A Bad Day for England

今日のニュースの二大トピックスは、イングランドがサッカーの2018年ワールドカップ招致に失敗したことと、ここ数日続いている大寒波の話題だった。

30億ポンドもの経済効果があると言われるワールドカップ招致に関しては、ここ数日招致委員会もメディアも自信満々、最終プレゼンテーションには、キャメロン首相、デービッド・ベッカム、ウィリアム皇太子が乗り込み、相当気合いが入っていた。最有力候補と言われていたロシアのプーチン首相が欠席することになったことで、ロシアが脱落したとの期待が高まり、昨日のBookies（ブックメーカー：賭け屋）の予測でイングランドがトップ候補と報道されたりと、かなり期待が高まっていた。にも関わらず、ふたを開けてみれば、第一ラウンドで2票しか取れず、あえなく脱落。

メディアは、サンデー・タイムズ紙のFIFA理事へのおとり取材の記事や、11月29日放映のBBC番組・PanoramaでFIFAの役員3人が賄賂を受け取ったことが報道されたことがFIFAの不評を買ったとか、色々言ってるけれど、FIFAのような世界的大組織で、一番のイベントであるワールドカップ開催地決定において、賄賂も接待も裏交渉も政治的理由もつきものだろう。2012年ロンドン・オリンピックを招致できたのだって、裏で何があったか分からない。2014年にはコモンウェルス・ゲームズ、2015年はラグビー・ワールドカップ、2019年はクリケット・ワールドカップを開催する事が決まっているのだから、何もサッカー・ワールドカップまでと欲張る事はないのに。

Today’s news in UK is all about England’s failure to host World Cup 2018 and big chill which has been staying over UK for several days.

About the World Cup 2018, which could have brought £3 billion economic boost, the bid team as well as British media were so confident until the bid today. Big names such as Prime Minister David Cameron, Prince William and David Beckham traveled to Zurich to attend the final presentation, and bookies named England as the favorite after frontrunner Russia’s Putin decided not to attend the decision and British thought it was a sign of Russia’f fall out of the race. The national expectation heightened to the maximum – until the vote started. The result was a huge disappointment and disaster – England got only two votes and kicked out on the first round.

Media blames that the undercover report of the Sunday Times and BBC’s Panorama aired on November 29 accusing FIFA’s corruption, as the reason of England’s loss by causing FIFA’s anger, but come on! Everybody knows that money, negotiation, deal-making and politics are involved in deciding the host nation of the biggest event of the sports in the world, and FIFA, a powerful international association, is obviously not clean and fair. You were not born yesterday! You never know what really happened behind the door when London was chosen to host 2012 Olympic Games. Also why England wants all major sporting events anyway? London hosts the 2012 Olympics, and after, big events such as 2014 Commonwealth Games, the 2015 Rugby World Cup, and the 2019 Cricket World Cup come to UK That’s quite enough. Give other countries an excitement too!

先週末から3年続きの大寒波（過去のエントリー1/2/3）に襲われたイギリス。昨日は雪が積もり、家のバルコニーは↓こんな感じになった（BBC参考写真）。イメージとは裏腹に冬でもそれほど雪が降らないイギリスは、雪が降る度に大パニックに陥る。タイムズ紙のアメリカ人記者は、イギリス人は仕事や学校を休む口実になるから、わざと騒ぎ立ててるんじゃないかと書いていた。冗談かもしれないが、その通りかもと少し思ったりもする。

Big freeze has struck UK since last weekend, three winters in a row (past entry 1/2/3). It snowed yesterday, and our balcony became like this ↓ (also see BBC photos). Every time “big” snow (for Brits, but obviously not for Scandinavians or North Americans) hit UK, the country gets panicked and falls in a big chaos, as British winter is not severe on contrary to its public image abroad. The Time’s American journalist wrote that British’s unpreparedness toward snow maybe intentional and a national conspiracy – so people can skip work or school. It may be a joke, but I think that could be quite a possibility…

Dispatches: Post Office Undercover @ Channel 4

チャンネル４のドキュメンタリー・シリーズ、「Dispatches: Post Office Undercover」を見た。Dispatches（ディスパッチズ）は、1987年から続く、時事や社会、政治、健康、宗教等幅広い問題を取り扱う硬派番組で、潜入取材を中心とする。BBCのPanorama（パノラマ）も同様の番組だが、30分の放送時間のPanoramaに対し、Dispatchesは1時間なので、より深く題材を掘り下げた考察をしていると思う。

