It’s not the Money, it’s the Principle

誰かが掲示板に書いていたのを見たのだが、3月19日付のタイムズ紙に「Feel pity, but no need to give（同情するけれど、援助する必要は無い」という記事が出ていたそうだ。オンラインでは有料メンバーしか紙面を読む事ができないのでリンクは貼れないのだが、Disaster Emergency Committee（DEC：海外における主要な災害に対して効果的な人道支援を実施するための、独立した人道支援機関間のネットワーク）が、ハイチ地震の際のようなキャンペーンはしない、そして「イギリス赤十字はこれまで200万ポンドの義援金を集めたけれど、日本赤十字から海外からの援助は必要はないと言われた」とコメントした。

これに呼応する形で、British Democracy Forumというオンラインフォーラムに、「日本人は外国からの援助を嫌う。日本は『病的に』誇り高い国民で、海外からの干渉や助けを決して受け付けないから、時間の無駄だ」という、否定的かつステレオタイプなコメントが載せられた。

しかし日本赤十字社によると、これは全くの誤報だという。各国赤十字社がそれぞれ国内で受け付けた募金（救援金）は受け付ける旨を連絡しており、イギリス赤十字社を通じて集められた募金は、日本赤十字社が責任を持って被災者のために使うと言っている。

日本は世界でも有数の金持ち国だから援助は必要ないという声も多い。でも、先進国にしろ発展途上国にしろ、被災者のために何かしたいと言う気持ちは万国共通じゃないのか。ファイナンシャル・タイムズ （FT.com）は、どうしてアフガニスタンやベトナムといった貧しい国々が、日本を援助するのかと問うている。そして、それはお金ではなく道義の問題で、彼らの寛大さは将来忘れられる事はないと結論づけている。同感だ。助け合いの精神は人間が持つ美徳で、相手を思いやる心が、被害を受けた人たちを強く励ますと、私は信じている。インディペンデント紙の 「頑張れ日本、頑張れ東北」 と書かれた紙面が日本で話題を呼んだように、それは必ずしもお金である必要はないが、金銭的援助も「思いやり」の一つの形だと思う。日本人の美徳として、してもらったことは決して忘れないし、どこかで援助が必要な時には、必ず「恩返し」をするだろう。善意は回り回るのだ。今回の地震の際、海外から日本に多くの暖かい支援があったことをいつまでも心に留め、自分ができる事を、外国の人たちのためにもやっていきたいと思う。

There was upsetting article on the Times last Saturday with the headline, ’Feel pity, but no need to give.’ In the article, Disaster Emergency Committee (DEC) comments that they don’t do a campaign like they did for Haiti, because the British Red Cross has raised £2 million for the Japanese Red Cross, which has a leading role in the disaster response, but, the Japanese charity itself said: “External assistance is not required.” I can’t link to the article, as only the paid member can read the Times online .

In response to the article, someone on the British Democracy Forum wrote “The Japanese have never liked aid from foreign countries, indeed if Japan had its own way it would cut itself off from the world. The Japanese are a proud nation of people (albeit a very sick one) and will never accept outside interference or help. Busy bodies should mind their own business and get on with it.” It is quite depressing to read such a negative (and stereotypical) comment about Japan.

However, the Japanese Red Cross insists that what the article says is not true. They contacted foreign Red Cross and informed that they accept any fund raised by Red Cross in each country. Japanese Red Cross also promised that they would be going to use all the money raised by the British Red Cross for victims suffered by the Tohoku earthquake and Tsunami in Japan.

Some people say that there is no help necessary as Japan is one of the richest countries in the world. But I belive that helping people, no matter rich or poor, who are going through great hardship is universal,  and it is the virtue of human being. Financial Times (FT.com) raise the issue why poor countries such as Afghanistan and Vietnam are sending cash to the rich country like Japan. And it concludes that acts of generosity and solidarity that will not be forgotten – it is not the money, it’s the principle. I completely agree. The thoughts count, and the sympathy and compassion are great encourage for the people suffering. It doesn’t have to be money, that’s why many Japanese were moved by the Independent’s “Don’t Give Up Japan, Don’t Give Up Tohoku” cover, but money is one of a way to show your compassion. Japanese have a word “on-gaeshi,” which means “paying back to the kindness received”– they appreciate your help and will never forget what you do for them, and surely will return the favor you give them when you need help. Of course this is not only Japanese value but also universal, and goodwill will circulate itself – isn’t it beautiful? I will never forget the help Japan has received from so many people abroad, and I will help someone somewhere when it is necessary, as much as I can.

