今日4月6日、ブラウン首相は、任期満了に伴い、5年ぶりの総選挙を5月6日に行うと発表した。イギリスの議会は、上院（貴族院）と下院（庶民院）の二院制を取っているけれど、上院議員は選挙ではなく指名制なので、選挙では下院議員のみ選ばれる。4月12日にはエリザベス女王によって議会が解散され、5月6日には国政選挙と地方選挙が同時に行われる。→選挙のスケジュールはここからチェック。

労働党政権になって約13年。2007年にブレア前首相から首相職を引き継いだブラウン首相は、就任後人気が低迷、支持率低迷の責任を取っての党首辞任がささやかれ、野党からは解散総選挙のプレッシャーにさらされていたけれど、何とか持ちこたえ、2005年の前回総選挙から5年の任期を全うした。ブレア元首相の下で「New Labour（新しい労働党）」を標榜し、第三の道路線を取って高い支持率を誇った労働党も、1997年にアメリカとともに始めたイラク戦争あたりから人気が下落。変わって、2005年に若さと爽やかイメージを武器に党首に就任した、オックスフォード卒で、つるつるお肌の、いかにも良家の御曹司って感じのデービッド・キャメロン率いる保守党（前身がトーリー党であることから愛称Tory／トーリー）が、オバマの真似して「チェンジ」をスローガンに掲げ、支持を伸ばしている。現在の各政党支持率は保守党優位であるものの、ガーディアン紙の調査によると労働党は差を縮めつつあり、また投票先を決めていない浮動有権者も多く、先行き不明な感じ。どちらも絶対多数を取れない「Hung Parliament（宙ぶらりんの議会）」も予測され、いつも2大政党に隠れて影の薄い第3党・自由民主党（愛称Lib Dem／リブ・デム）が、政権のパートナーという重要な役割を果たす可能性もでてきた。

今回の選挙の争点は、NHS（国営医療サービス）や経済、移民政策など。また、今回の選挙では、オバマが勝利をおさめたアメリカ大統領選のように、インターネットが重要な役割を果たすことが予想されている。キャメロン党首は、党のウェブサイトにある「Webcameron」（ウェブカメラとキャメロンをかけた？）で、自らの活動をビデオで紹介しているし、労働党も、ウェブサイトやツィッターを使って若者の支持をはかる。ブラウン首相よりも、慈善活動に精力的に取り組む良妻賢母、サラ夫人の方が人気が高く、夫人のツィッターには100万人以上のフォロワーがいる。そして、選挙活動においては、労働党はSaatchi & Saatchi、保守党はM&C Saatchi（自身が設立したSaatchi & Saatchiを追われた創業者サーチ兄弟が立ち上げた会社。兄弟はサッチャー時代の保守党キャンペーンを手がけた）と、共に有名広告会社に依頼。この1ヶ月の間に、どんなポスターやキャンペーンが出てくるか、楽しみだ。

Today Prime Minister Gordon Brown formally announced that the General Election will be held on May 6. The UK Parliament has two houses: an elected House of Commons and an appointed House of Lords. The Queen will dissolve Parliament on April 12, and Members of Parliament (MPs) to seats in the House of Commons will be elected on May 6. Local elections will take place on the same day of the general election as well. → you can check election schedule here.

It’s been 13 years since Labour took the power. Once boasted high popularity with the “New Labour” policy under then young leader Tony Blair, the governing Labour Party will be looking to secure a fourth consecutive term in office and to restore support lost since 1997, resulted in resignation of Blair who was accused of his involvement in the Iraq war. The Conservative Party will seek to replace the Labour government after losses in the 1990s, under David Cameron, an Oxford-grad young and posh leader with smooth skin and smart talk, with his slogan ‘change’, copying Obama’s catchphrase. He became a leader of Tory (nickname of the Conservative party, a successor of the Tory Party) in 2005. Currently Tory leads national polls, but the Labour is catching up, according to the Guardian poll, and swing voters can change the political landscape. “Hung Parliament” is also anticipated, and the third party Liberal Democrats (Lib Dem) , which is usually overshadowed by Labour and Tory, could hold the balance of power in such a case.

Important issues of this election are such as NHS (National Health Services), economy, and immigration. Internet is expected to play a big role, like internet grass-roots helped Obama win the US presidential election. Cameron updates his activities on “Webcameron” (webcamera +  Cameron??) on the Tory’s website. Labour also has their website and Twitter to attract young voters, and Sarah Brown, a wife of Gordon Brown and a popular charitable activist, has over 1 million followers on her Twitter page. Recently the Evening Standard reported that Tory called in M&C Saatchi, Margaret Thatcher‘s favorite advertising men, for their advertising campaign, and Labour has hired Saatchi & Saatchi – exciting to see future political campaigns and posters, created by these UK’s famous advertising companies.