最近はあんまり行っていないけれど、郵便局にはよくお世話になっているので、郵便ネタには非常に興味がある。2004年、05年にも同様の番組があり、郵便物抜き取り等のロイヤルメール内にはびこる問題を暴きだし、その後の調査でロイヤルメールは1000億ポンドの罰金を課された。「Post Office Undercover」では、また2人のリポーターを派遣社員として送り込み、Royal Mail（ロイヤルメール）の主張する「システムの近代化とサービス向上」の成果のほどを探っている。結果は。。。5年前と同じ。充分に訓練されていない派遣スタッフ、故障だらけの配達用トローリー、建物に入る際の不十分なIDチェックとセキュリティの不備、郵便物の盗難、市民の破損や配達の遅れ、サービスの悪さへの怒り、自動仕分けシステム等近代化の遅れ、スタッフのマネジャーや待遇に対する不満とその結果としての職務怠慢、そしてこロイヤルメールの言い訳と番組への逆ギレ等々。13億ポンドをかけたと言われる近代化はどこにも見えず、郵政の専門家も事態の深刻さに警鐘を鳴らしている。

この番組に先立ち、タイムズ紙でも、ロイヤルメールに関する面白い記事を見つけた。タイムズのチームは、宝くじ入り（£1相当）の100通のバースデーカードを全国の宛先に送り、どのぐらいの確率で配達され、配達までにどのぐらい時間がかかるか、そして宝くじはちゃんと封筒に入ったままかを調べる実験を行った。半分はファーストクラスで、そして半分はセカンドクラスで発送（郵便に関する詳細は過去エントリー参照）。そして半分は糊付して、半分は開封したまま封入口を中にたくし込んである。その結果は、宝くじ入りで届いたのが93通、3通は未達だった。92％のファーストクラス扱いは翌日着、98％セカンドクラス扱いは2日以内に配達先に到着した。私は、イギリスでこの数字は上出来だと思うのだが、タイムズ紙の記者は「Royal Mail can no longer be trusted（ロイヤルメールはもはや信用できない）」と手厳しい。ロイヤルメールには、1日5000件の苦情が届くそうだ。私も過去に数回行方不明になった手紙・小包がある。ロイヤルメールの経営陣も、組合との対決が怖くて（イギリスでは組合は非常に力を持っている）、事態改善には及び腰だと言う。

大多数のPosties（郵便局員の愛称）は真面目に、責任を持ってやっているのだろうけれど、これだけ大所帯になると、少数のBad apple（腐ったリンゴ）が混じってしまうのは仕方がない（ロンドン等の大都市では特に）。それよりも、番組を見ていて気づいたのは、マネジャーや経営陣に対する局員の強い不信感とモラルの低さ。自分の職業へのプライドも、ロイヤルメールへの忠誠心も全く感じられない。クリスマス前のスト騒ぎは経営側・組合側の合意の上、解決したとされているけれど、局員の待遇への不満は依然として強く、わざと手抜きをして職務に大きな支障をきたした。BrixtonとTootingという、ロンドンのあまり良いエリアとは言えない場所ではあるのだけれど、ロイヤルメールが職員のモチベーションを上げることができないのが一番の問題ではないかと思う。国民的人気の、Postman Pat（ポストマン・パット：ポンキッキーズのコーナードラマで放映）の良き伝統はどうなってしまったのだろう？

I saw Channel 4‘s “Dispatches: Post Office Undercover” today.  Dispatches is the current affairs documentary series, started in 1987. The program covers issues such as British society, politics, health, religion, environment, and international current affairs, usually featuring an undercover journalist in an organisation. BBC‘s Panorama is the same kind of documentary series, but the running time of Panorama is just 30 minutes, and Dispatches can dig an issue deeper as it is an one-hour program.

Though I don’t go to a post office as often recently, I go there quite often and am quite interested in the post office related topic. Dispatches went undercover to investigate the Royal Mail, to reveal some problems such as stealing of mails etc in 2004 and 2005, resulting in an enquiry by the postal regulator, followed by a fine of almost £10 million. The program sent two reporters go undercover again to find out if the Royal Mail has delivered on claims that it is modernising and improving its service. The result is… no improvement from 5 years ago; poorly trained agency workers, damaged and defective equipment, inadequate ID check and security, theft from the letters and packages, angry members of the public who have experienced damaged mail, delays and poor service, lack of modernization like automated sorting system, workers’ frustration against pay and working times and the management, sabotage of work as a result,  and the Royal Mail’s same old excuse and criticism against Channel 4 . The claimed modernization costing £1.3 billion is nowhere to be seen, and postal experts raise the alarm against the Royal Mail.