The Independent launches ‘mini Indy’ on October 26

今日の新聞に、こんな一面広告が出ていた。これは10月26日にインデペンデント紙が発行する新しい高級全国紙「i」の広告。イギリスで新しい高級紙の発行は、1986年のインデペンデント紙発行以来、25年ぶりなのだそうだ。

Independent Print社が発行元となるiは、インデペンデント紙の簡潔版で、情報過多と時間に追われる現代人が、上質なニュースを安価かつ短時間で読めるというのが売り。月〜金曜日発行予定で、お値段はタブロイド紙・サン並みの20ペンス。ロンドンの夕刊紙「イブニング・スタンダード」を1ポンドで買収・無料化して発行部数を3倍にし、今年3月には赤字に悩むインデペンデント紙を同じく1ポンド買収した（過去エントリー参照）、元KGBでロシア人富豪のオーナー、アレクサンドル・レベジェフ（Alexander Lebedev）氏のこと、何か新しい事をやらかすであろうと噂されていた。インデペンデント紙のニュースを使えるので、コストも抑えられるし、発行元もリスクが少ない。この「mini Indy」（インディはインデペンデント紙の愛称）、高級紙の中でいちばん発行部数の少ないインデペンデント紙の起死回生となるか？

I found this newspaper ad today, of “i“, which will go on sale on October 26. Created by the Independent, i will be the first quality daily paper to have launched in UK in almost 25 years, since the Independent itself in 1986.

i, published by Independent Print Limited, is a concise version of the Independent, and is designed for busy readers who are suffering from information overload and want a comprehensive digest of the news. This “mini Indy” is available on Mondays to Fridays, for just 20p, which is the same as The tabloid paper, The Sun. The owner Alexander Lebedev, a the Russian Billionare and former KGB agent, purchased the Independent this March for £1 (see past entry), after acquired the London Evening Standard for also £1 and made its distribution tripled by making the paper free of charge. He was expected to do something for the Independent as well, and now came up with this brilliant idea. It is also relatively risk-free for the publisher, making it with low additional cost by using news from the Independent. Let’s see if this “mini Indy” can help revive the underdog Independent, which has currently the lowest daily circulation among the UK quality national newspapers.

The Independent Newspaper Now is on a Hand of a Former KGB Officer

本日、発行から間がない歴史の浅い新聞の一つで、全国紙の中で最も発行部数が少ない高級日刊紙「インディペンデント」が、旧ソ連国家保安委員会（ＫＧＢ）の元エージェントで、ロシアのオリガルヒの一人であるアレクサンドル・レベジェフ（Alexander Lebedev）氏に、1ポンドで買収されることになった。現オーナーであるアイルランドのIndependent News & Media（INM）社によると、2009年は3100万ユーロ（277万ポンド）の損失（税引き前）を計上しており、1989年には40万部以上を誇った発行部数も、 2010年2月には18万3547部に減少、昨年に比べて10.88％減となっていた。契約によると、レベジェフ氏が将来発生する可能性のあるリスクを負う代わりに、INM社は、今後10カ月間にわたり、同氏に925万ポンドを支払うとしている。レベジェフ氏は、2009年1月にも、経営不振に陥っていたロンドンの夕刊紙「イブニング・スタンダード」を1ポンドで買収しているが、その後イブニング・スタンダード紙は無料化され、発行部数も3倍になった。インディペンデント紙も無料化されるのではと言う憶測もあるが、レベジェフ氏のスポークスマンによると、現時点では何も決まっていないそうだ。

Mは、インディペンデント紙は理想主義的で非現実すぎると、嫌っているが、私は一時期、土曜日版にある、懸賞付きのSuper Sudoku（縦横16マスの大きな数独）に凝ったことがあって、この為だけに土曜日版を買っていたのだけれど、経営不振のせいからなのか、だんだん賞品がみすぼらしくなってきて、そのうちに熱が冷めて買うのを止めてしまった。1年ぐらいはやっていたかな？その間、加盟シアターで使えるシアター券£50、本2冊（興味ない本だったけれど）と計三回当選し、数独の腕前もかなり上がった。でもMは、私の数独中毒のせいで、面白くもないインディペンデント紙を買うはめになる上、私があんまり熱中して口もきかなくなるので、文句ばかり言ってたけれど。

The one of the youngest and smallest-selling national newspaper, the Independent has been sold to former KGB agent and on of the Russian oligarchs, Alexander Lebedev for £1, from Irish publisher Independent News & Media (INM). INM has reported a pre-tax loss of €31m (£27.7m) in 2009. The paper had a daily circulation of 183,547 copies in February 2010, down from a circulation of over 400,000 in 1989, and 10.88% from the previous year. INM agreed to pay Lebedev £9.25m over the next 10 months to take on the future liabilities of the loss-making newspapers. Lebedev also bought the London Evening Standard last year for £1, and made its distribution tripled by making the paper free of charge. There is a speculation that the Independent will be free as well, but there is no decision as to whether it’s free or not, according to Lebedev spokesman.

Founded in 1986 by three former Daily Telegraph journalists, the Independent takes center-left / liberal political stance. The paper has also taken strong positions on environmental issues and against the restriction of mass immigration. It has been critical of 2003 Invasion of Iraq, and US and UK foreign policy related to the War on Terrorism. The Independent changed its format from broadsheet to ‘compact’ version from September 2003, and redesigned its layout in 2005. However, this couldn’t help the paper to get out of its financial trouble, due to the recession and reduced income from advertising.