London Eye: Happy 10th Anniversary!

今日3月9日はLondon Eye（ロンドン・アイ）の10回目の誕生日。ミレニアム記念事業として2000年に一般客に開放された、直径135mの世界最大規模の観覧車のロンドン・アイは、年間380万人が訪れるロンドンの新しいシンボルとなった。この10年間の間に3600万人もの人々がここからロンドンの眺めを楽しみ、計433組のカップルがここで結婚式を挙げた。今年のバレンタイン・デーには、34ものプロポーズがなされたという。

10周年を記念し、今日7時以降にロンドン・アイを利用すると、Pommery（ポメリー）のシャンパン1杯が無料で振る舞われ、ロンドン・アイがライトアップされるなどの記念イベントが行われる。また、3月8日から17日までの10日間、lastminutes.comでは通常£18するチケットが£10（大人料金。5〜15歳の子供は10%の£8.55）で買えるほか、ロンドン・アイを経営するMerlin Entertainmentも、3月中は朝10時の搭乗に限り、大人£10・子供£5の10周年記念チケットを販売している。

ロンドン・アイの上からの眺めはまあまあ綺麗でも、£18という値段を考えると、これまで2度乗ったことあるし、30分のFlight（以前はブリティッシュ・エアウェイズがオーナーだったせいか、「フライト」と呼ぶ）はちょっと長すぎるので、今は外から見ているだけで充分かな。特に夜のライトアップされた様子や新年の花火は、とてもきれいで幻想的です。

Today on March 9th is the 10th birthday for London Eye. Built as a part of Tony Blair’s millenium projects, London Eye is one of the largest Ferris wheel at height of 135m (443 ft) , and has been a new symbol of London that welcomes 3.8 million visitors a year. During the 10 years, total of more than 36 million people have visited the site, and 433 weddings have taken place. On this Valentine’s Day, 34 proposals had been made in the capsules.

To celebrate the 10-year anniversary, the visitors are treated to a free glass of Pommery champagne from 7pm and onwwards today, as well as a light show and onsite entertainment. The lastminutes.com offers an adult ticket for a bargain price of £10 (normally £18 per adult. 10% discounted price of £8.55 for a child from 5 to 15 years), between March 8th and 17th. Merlin Entertainment, the owner of London Eye, also has the 10th Birthday offer for the 10am Standard Flight for £10 for an adult and £5 for a child, during this March.

I took the London Eye twice so far: the view from the wheel is nice (but not breathtaking), but considering usual adult fare of £18 and lengthy 30 minutes ‘flight’ (it is called probably because British Airways was the previous owner?), I can enjoy just looking at it from the ground or from the boat on the Thames river. Especially London Eye looks spectacular at night when it is lighten up, and on the new year’s celebration with fireworks.

今日から5日連続で掲載される予定のThe London Evening Standard（イブニング・スタンダード）の特集、「The Dispossessed（土地や 家などを奪われた人々）」の一日目の記事を読んだ。貧富の差の激しいロンドンの、見捨てられた貧しい人たちの状況をリポートした、なかなかショッキングな内容だ。ヨーロッパで最も豊かな市であるロンドンでは、6人に1人の子供は誰も働いていない、生活保護で生計を支えている家庭に育ち、この3年間で低所得者層は130万人増えた。ロンドンの人口の4分の1にあたる190万人は学歴も資格もないか、あっても低レベルのものだそうだ。反対に、この不況下、公的資金を注入された銀行を含む、銀行員への高額ボーナスが問題視され、政府は2万5000ポンド（約360万円）以上のボーナスに課税する税率50％の1回限りの特別税を決定、溜飲の下がった国民も多いのだが、世論や経済状況を考えると、既に充分すぎるほどお給料をもらっている銀行員の方々には我慢していただくしかないかなと思う。異常な額のボーナスや給料は、どこかで歯止めを加えないと、さらなる金融リスクを誘発する要因にもなるし、余りにも度が過ぎると、フランス革命時の特権階級のように怒れる庶民に襲撃される可能性もある。すでに裕福な生活をするだけのお金はあるのだから、フェラーリを我慢してBMWで、5億円の豪華マンションでなくて3億円ぐらいの物件で満足してほしいものだ。

