号にSMSを送ると、GPSを利用し、近くにいるタクシー1台とミニキャブ会社2件の電話番号を送信してくれるサービス。最近は認知度も上がり、年々利用者が増加している。警察も、今後違法ミニキャブの取り締まりを強化するとのことだが、皆さんもくれぐれもご注意を。

Now in mid-December and in the height of party season, I often see this CABWISE advertising campaign on TV, newspapers or at the bus stops. It is so real and terrifying as a woman myself, and I would think the campaign is successful to alert women about the problem of illegal minicabs

There are 2 types of taxicabs in London: Hackney carriages (Black cabs) and Private hire (Minicabs). Black cabs can be flagged-down in the street or hired from a taxi rank. Minicabs must have a license issued by the Public Carriage Office, and cannot be hailed in the street and must be pre-booked. Though it is illegal, there are some illegal minicabs, with no pre-booking and with or without license, waiting for the possible customers outside nightclubs and bars, especially on weekends, and the sexual attacks on female customers by these illegal minicab drivers is a serious concern in London. Thanks to a series of advertising campaigns these years, the number of women using illegal cabs has fallen from 1 in 5 in 2003 to fewer than 1 in 20. However, the Met still recorded 93 minicab-related sexual offences in 2008-9, although that was down from 120 the previous year – which means that still average of 8 women a month become a victim of such crimes.

This year again, a new cinema, TV and poster campaign has been launched, under the name of Mayor of London together with Metropolitan Police, City of London Police, and Transport for London, urging women to use official minicabs or black cabs during the Christmas party season. The campaign also encourage people to use CABWISE, launched in 2006: text CAB to 60835 to get the numbers of one taxi and two licensed minicab firms, in the area you are texting from using GPS. Now more and more Londoners get to know about CABWISE and use the system, thanks to the campaigns. Police will also target touting hotspots and illegal minicab drivers, but please be careful everyone!