M criticizes the Independent’s political position as too idealistic and too unrealistic. I am not a big fan of the Independent either, but I was addicted to the “Prize Super Sudoku” with 16×16 boxes on the Saturday Independent, and I bought the Independent only for the Super Sudoku for a while. I don’t know if it is due to its financial problem or some other reason, but the prize had been downgraded by time, and I lost my passion and stopped buying the paper. I had been doing it for about a year maybe, and I improved my Sudoku skills and won three prizes,  £50 theater token and two books that I was not interested in and gave to my friends. During my addiction, M complained every Saturday as he had to read the Independent and I was so into it and stopped talking to him every time I started to play it.

The Times London Underground Poster / Ad Campaign

今日、地下鉄の駅で見た、The Times（タイムズ）紙のポスター。Mが愛読しているイギリスの新聞で、写真を効果的に使った広告キャンペーンを行っている。2008年9月、ダウニング街10番地の黒いドアの前で笑顔で手を振っている当時民主党候補だったオバマや水着姿の少年等、写真のみで広告主の名前が入っていないミステリアスなポスターが、70のロンドンの地下鉄の駅に出現。色々な憶測を生んだ。その翌週、同じ写真だが今度は「The Times」の名前入りのポスターが張り出され、その謎が明かされた。という鳴り物入りで始まったこの広告、その後も次々と写真を変えながら続いており、新しい広告を見つけるのが楽しみになっている。最近、読者に現在の社会問題を考えるきっかけを作る、新しい広告キャンペーン”Be part of the times‘の第2段階が始まった。

The photo above is a British newspaper ‘The Times‘ poster I saw at the London Tube station. The Times, M’s favorite paper, has been doing this striking ad campaigns since last year. In September 2008, several variety of mysterious posters with no brand name but only images, such as then Democratic presidential candidate Obama standing in front of number 10 Downing Street and boy in bathing suits, appeared at 70 London underground stations. These posters without any message or explanation stirred speculations among Londoners. Then on the following week, the same images with ‘The Times’ reappeared across the images and the mystery was solved. This ad campaigns are still going on with new images, and it gives me an additional joy to look for a new version of the ads. Recently the Times has launched the second phase of a poster initiative that invites consumers to think again about current issues as it invites them to “Be part of the times‘.

イギリスの新聞（全国紙）は、階級社会を反映し、Quality Press（クオリティ・プレス）と呼ばれる、中・上流階級や知的階層向けの高級紙と、Tabloids（タブロイド）と呼ばれる中流階級・労働者階級向けの大衆紙に分かれている。階級人口を反映してか、大衆紙の売上げは高級紙を圧倒的に上回っている。例えば、イギリスの新聞最大発行部数300万部を超えるThe Sun（サン）に比べ、高級紙最高部数を誇るThe Daily Telegraph（デイリー・テレグラフ ）でも90万部以下である。硬派の記事が主流の高級紙に比べ、大衆紙はゴシップ・スポーツ・お色気満載で、日本のスポーツ新聞のような感じ。でも、ルパート・マードックがタイムズを買収して以来、読者離れを防ぐため、高級紙も柔らかい記事を載せるようになった。

高級紙は伝統的に大判の新聞紙を使用していたのでBroadsheets（ブロードシート）とも呼ばれるが、近年は利便性を考慮し、タイムズとインディペンデントが小型化。ガーディアンはそれより少し大きなBerliner（ベルリナー）と呼ばれるサイズを採用している。高級紙と呼ばれるのは以下の5紙。政治的スタンスは、下記の順で保守派／右寄り→左寄りとなる。発行部数はテレグラフ＞タイムズ＞ガーディアン＞インディペンデント＞ファイナンシャル・タイムズの順。

Reflecting British class system, UK national newspapers could be split into serious-minded newspapers, usually referred to as quality press or broadsheets, and less serious newspapers, known for their small size as tabloids or the popular press. The readers of quality press are typically middle/upper class and intellectuals, and normally working class readers choose tabloids. The circulation of popular press are much higher than quality press – The Sun, the biggest newspaper in UK, boasts around 3 million circulation in compare to the top quality press The Daily Telegraph with less than 0.9 million readers. In compare to quality press with serious topics, tabloids are full of gossips, sports and half-naked women. However, recently quality press start to catch up with popular press and talk more casual articles, trying to keep their readers.

The quality press are known as broadsheets due to their traditionally large size, but considerations of convenience of reading, The Independent and The Times switched to a compact format, and The Guardian adapted a Berliner format, slightly larger than a compact. These are five quality press in UK. Their political stances are conservative/right → left from the top. The circulations: The Daily Telegraph > The Times > The Guardian > The Independent > Financial Times.