ロンドン東部の4区（私の住んでいるHackney、生活エリアのIslington、ブリックレーンを含む Tower Hamlets、Newham。イーストエンドと呼ばれ、昔から労働者階級が多く住む）は、市内で最も貧困レベルが高く、48％もの子供が貧困家庭に育つ。しかし、ハックニーやイズリントンなどは、金融街シティも近いので、高級アパートやお洒落なエリアも多く、場所によっては億ションの隣に公営住宅（Council Housing）が隣接している。記事で書かれているのは、おしゃれなカフェやレストラン、セレクトショップが並ぶイズリントンのUpper Street（アッパー・ストリート）。トニー・ブレア前首相が以前住んでいて、政権を取る前にブラウン現首相と会談し政策を語り合った、労働党政権いわれのあるエリアだ。1997年にブレアは首相となり、その2年後には、子供の貧困を2010年までに半減、10年間の間になくすという誓約をしたが、現実は良くなるどころか悪化している。労働党と言いながら、「第三の道」政策で経済に力を入れ産業活性化を図ったため、景気は良くなったが、富める者はますます富み、貧しい者はますます貧しくなる、という結果になってしまった。そのアッパー・ストリートのど真ん中の公営住宅に住む少年（写真上）は、アッパー・ストリートは「useless（使えない、無益）」で、何もすることがないと言う。週たった£50で暮らす彼は外食もほとんどしたことがなく、大学に入るにも、その申請にかかる費用の£19が払えない。これまでに32もの職に申し込んだけれど、どれも面接以前に拒否され、自信も希望も失っている。アッパー・ストリートのトレンディ・カフェ、Ottolenghi（ちょっと高いけれど、ケーキ類が美味しい）等にたむろう、「Champagne socialist（シャンパンを飲む社会主義者）」と呼ばれる、弱者の味方を気取るリベラル左翼中流階級のイズリントン住人の集まるエリアだけに、なんだか皮肉な話だ。多分、彼らはこの少年のような人たちと交わることはないだろうし、どんな生活しているのかも想像がつかないだろう。

I read the first article of “The Dispossessed,” a five-day special report on London’s forgotten poor in the London Evening Standard. It is is quite shocking article about the city hugely divided between rich and poor. In London, the richest capital in Europe, 1 in 6 children grow up in workless households, and the number of people in low income households have risen 1.3 million over the past three years. 1.9 million of people, a quarter of the city’s population, have no or low qualifications. On the other hand, under this tough economic circumstances, huge bonuses for bankers, including some banks rescued with billions of public money, are acutely criticized, and one-off 50% levy on all bank bonuses worth more than £25,000 enforced by the government make many people feel gratified. Considering public sentiment after all the chaos banks and bankers caused, there is no other choice for bankers but to be generous and altruistic to the society. There should be some sort of brake worldwide for this out-of-control bonus to the bankers, which possibly cause another financial crisis in the future – otherwise they may be all lynched by the angry public, like what happened to aristocrats during the French Revolution. They already have enough money to enjoy their privileged life, so just downgrade from Ferrari to BMW and take £3 million flat instead of paying £5 million, during this tough time.

London’s four boroughs in East End; Islington (where we hang around), Hackney (where we live), Tower Hamlets (where Brick Lane is) and Newham, are the capital’s most deprived boroughs, where 48 per cent of children live in poverty. However, Hackney and Islington are quite close to the financial district the City, and there are some trendy areas with expensive apartments and posh stores and restaurants, side by side with the council housing blocks. Islington is the centre of the article, where the social-reforming New Labour project began: this is where former prime minister Tony Blair lived and it is here at Granita restaurant in fashionable Upper Street, that he and current prime minister Gordon Brown met in 1994 to discuss their rise to power. Blair became Prime Minister in 1997 and two years later he made his pledge to “end child poverty within a generation” and to “halve it by 2010” , but the reality is far worse than they planned. The New Labor government revitalized the economy, and as a result the country as a whole had enjoyed prosperity, but the gap between rich and the poor have widened. In the article, a boy who live in the social housing block in the heart of Upper street (photo above), but for him Upper street is ‘useless’ and there is nothing to do there. He has never eaten in a restaurant in his life, except all-you-can-eat for £5 buffet. He lives on £50 a week budget, and cannot even afford to pay for £19 college application form. His self-confidence has been crashed after he had been turned down 32 jobs without a chance to have an interview. It is an irony that this is the same area where liberal middle class “Champagne socialists,” who live around Upper street and hang around trendy Ottolenghi, talk about social justice – I am afraid that they don’t mix with people like him and have no clue what kind of life he lives through…