I found an interesting article on the Times few days ago, related to this program. The Times Money team sent 100 birthday cards with a National Lottery scratchcard worth £1 to the addresses across the country, to discover how many of them would arrive, how long they would take, and if any of the scratchcards would go missing: half of the cards 1st-class, and the rest 2nd-second class (see more details in my past entry about the mail service), and half of the envelopes were sealed and half were left unsealed but with the sleeve firmly tucked in. The result is: 93 arrived with their scratchcards and 3 letters did not arrive. 92% 1st class mails arrived the next day, and 98% 2nd class arrived within 2 days. I thought the number is not bad at all as of UK service, but the Times journalist harshly conclude as “Royal Mail can no longer be trusted.” The Royal mail receives 5,000 complaints everyday, according to the Times, and I have experienced missing mails several times in the past.Insiders at Royal Mail say that management’s failure to act is in part rooted in a fear of implementing any measures that might be perceived as unfairly targeting the innocent majority of staff.

Of course, most of the posties do their job seriously with sense of responsibility, but there is no way that few bad apple comes into the large corporation like the Royal Mail (especially in big cities like London). But the most striking issue I find in the program is the strong mistrust among workers against the management, and their lack of motivation. There is no sense of pride to be a postal worker or loyalty to the Royal Mail. Although the postal strike threat before the Christmas was avoided by the agreement between the management and the unions, the frustrated workers failed to met up their job and caused major delays in delivery during the busy season. The post offices where the two journalists went undercover are in Brixton and Tooting, where are not the best areas of London, but I think the biggest problem is the Royal Mail’s lack of leadership to raise the motivation among the workers. Where is the good old proud postmen, like Postman Pat??

昨日のBBCの「Panorama（パノラマ）」で、不法移民の事が取り上げられていた。ちなみに、パノラマは、1953年に放映開始、世界で最も長く続いている３０分の時事ドキュメンタリー番組で、経済や政治、社会問題、教育等、幅広いトピックを扱う。London School of Economicsのレポートによると、現在約７５万人の不法移民がイギリスに住んでいて、その３分の２は、ロンドンに住んでいるという。その多くが仕事や持ち家を持ち、税金を払い、中には選挙権を持つものもいるという。ボリス・ジョンソンロンドン市長は、政府が大量の不法移民を防げなかった事を非難し、すでに国内にいる不法移民には法的にイギリスに住む権利を与えるべきだと言う。もし、不法移民を全員国外追放するとすると、一人につき11,000ポンド、計80億円かかり、34年もの歳月がかかるので、確かに現実的な解決法ではない。しかし、政府と野党保守党ともに、不法移民の更なる増加を促し、すでに危機的状況にある福祉、ヘルスケア、教育制度に負担がかかると、恩赦には反対の立場を取っている。

より良い生活を求めて、危険をも顧みずやってくる不法移民たちの気持ちも苦労も分かるが、法律違反は法律違反だ。来たくても自国にとどまらざるを得ない人たちや、また法律を遵守している正規移民にとって、恩赦はフェアじゃないと思う。Mはヨーロッパ人だから、Mも私も自動的にイギリスに住む権利はあるはずだが、いろいろな書類を提出して、もう１０ヶ月も永住ビザ発給を待っている。年々ヨーロッパ以外から来る人々がイギリスビザを取得するのが難しくなっている昨今、日本人だって最近はイギリスビザをとるのに苦労している。ずるした人が得する制度は、ちょっと腑に落ちない気がする。

Yesterday, BBC program ‘Panorama‘ dealt with illegal immigrants in UK. ‘Panorama‘ is the longest-running current affairs documentary series in the world since 1953, and discuss a variety of issues from politics, economy to social issues or education etc in 30 minutes. According to the report of London School of Economics, there are currently nearly three-quarters of a million illegal immigrants living in Britain, and two-thirds are thought to live in London. Many have managed to get jobs and their own homes, and pay taxes. Some are even registered to vote. The mayor of London, Boris Johnson condemned the Government for failing to prevent a flood of illegal immigrants to UK and to deal with them properly, and called for an amnesty for those who had been in the country for considerable period of time. If all the illegal immigrants to be deported, it would cost £11,000 per person, £8 billion , and would take 34 years – therefore he said that it is not practical. However, the Government and the Conservative party oppose the amnesty because it could encourage more illegal immigrants to come to UK and would cause more burden on welfare such as healthcare and education.

I understand the hardships of illegal immigrants who seek better life and cross the border with risks, but illegal is illegal. It is not fair for the people who want to come to UK but cannot do it, and for the legal immigrants who respect the law and take a legitimate step to come to UK. Since M is an European, so we have automatic rights to live in UK, but we had to submits all kind of documents and have been waiting for Permanent Residency for over 10 months now. It is getting tougher and tougher in these days for non-European to get UK visa, and many of them struggle to get it. I just can’t agree with the system that people who cheat can win what they want.