“Trash” Britannia Souvenir Shop @ Piccadilly Circus

クール・ブリタニア（Cool Britannia）は、20世紀の半ばから後半にかけて、イギリスの現代文化を描写するために使われたメディア用語で、イギリスの愛国歌「ルール・ブリタニア」（”Rule, Britannia”: ブリタニアよ世界を治めよ）をもじったもの。1967年に、ボンゾ・ドッグ・バンド（the Bonzo Dog Doo-Dah Band）の曲のタイトルとして、初めてこの言葉が使われたが、1990年代に再び使われるようになり大流行。トニー・ブレア首相（当時）率いる労働党政権が打ち出した、「第三の道／ニュー・レイバー」路線の初期の頃と密接に関連づけられている。90年代は経済も好調、社会が勢いづいていた時代で、ブラーやオアシス等のブリット・ポップはヒットチャートを賑わし、ダミアン・ハーストやトレイシー・エミン等のヤング・ブリティッシュ・アーティスト（YBA）はアート界に新風を吹き込んだ。ジョン・ガリアーノやアレキサンダー・マックイーン（今日のニュースで、自殺による死が報道された）等の若手ファッションデザイナーも、世界のメジャーなファッションショーで注目を浴びていた。かくいう私たちも、シンプルだけれど洗練されたイギリスのグラフィック・デザイン、そしてこの「クール・ブリタニア」のエネルギーにつられて、1997年にイギリスに引っ越してきたのだ。1997年に総選挙に勝利して、44歳で首相となったブレアは、このトレンドを政策にも取り込み、国家戦略として、「クールでかっこいい」イギリスを世界に売り込もうとした。

しかし！今日、ピカデリー・サーカスで、この言葉を冒涜する輩を発見した。それが、この「Cool Britannia」という土産物店。店の真ん中には、ルーフにイギリス国旗がルーフに描かれたミニ・クーパーが置かれ、ビーフィーターの格好をさせられたおじさんが、観光客と記念撮影している。店名から、イギリス・ブランドやスタイリッシュな商品を扱っていると思いきや、中は「クール」とはほど遠い、安物の中国製品で溢れ返っている。結構旅行者で賑わっていたのが悲しい。以前から思っていたのだが、ロンドンには、素敵な土産物屋さんが少なく、南アジア系の人たちが経営しているチープで粗悪品を売る土産物屋が氾濫している。それで、「Cool Britannia」を初めて見た時に、やっとまともな土産物屋ができたのかと思ったら、このざま。。。

ロンドンでお土産を買う時は、デパートか専門店、または美術館や博物館のミュージアム・ショップで。割高だけれど、品質もデザインも格段に上。もし予算に限りがあるなら、スーパーマーケットやドラッグストアで。素敵なパッケージのお手軽な商品が手に入ります。

Cool Britannia is a media term that was used during the mid-to-late 20th century to describe the contemporary British culture.  It is a pun on the title of the British patriotic song Rule, Britannia!, and the phrase “Cool Britannia” was first used in 1967 as a song title by the Bonzo Dog Doo Dah Band. The term was commonly used during the 1990s, when the country was enjoying growing economy and good vibes. Britpop groups such as Blur and Oasis hit the world’s charts, and Young British Artists (YBAs) like Damien Hirst and Tracey Emin created a new wave of unconventional contemporary art (although personally I don’t fancy them). Young fashion designers like John Galliano and Alexander McQueen (whose sudden death, possibly suicide was reported today) grabbed the spectator’s attention on catwalks around the world. M and I also attracted to the simple but stylish British Graphic Design and the energy of “Cool Britannia”, and decided to move to London. Cool Britannia was closely associated with the early years of “New Labour” under Tony Blair, who won the election in 1997 and became a prime minister. Blair tried to incorporate the trend in his policy and launched  the Creative Industries Task Force, intending to sell ‘Cool’ Britain to the world.

But!! Today I found a shop which completely misuse the concept of “Cool Britannia” in the center of Piccadilly Circus. In the middle of the shop, you see a Mini with British flag on its rooftop and a sad-looking man in Beefeater costume, being photographed by some tourists. You may get an impression that the shop carries full of cool British brands and hip products, but in fact there is full of cheap trash made in China. It is sad to see some tourists were shopping around quite happily. There are not many decent souvenir shops in London, but lots of South Asian (look like) owned shops selling cheap, bad quality and terrible designed goods. So when I saw the “Cool Britannia” shop at first, I thought finally I found a nice place to buy a souvenir….

When you want to buy a souvenir in London, ignore these trashy shops, and go to department stores, specialty stores, or museum shops – more costly, but much better quality and design. If you only have a small budget, go to supermarkets and drugstores. You can find products in nice packages with small price tags.
